The Airline Passenger Experience Association named its Top 8 airlines in the world for 2023. The organization says it used more than a million passenger surveys that asked people about their experiences on 600 airlines around the world. The winners were not much different from last year, when the group named seven top carriers. These include Japan Airlines, Dutch national airline KLM, Singapore Airlines, Turkish Airlines; and Middle Eastern carriers Qatar Airways, Saudia, and Emirates. Here's a closer look at the Top 8 airlines named by APEX for 2023, listed in alphabetical order.

WASHINGTON, Oct 17 (Reuters) - The U.S. Commerce Department said on Monday it had issued an order denying export privileges to Russian carrier Ural Airlines, citing what it said were ongoing export violations. The order terminates the right of Ural to participate in transactions subject to U.S. export regulations. President Joe Biden's administration has stepped up the crackdown against Russian airlines that followed the invasion of Ukraine, seeking to deny them access to spare parts, refueling and other services. To date, Commerce has issued 10 orders against Russia and Belarus’s biggest airlines, said Assistant Secretary of Commerce for Export Enforcement Matthew S. Axelrod. With the additions, there were 183 Boeing and Airbus aircraft on the list mostly operated by Russian airlines for apparent violations of U.S. export controls, the department said.
A private jet firm has hired 100 pilots and 150 technicians this year, despite a labor shortage. However, its CEO told Insider he now has to pay them 20-30% more than he did pre-pandemic. Market competition is driving labor costs up, flyExclusive's CEO Jim Segrave told Insider. "We've hired 150 technicians in just the last four months, and we've hired 100 pilots in 2022 already," Segrave told Insider in a phone interview. "We can hire all the pilots we want to hire, but then we got to train those pilots," Segrave told Insider.
Surging fuel, inflation, and labor costs have sent private jet charter prices up significantly. It's a similar story for flyExclusive, another private jet charter firm. "So far it hasn't negatively impacted demand," Seagrave tells Insider, but admits that further price rises may have an impact sooner or later. For flyExclusive passengers, fuel represents between a quarter and 37% of the charter cost, Seagrave tells Insider. VistaJet runs a membership service which means its customers pay an hourly fee, but they still have to pay a fuel surcharge, Qi says.

Several unions had opposed Republic's request, with some arguing that a reduction in flight hours and relaxation of standards "would jeopardize safety and result in inexperienced pilots," the FAA said. The regulations to boost flight hours for co-pilots stemmed in part from the February 2009 crash of Colgan Air Flight 347 in upstate New York that killed 50 people. The Aviation Crisis Is Now Regional

Even in an aviation market that has rewarded shorter routes, regional airlines are doing terribly. This week, Cleveland-based Parker-Hannifin its acquisition of British aerospace and defense supplier Meggitt for £6.3 billion, equivalent to $7.2 billion. While it seemed like a fair price when the deal was announced last year, Wall Street analysts have since deferred their expectations for recovery at Meggitt by a couple of years. Shop visits by large jets have lagged behind due to the slow reopening of international routes. As George Zhao at Bernstein Research points out, though, it is the regional-plane rebound that has really disappointed.
Regional airlines such as Republic say they are facing a pilots shortage. Aviation-safety regulators rejected a proposal by a regional airline seeking to reduce the number of hours that some co-pilots need to begin flying passengers. Indianapolis-based Republic Airways Holdings Inc. had asked the Federal Aviation Administration to allow pilots who go through a special program at the airline’s training academy to begin flying on a restricted license after 750 hours of training—half what is generally required.
Two House Democrats have asked a Treasury Department watchdog to investigate whether airlines used a portion of a federal coronavirus relief package to pay for staff buyouts during the pandemic. Airlines were prohibited from laying off staff as a condition of accepting $54 billion in taxpayer aid to weather the Covid-19 pandemic. As a result, some airlines, including American and United, cut flights or grounded dozens of planes, particularly to small cities. Shorter routes are flown generally by regional airlines, and airlines have hired hundreds of new pilots from those smaller carriers to fill their own ranks. The Treasury Department declined to comment.
