CNN —The Republican operative who accused American Conservative Union chairman Matt Schlapp of sexual assault last year received a significant financial settlement in exchange for dropping his lawsuit against Schlapp, multiple sources familiar with the case told CNN. The $480,000 settlement was paid to Carlton Huffman through an insurance policy, according to a source familiar with the details. The original lawsuit filed by Huffman against Schlapp asked for more than $9 million in damages. Huffman told CNN that Schlapp made unwanted sexual advances, including groping and fondling his groin without consent, on the ride back from two Atlanta-area bars on October 19, 2022. A former official on the Walker campaign told CNN he does not believe the settlement exonerates Schlapp.

But ship collision barriers are standard around the support piers of bridges over major waterways like the entrance to Baltimore’s harbor. The Verrazzano-Narrows Bridge in New York City, for example, has massive barriers of concrete and rocks around the bases of the piers that support it. It was not immediately clear how old the barriers are around the piers that supported the bridge in Baltimore. The bridge there was being fitted with devices designed to protect the piers in case of any ship crash. Once, when the Buddha was asked to preach about a flower he was presented, he instead “gazed at it in silence,” according to the British garden designer Sophie Walker in her book “The Japanese Garden.” In this spiritual moment Zen Buddhism was born, inspiring the serene and eternal dry or rock gardens called karesansui. Unlike a garden designed for strolling, which directs visitors along a defined path to take in scenic views and teahouses, a dry garden is viewed while seated on a veranda above, offering the heightened experience of traveling through it in the imagination, revealing its essence in meditation.

As the country's founder and first prime minister, David Ben-Gurion, once declared, "America's greatest gift to Israel was Al Schwimmer." Passengers aboard an Alaska Airlines plane that made an emergency landing after a fuselage panel blew off this year have started to receive letters from the F.B.I. identifying them as possible victims of a crime. The letters are a sign that a criminal investigation the Justice Department has opened into Boeing, the manufacturer of the 737 Max 9 jet, is ramping up. “As a victim specialist with the Seattle division, I’m contacting you because we have identified you as a possible victim of a crime,” reads the letter from the F.B.I.’s Seattle office, a copy of which was obtained by The New York Times. Former President Donald Trump’s favorability ratings are only slightly better. The bipartisan legislation to control the flow of migrants across the southern border was blown up by opposition from Trump. One thing that is going right for Biden is Trump himself. “I want to vote for Donald Trump in November, wrote Marc A. Thiessen in the Washington Post. … Just like office holders have released their tax returns (up until former President Donald Trump), I would like to see more candidates release their physical and mental health assessments,” Schurman observed.

Here is what the commission found in a report released Friday, and some of the reactions:GUNS NOT SEIZEDLaw enforcement should have seized Card’s guns and put him in protective custody weeks before he committed the deadliest mass shooting in state history, the commission concluded. “I’m in agreement with the committee’s findings as far as they go, and I do think it’s a legitimate point that the Sagadahoc Sheriff’s Office could have done more to intervene,” he said. Janet Mills, who helped assemble the panel, said its work is of “paramount importance for the people of Maine.” She said she would “carefully review” the report. Maine State Police and the sheriff’s office did not respond to calls seeking comment. The commission, led by a former chief justice of Maine’s highest court, plans to schedule more meetings and issue a final report in the summer.

A day before the door plug blew out of an Alaska Airlines flight on Jan. 5, engineers and technicians for the airline were so concerned about the mounting evidence of a problem that they wanted the plane to come out of service the next evening and undergo maintenance, interviews and documents show. But the airline chose to keep the plane, a Boeing 737 Max 9, in service on Jan. 5 with some restrictions, carrying passengers until it completed three flights that were scheduled to end that night in Portland, Ore., the site of one of the airline’s maintenance facilities. Before the plane could complete that scheduled sequence of flights and go in for the maintenance check, the door plug blew out at 16,000 feet, minutes after embarking on the second flight of the day, from Portland to Ontario International Airport in California. The plane landed safely and no one was seriously injured, but the incident focused new attention on Boeing’s manufacturing processes and the safety procedures followed by airlines.

The Daily Hunt for Food in GazaFor two million hungry Gazans, most days bring a difficult search for something to eat. Amany Mteir, 52, scours the streets north of Gaza City, where people sell or trade what food they have. The war, including Israel’s bombardment and siege, has choked food imports and destroyed agriculture, and nearly the entire population of Gaza relies on scant humanitarian aid to eat. Most food shops in northern Gaza are damaged or closed, so vendors set up informal street markets to sell food and other items. An average of just six commercial trucks carrying food and other supplies have been allowed to enter Gaza each day since early December.

NEW YORK (AP) — The nation's top public health agency is expanding a program that tests international travelers for COVID-19 and other infectious diseases. Those locations should provide more information about respiratory infections coming out of South America, Africa and Asia, particularly, CDC officials said. But they are given a COVID-19 home test kit to take with them, CDC officials say. That testing is for COVID-19, but CDC officials are evaluating the possibility of monitoring wastewater for other things, Walker said. The CDC program has a current budget of about $37 million.

Mark Harris has won the Republican nomination for a U.S. House seat in North Carolina, giving the pastor a second chance to go to Washington after a 2018 absentee ballot scandal. Harris will face Democrat Justin Dues in November in a district running from Charlotte east to Lumberton that was drawn to heavily favor Republicans. While the investigation led to charges against several people and some convictions, Harris wasn’t charged, cooperated with investigators and called for a new election. Harris did not run again, however, and the seat was won by Republican U.S. Rep. Dan Bishop. In addition, Republicans Bishop and U.S. Rep. John Walker, a groundbreaking, if reclusive, technology entrepreneur and polymath who was a founder and chief executive of Autodesk, the company that brought the ubiquitous AutoCAD software program to the design and architecture masses, died on Feb. 2 in Neuchâtel, Switzerland. His death, in a hospital, was caused by complications of head injuries he suffered in a fall at home, his wife, Roxie Walker, said. His death was not widely reported at the time. Mr. Walker was well known in tech circles, not just for his triumphs in business but also for his outsize skills as a programmer — he was credited with developing an early prototype of the computer virus — and as a voluble writer who filled his personal site, Fourmilab, with free-ranging musings on topics as diverse as cryptography, nanotechnology and consciousness studies. Although he had little taste for publicity, he became a prominent tech mogul of the 1980s and early ’90s as a founder of Autodesk Inc., once described as “a theocracy of hackers,” which grew to become the sixth-largest personal computer software company in the world.
