China has told its automakers to halt big investment in European countries that support extra tariffs on Chinese-built electric vehicles, two people briefed about the matter said, a move likely to further divide Europe. The new European Union tariffs of up to 45.3% came into effect on Wednesday after a year-long investigation that divided the bloc and prompted retaliation from Beijing. Ten EU members including France, Poland and Italy supported tariffs in a vote this month, in which five members including Germany opposed them and 12 abstained. Chinese automakers including BYD , SAIC , and Geely were told at a meeting held by the Ministry of Commerce on Oct. 10 that they should pause their heavy asset investment plans such as factories in countries that backed the proposal, said the people. Boeing and its machinists' union have agreed on a new negotiated offer to raise worker pay and potentially end a crippling strike that began almost seven weeks ago with a vote on the new proposal set for Monday. The union urged workers to approve the contract. Boeing said Thursday at the end of the contract, average machinist pay will average $119,309. Chinese online retailer Temu will be investigated on whether it may have breached EU tech rules against the sale of illegal products, EU tech regulators said on Thursday, in a move which could lead to hefty fines for the company. Temu, which has 92 million users in the 27-country European Union, is a unit of Chinese ecommerce giant PDD Holdings . The EU tech enforcer will also investigate whether Temu is complying with the DSA obligation to provide researchers access to its publicly accessible data. Particularly in ensuring that products sold on their platform meet EU standards and do not harm consumers," EU antitrust and tech chief Margrethe Vestager said in a statement. Temu could face a fine of as much as 6% of its global turnover if found guilty of breaching the DSA.

The EU and China have reportedly agreed to start talks on the planned imposition of tariffs on Chinese-made EVs. China's commerce ministry said it "does not accept" tariffs imposed by the European Union on Chinese electric vehicles, after the bloc increased tariffs on Chinese EVs to as high as 45.3% on Wednesday. The commerce ministry said "China will continue to take all necessary measures to resolutely safeguard the legitimate rights and interests of Chinese companies." China's commerce ministry also highlighted the EU has indicated it will continue to negotiate with China, adding that both sides are conducting a new round of consultations.
