Haiti last year asked for international help to combat violent gangs that have largely overrun the capital Port-au-Prince. Guterres suggested in October that countries send a "rapid action force" to support Haiti's police. The United States has already said it is prepared to put forward a draft Security Council resolution to back a deployment. Kenya said last month it was ready to consider leading an international force and pledged to send 1,000 police officers. In his report, Guterres said any targeted operations against gangs must also protect people and respect human rights and due process.

An American nurse and her child in Haiti have been freed by their abductors after their kidnapping in late July drew international attention to a wave of anarchic violence gripping the capital, Port-au-Prince. El Roi Haiti, a faith-based humanitarian organization, said in a brief statement on Wednesday that Alix Dorsainvil, the group’s community nurse and the wife of the group’s director, was released along with her child after they were held in Port-au-Prince. They had been abducted on July 31 from El Roi’s campus near the capital, and the U.S. State Department had said that American officials were working with their Haitian counterparts to get them released. “There is still much to process and to heal from in this situation,” El Roi said in its statement. “We are so thankful for everyone who joined us in prayer and supported us during this crisis.”

The U.S. has said it is willing to introduce a resolution at the UN Security Council to authorize such a force. After being turned away from Haiti's only general hospital, her daughter Myleisha was finally accepted at Fontaine Hospital, a UNICEF-sponsored facility in the capital Port au Prince - in an area the rest of her family considers too unsafe to visit. The Fontaine Hospital is located in the Cite Soleil neighborhood, where the G9 and G-Pep gangs have been fighting a vicious turf war. "We are in one of the poorest areas of the country, and also one of the most dangerous," said hospital founder Jose Ulysse. The UN World Food Programme (WFP) says nearly half of Haiti's population - some 4.9 million people - are going hungry. Without more UNICEF funding, hospital director Kareen Ulysse said she doubts the Fontaine can keep running for another year.

TOKYO, Aug 1 - Japan's factory activity contracted at a faster pace in July, a business survey showed on Tuesday, taking a hit from soft orders amid weakening global economic conditions. Data on Monday showed Japan's factory output grew in June for the first time in two months thanks to solid auto production. Subindexes gauging new orders and output both stayed in the sub-50 territory in June for a second month. Japan has to date weathered worsening global economic conditions relatively well thanks to robust domestic service activity and ultra-loose monetary policy. On a brighter note, the S&P survey showed easing cost pressures for companies thanks to sliding fuel and commodity prices.

On Saturday, Kenya said in a statement that it would “positively consider” leading such a force by sending 1,000 police officers to the Caribbean nation, which has become a cauldron of violence and political instability. The prime minister of Haiti is largely viewed as incompetent, gangs have take over vast areas of Port-au-Prince, and the police have done little to quell the violence, leading to the rise of vigilante groups that have targeted and killed suspected gang members in public.

CNN —The Hubble Space Telescope captured an unexpected observation of a nearby planet that’s having its atmosphere blasted away by energetic outbursts from its star. As the planet is blasted by radiation, its atmosphere heats to the point that it escapes the planet’s gravity and puffs out into space. The planet gets hit with flares, X-rays and stellar wind, or a charged stream of particles released from the star. “This creates a really unconstrained and frankly, scary, stellar wind environment that’s impacting the planet’s atmosphere,” Rockcliffe said. Astronomers will conduct more follow-up observations of the system with Hubble to track how the planet changes in the future.
