In 1876, the House passed the Holman Rule for the very first time. The rule's been utilized 36 times this year by House Republicans. AdvertisementAdvertisementRep. Marjorie Taylor Greene and House Republicans are trying to bring an obscure House rule from the 19th century back in vogue. The Holman Rule hasn't always been included in rules packages since it its introduction in 1876 — the rule has been removed and re-added to the House rule book on numerous occasions. The 115th Congress also briefly instituted the Holman Rule, though the congressional body never passed a single amendment using it.

The housing market is loosening up as supply climbs and home prices drop, Redfin said. "I'm advising buyers to lock in a mortgage rate as soon as they drop to a number where they can make the math work." AdvertisementAdvertisementThe housing market is loosening up as mortgage rates have tumbled, but it doesn't necessarily guarantee lasting relief for buyers, Redfin said. In the last week, the 30-year fixed mortgage rate notched its biggest weekly drop in over a year, sliding from 7.86% to 7.61%. Though mortgage rates are still near 23-year highs, these adjustments are enough to trim a few hundred dollars of a monthly payment, Redfin said.

REUTERS/Bridget Bennett/File Photo Acquire Licensing RightsNov 8 (Reuters) - MGM Resorts International (MGM.N) beat market estimates for third-quarter profit and revenue on Wednesday, as the casino operator benefited from easing pandemic-related entry restrictions in its key markets. The post-pandemic travel rebound in China and Macau has been a tailwind for casino operators such as MGM Resorts and Las Vegas Sands Corp (LVS.N). "MGM China is performing exceptionally well," MGM's CEO Bill Hornbuckle said in the statement. Last month, MGM had said it expects a $100 million hit to its third-quarter results after a cyberattack disrupted its operations, forcing a shutdown of its systems.

Aussie government bond futures fell slightly and the ASX200 (.AXJO), which had gained five sessions in a row, slipped 0.4%. Ten year yields rose 10 bps on Monday, but had fallen almost 30 bps last week.

Who Qualified for the Third GOP Debate?
  + stars: | 2023-11-07 | by ( Kaia Hubbard | Nov. | At A.M. | ) www.usnews.com   time to read: +2 min
Republican candidates are prepping for the third GOP presidential debate, as the field narrows with just two months to go before the first nominating contest. After raucous debates in Wisconsin and California, the candidates are set to return to the debate stage for a two-hour event at 8 p.m. The smaller field, paired with recent shakeup among the top challengers to Trump, is expected to produce new dynamics on stage. With that pledge, which has been somewhat controversial among the candidates, GOP presidential hopefuls must sign a statement that they will support the eventual Republican nominee. While the other candidates try to break ahead in the polls, former President Donald Trump – who opted not to participate in the first and second debate – is also expected to skip the upcoming confrontation.

LOS ANGELES (AP) — The Los Angeles Rams are signing quarterback Carson Wentz, a person with knowledge of the deal tells The Associated Press. The source spoke to the AP on condition of anonymity Tuesday because Wentz needed to pass a physical before the deal could be announced. Wentz has been out of the NFL this season after starting seven games last season for the Washington Commanders. The Rams (3-6) are in need of another passer behind Matthew Stafford, who missed Los Angeles' dismal loss at rainy Green Bay last weekend with a thumb injury. Los Angeles attempted to make it through the season with Stafford and Rypien as the only quarterbacks on their roster.

Ivanka Trump is set to testify on November 8 in a civil fraud trial against her family. Doing so would make her "suffer undue hardship" as she must travel from Florida to New York, he said. AdvertisementAdvertisementIvanka Trump on Thursday requested a delay in the New York civil fraud trial against her family, with her lawyer saying she would "suffer undue hardship" if she has to testify "in the middle of a school week." In the filing, Moskowitz wrote that Trump would "suffer undue hardship and irreparable harm" if a stay of the testimony order was not granted. Meanwhile, James filed a letter to the appellate court slamming Ivanka Trump's request for a stay in the testimony order, calling Moskowitz's principal arguments "utterly meritless."

Goldman Sachs announced its 2023 class of managing directors Thursday afternoon, giving 608 employees the coveted title. It's a smaller cohort than the bank's 2021 MD class, down 5% amid a dealmaking slowdown. Still, Goldman appears to have taken pains to promote employees in revenue-generating divisions like investment banking and trading. Goldman says the percentage of women it promoted as part of the 2023 MD class sets a record, up 1% from 2021. Two years ago, Goldman promoted the largest managing director class in its history, naming 643 employees to the designation in 2021.

Maine is the latest state to address foreign influence in elections. The Maine referendum on the Nov. 7 ballot would ban foreign governments, or companies with 5% or more foreign government ownership, from donating to future referendum races. The Maine proposal is straightforward by targeting foreign governments and companies owned by them, while leaving untouched foreign-based corporations with no government ownership. The idea of foreign influence in U.S. elections is something that unites people in an era of deep partisan divisions. “Of course we shouldn’t have foreign governments meddling in our elections.”___Follow David Sharp on X, the platform formerly known as Twitter, @David_Sharp_AP

Ivanka Trump asked a New York appeals court to pause the $250 million fraud trial of her family and its business empire as she appeals a judge's order requiring her to testify in the case next week. New York Attorney General Letitia James urged the appeals court to reject that request, calling it a "drastic" and baseless move that "would upend an ongoing trial." Ivanka Trump was originally listed as a co-defendant as well, but she was removed earlier this year on statute of limitations grounds by a New York appeals court earlier. In Thursday's filing to the appeals court, Ivanka's attorney argued that she is "beyond the jurisdiction" of Engoron's court and that the judge made "multiple errors" when he declined to quash subpoenas for her testimony. Ivanka Trump "has firsthand knowledge of issues that are central to the ongoing trial," James wrote.

The Florida Panthers started the season without Sam Bennett, and they are bracing to be without him once again. Panthers coach Paul Maurice told reporters after the team practiced in Detroit on Wednesday that the reigning Eastern Conference champions aren't sure on the prognosis for Bennett, Florida's fourth-leading scorer in last season's playoffs. Bennett needed to be helped off the ice, unable to put any weight on his left leg. The Panthers have dealt with injuries throughout this young season, with defensemen Aaron Ekblad and Brandon Montour still expected to be weeks away from making their 2023-2024 debuts. CNN —Lawrence Faucette, the second living person to receive a genetically modified pig heart in a transplant, has died six weeks after the experimental procedure. Griffith had performed the experimental surgery. Faucette, 58, was first admitted to UMMC on September 14 after experiencing symptoms of heart failure and underwent the experimental transplant six days later. His heart disease and pre-existing conditions made him ineligible for a traditional human heart transplant. In January 2022, the University of Maryland also performed the first such experimental surgery on 57-year-old David Bennett, who died two months following the surgery.

A 58-year-old man with heart failure who received a new heart from a genetically modified pig died on Monday, nearly six weeks after receiving the pig organ, University of Maryland Medical Center officials announced on Tuesday. The first patient, 57-year-old David Bennett, died last year, two months after his transplant. He had developed multiple complications, and traces of a virus that infects pigs were found in his new heart. Both of the patients had terminal heart disease when they received the transplanted organs, and neither managed to recover sufficiently to leave the hospital. But while doctors said that Mr. Bennett did not show any signs of acute rejection of the new heart, which is the most significant risk in organ transplants, they said that Mr. Faucette’s transplanted heart had started to display some initial signs of rejection.

WASHINGTON (AP) — The second person to receive a transplanted heart from a pig has died, nearly six weeks after the highly experimental surgery, his Maryland doctors announced Tuesday. Lawrence Faucette, 58, was dying from heart failure and ineligible for a traditional heart transplant when he received the genetically modified pig heart on Sept. 20. According to the University of Maryland School of Medicine, the heart had seemed healthy for the first month but began showing signs of rejection in recent days. The Maryland team last year performed the world’s first transplant of a heart from a genetically altered pig into another dying man. David Bennett survived two months before that heart failed, for reasons that aren’t completely clear although signs of a pig virus later were found inside the organ.

The Cost of Being Disabled in New York City Housing

Winning, then losing, the housing lotteryFor many disabled New Yorkers, the city’s affordable housing lottery seems like the answer. Under city guidelines, only 5 percent of units are set aside for tenants with mobility disabilities and 2 percent for people with hearing or vision disabilities, and zoning laws don’t allow any crossover. “They don’t understand the gravity of what they’re doing.”Sabrina Bennett, 38, has been applying to the housing lottery for more than a decade, before she became disabled from a spinal cord condition in 2012. She now uses a wheelchair or a walker to get around, and is living with her husband in supportive housing through the city’s shelter system until she can find an accessible apartment she can afford. She’s hoping she finds something through the housing lottery, but she has already been in the shelter system for five years.

Now, frontier AI has become the latest buzzword as concerns grow that the emerging technology has capabilities that could endanger humanity. The debate comes to a head Wednesday, when British Prime Minister Rishi Sunak hosts a two-day summit focused on frontier AI. In a speech last week, Sunak said only governments — not AI companies — can keep people safe from the technology’s risks. Frontier AI is shorthand for the latest and most powerful systems that go right up to the edge of AI’s capabilities. That makes frontier AI systems “dangerous because they’re not perfectly knowledgeable,” Clune said.
