McALLEN, Texas (AP) — Texas will build an operations base for up to 1,800 National Guard members in Eagle Pass, expanding the presence of soldiers in the border city where the state has clashed with the Biden administration over immigration enforcement, Republican Gov. “This will increase the ability for a larger number of Texas military department personnel in Eagle Pass to operate more effectively and more efficiently,” Abbott said. The mayor of Eagle Pass said the move at the start of January caught the city off guard and questioned the timing, given that crossings have fallen in recent weeks. The U.S. Justice Department last month asked the U.S. Supreme Court to order Texas to allow Border Patrol agents back into park. The Biden administration says Border Patrol agents use the park to monitor the river and to launch boats into the Rio Grande.

WASHINGTON (AP) — Arrests for illegal crossings on the U.S. border with Mexico fell by half in January from record highs in December to the third lowest month of Joe Biden's presidency, authorities said Tuesday. Border Patrol arrests totaled 124,220 in January, down 50% from 249,735 in December, the highest monthly tally on record. Tucson, Arizona, was again the busiest sector for illegal crossings with 50,565 arrests, down 37% from December, followed by San Diego. Greg Abbott's border enforcement efforts, plummeted 76% from December to 16,712, the lowest since December 2021. The only months of Biden's presidency with fewer border arrests were in June 2023, after pandemic-related asylum restrictions lifted, and February 2021, his first full month in office.

That seemed like a fitting feat for a city that prides itself on its compassion. And the city has begun to feel the same sort of strains that have confronted New York and Chicago as they contended with their own migrant influxes. Denver, the state capital and the center of a sprawling metropolitan area of more than 3 million people, has spent more than $42 million on the migrants. If expenditures continue at the current pace of $3.5 million a week, the crisis could cost the city about $180 million in 2024, or 10 percent or more of its annual budget.

Greg Abbott of Texas said on Sunday that he was expanding his effort to establish state control over areas near the Rio Grande in an effort to deter migrants. A top Texas official said state law enforcement officers were also looking to move in on riverside ranch land north of the city that migrants have continued to use for crossing. Texas has deployed National Guard troops and state police officers up and down the Texas border since 2021, and began stringing concertina wire along the banks of the river the next year. “As we speak right now, the Texas National Guard, they’re undertaking operations to expand this effort,” Mr. Abbott said during a news conference at the park. We are expanding to further areas to make sure we expand our level of deterrence and denial of illegal entry into the United States.”

Most people know by now about the border war between Texas and the United States playing out along the banks of the Rio Grande. Less obvious, but no less consequential, is an emerging border war inside the Supreme Court. At the physical border are 29 miles of coiled razor wire on the United States side of the river, put in place by the Texas National Guard on orders from Gov. It has had the added and hardly unpredictable effect of barring access to the border by the federal Border Patrol agents.
