The prices in the candy aisle feel a lot more like a trick than a treat these days. This year Americans are expected to spend $3.6 billion on Halloween candy, up from $3.1 billion last year, according to the National Retail Federation. However, while candy prices are going up nationwide, some states are experiencing bigger price hikes than others. Scholarship database Scholaroo analyzed the increase in candy prices since 2020 using data from the candy and chewing gum price index. The rule will close loopholes that allowed some organic egg producers to meet outdoor access requirements for organic egg-laying hens with open-air porches, rather than pasture. "It's fair to say that this is the most significant update in organic regulations in over 30 years," Agriculture Secretary Tom Vilsack said on a call with reporters. The USDA received more than 40,000 written comments on a draft version of the rule, Vilsack said, many dealing with the provisions that dictate minimum indoor and outdoor space requirements for livestock. Producers must comply with the rule within a year, but have five years to comply with certain provisions like the outdoor access requirement for laying hens.

Oct 24 (Reuters) - Chip design startup SiFive has laid off around 20% of its staff, or about 130 people, the company said on Tuesday. SiFive, based in Santa Clara, California, builds chip designs based on an open chip architecture known as RISC-V, and competes against the recently public Arm Holdings (O9Ty.F), . Like Arm, SiFive builds the underlying designs chips are based on, but not the chips themselves. The company is scaling back its effort to offer customized designs for customers, beyond the standard blueprints that are available. Technology giants such as Qualcomm (QCOM.O) and Alphabet's Google (GOOGL.O) have embraced the underlying RISC-V technology.

Just weeks after the Writers Guild of America displayed solidarity by ending a monthslong strike and voting overwhelmingly in favor of a new contract with the major entertainment companies, the union is being roiled by a fight over its lack of a public statement condemning the Hamas attack on Israel. On Oct. 15, eight days after the attack, a group of screenwriters signed an open letter to the Writers Guild asking why it had not issued a statement condemning the attack. The letter now has more than 300 signers, including Jerry Seinfeld, Amy Sherman-Palladino (“The Marvelous Mrs. Maisel”) and Gideon Raff (“Homeland”). Later Friday, Meredith Stiehm, the president of the Writers Guild of America West, sent an email to members who had inquired about the lack of a response. “For these reasons, we have decided not to comment publicly.”Calls to the union on Monday were not returned.

A passenger train crashed into a freight train in Bhairab, about 80 kilometres (50 miles) northeast of the capital Dhaka. The freight train smashed into the passenger train from behind, crumpling two coaches, he said. "Initial reports suggest the freight train broke the signal, leading to the tragedy," Hossain said.
