Abascal is the third generation of politicians in his family, his father and grandfather having also served in regional or local government. A sociology graduate from Spain's northern Basque Country, Abascal joined the PP at 18, was elected as a councillor at 23 and became a PP lawmaker in the Basque parliament.

With polls indicating a PP/Vox coalition government as the most likely outcome of next Sunday's national election, the reversal signals what could be a broader shift in Spain's climate change policy. "We are going to continue building bike lanes," he told Reuters. Vox has also pledged to repeal Spain's climate law, which establishes an obligation to create LEZs in cities. President Dina Boluarte met with top officials on Friday to discuss the need to guarantee protesters' human rights. The government's pledge follows months of violent protests between December and March, during which human rights groups documented abuses and multiple "extrajudicial killings" committed by security forces against protesters. Various left-wing groups and unions in Peru have announced new protests starting on July 19 to demand Boluarte's resignation, the closure of Congress, early elections and a new constitution. "We call on citizens who want to exercise the right of assembly, the right to demonstrate and protest, to do so peacefully," Otarola added.

MADRID, July 11 (Reuters) - Spanish opposition leader Alberto Nunez Feijoo, leader of the conservative People's Party (PP), won an ill-tempered televised debate on Monday night ahead of an election later this month, a poll published by El Mundo newspaper indicated on Tuesday. With Feijoo leading in polls before the July 23 election, the onus was on Prime Minister Pedro Sanchez, a Socialist, to go on the attack. About 54% of voters thought Feijoo won the debate compared to 46% for Sanchez, according to the Sigma Dos survey for El Mundo. It found that 22% of people who voted for the Socialists in the past election felt Feijoo had won the debate while only 6% of PP voters assigned the victory to Sanchez. The expectation is that the election at the height of the summer holiday season will also suffer from a lack of engagement.

MEXICO CITY, July 3 (Reuters) - Mexico brought in close to $5.7 billion in remittances in May, central bank data showed on Monday, breaking a monthly record that analysts cautioned was softened by the recent strength of the peso versus the dollar. While Mexico records remittances in dollars, as most of the funds come from the United States, "a strong peso hurts remittances," said Goldman Sachs analyst Alberto Ramos. Given the peso's appreciation against the dollar, when measured in local currency, remittances actually declined 2.2% year-on-year, Ramos said. Post-Brexit London regained some credibility as the capital of Europe’s high-value art market on Tuesday when a radiant portrait by Gustav Klimt, “Lady With a Fan,” sold at Sotheby’s for 85.3 million pounds with fees, or about $108.4 million. The price was an auction high for the renowned Austrian artist and was the highest for a public sale in Europe, beating Alberto Giacometti’s “Walking Man I,” which sold for $104.3 million in 2010, also at Sotheby’s in London. LONDON, June 27 (Reuters) - A portrait of an unnamed woman by Austrian artist Gustav Klimt sold for 85.3 million pounds ($108.4 million) on Tuesday, setting a new record price for any work of art sold at an auction in Europe, London-based auction house Sotheby's said. The fall of the hammer at 74 million pounds broke the tension, triggering a collective exhalation in the room and a round of applause. The painting sold to a Hong Kong-based art advisory firm, bidding on behalf of a collector based there. It is now the most expensive Klimt artwork sold at auction anywhere in the world. It was last offered for sale nearly 30 years ago, when it was acquired by the family of the present owner for $11.6 million, according to the auction house.

The small South American country of Uruguay has already cut rates, by 25 basis points in April. Chile's central bank kept its key interest rate on hold at 11.25% last week, but said if recent positive trends continue, it could begin cutting the rate in the short term. Forecasts are pointing to a rate cut next month, said Cesar Guzman, macroeconomic analyst at Santiago-based Grupo Securities. Even there, however, the central bank opted to hold rates steady in June as monthly inflation slowed for the first time in half a year. "Colombia and Mexico will be the last ones to cut rates, possibly in the fourth quarter."
