By Enrico Dela CruzMANILA (Reuters) -The Philippines said on Monday it executed a "special operation" to remove a floating barrier installed by China at a prime fishing patch in the South China Sea, a move that could stoke tension after a years-long detente in Asia's most disputed waters. Hours after the national security adviser had vowed to take action, the Philippine coastguard said it had removed the floating cordon, at the behest of President Ferdinand Marcos Jr and his special task force on the South China Sea. Japan's government urged calm and said the South China Sea was central to regional stability. "Our country strongly opposes any conduct that heightens tension in the South China Sea," Japanese Chief Cabinet Secretary Hirokazu Matsuno said at a regular press conference. China on Monday said the shoal, which it calls Huangyan Island, was "China's inherent territory", over which it had indisputable sovereignty.

China claims 90% of the South China Sea, overlapping with the exclusive economic zones of Vietnam, Malaysia, Brunei, Indonesia and the Philippines. Euro gains, yen struggles in central bank-packed week

A Reuters report on Monday citing six sources said the debate over the multi-trillion-euro pool of excess liquidity sloshing around banks was likely to start next month. However, this might not be enough to give the euro a more sustained boost, according to Lee Hardman, a strategist at MUFG. "While the ECB’s reported plans to tighten excess liquidity in the euro area have helped to support the euro, they are unlikely to be sufficient on their own to turn the current weakening trend," he said. This week brings a raft of central bank meetings, including those of the Federal Reserve, the Bank of Japan, the Bank of England and the Swiss National Bank, among others, which kept currency volatility on the subdued side. In other currencies, sterling edged up 0.1% at $1.2398, ahead of an interest rate decision from the BoE on Thursday.

The financial services trade group said in a report that global debt in dollar terms had risen by $10 trillion in the first half of 2023 and by $100 trillion over the past decade. It said the latest increase has lifted the global debt-to-GDP ratio for a second straight quarter to 336%. Prior to 2023, the debt ratio had been declining for seven quarters. Slower growth, alongside a deceleration in price increases, were behind the debt ratio rise, the report said. "As higher rates and higher debt levels push government interest expenses higher, domestic debt strains are set to increase," the IIF said.

Argonne National Laboratory/Handout via REUTERS/File Photo Acquire Licensing RightsSept 19 (Reuters) - Artificial intelligence chip startup SambaNova Systems announced a new semiconductor on Tuesday, designed to allow its customers to use higher quality AI models at a lower overall cost. Security, accuracy and privacy are all areas that AI technology must be designed differently to be useful for enterprise customers. Nvidia (NVDA.O) dominates the market for AI chips, but a surge in demand triggered by interest in generative AI software made the coveted chips difficult for some companies to obtain. The new SambaNova chip is capable of powering a 5 trillion parameter model, and includes two advanced forms of memory. The company said that its combination of hardware enables customers to run larger AI models without trading size for accuracy.

Dollar firm as markets eye China data

The dollar was on the front foot in Asia on Friday, retaining overnight gains against peers after strong U.S. economic data and an ECB rate hike, with traders' attention warily turning to a data deluge from China. U.S. retail sales received a boost from higher gasoline prices, increasing 0.6% in August versus an estimated 0.2% rise, while market participants reacted to the European Central Bank's 25-basis point hike. "The data today will be super important," said Rodrigo Catril, senior FX strategist at the National Bank of Australia. The offshore yuan inched further down against the dollar to 7.2918 ahead of the data. "In that sense it means that any disappointment coming out of the data today, we'll likely see the CNY under pressure," with risks to the Aussie and the Kiwi as well, he said.

Underdogs Chile make four changes for Samoa game

TOULOUSE, France, Sept 14 (Reuters) - Chile coach Pablo Lemoine resisted the urge to make too many adjustments to the team for their Pool D Rugby World Cup match against Samoa on Saturday with four changes as they bid to bounce back from an opening defeat by Japan. Los Condores bring in Tomas Dussaillant at hooker, try a new second row pairing of Santiago Pedrero and Pablo Huete and give a start to Jose Ignacio Larenas on the left wing. The lowest ranked team at this World Cup and making their debut in the tournament, Chile notched two tries in the 42-12 loss to Japan but also suffered a pair of yellow cards and now look to the Samoa game as their best remaining chance of a win. Among the players to watch in the Chile side are full back Inaki Ayarza, a deft runner who sparked their opening score against Japan, and flyhalf Rodrigo Fernandez who finished it. The accomplished Fernandez has already caught the eye with his all-round game and will have to be at his best for Chile to beat Samoa for an unlikely first-ever win in a World Cup game.
