Two workers have been detained in northern China after local authorities said they plowed through a section of the country’s Great Wall with an excavator, leaving a gaping hole. The security bureau said it was first notified of the hole in a section of wall, near the township of Yangqianhexiang, about 215 miles east of Beijing, on the afternoon of Aug. 24. Law enforcement officers rushed to the scene to find that a piece of the wall, believed to have been constructed by the Ming dynasty between the 14th and 17th centuries, had been severely “excavated and damaged by large-scale machinery,” the bureau said. The man, named in the release as Zheng, and the woman, named as Wang, are from the autonomous region of Inner Mongolia in the country’s north and were taken in for investigation, the bureau added. They have been charged with destroying a cultural relic, The China Daily, a state-owned media outlet, reported.

Two school districts in Pennsylvania canceled classes on Tuesday as troopers searched by land and air for a convicted murderer who was spotted near residential areas after escaping from a prison near Philadelphia last week, the authorities said. The fugitive, Danelo Cavalcante, 34, a Brazilian national, fled from the Chester County Prison on Thursday, days after he was sentenced to life in prison for first-degree murder in the April 2021 killing of his former girlfriend, whom the authorities said he stabbed 38 times in front of her two children. On Tuesday, investigators said they had expanded the search for Mr. Cavalcante because of several sightings just miles from the prison in Pocopson Township, adding that a reverse 911 call had been made to residents within a three-mile radius early on Tuesday. Police cars and helicopters were also playing a message with the voice of Mr. Cavalcante’s mother urging him in his native Portuguese to surrender peacefully, the authorities said on Monday. Lt. Col. George Bivens of the Pennsylvania State Police said at a news conference on Tuesday that one of the sightings of Mr. Cavalcante was probably on Monday evening, when a trail camera picked up a man walking on a property at Longwood Gardens, less than three miles south of the prison.

The draft Preschool Education Law includes measures to curb excessive profit-seeking by preschool providers, the state-backed China news service reported. Children applying for preschool places should not be subject "to any form of examination or testing except for necessary physical examinations," the official Xinhua news agency reported. The draft law comes as China's fertility rate is estimated to have dropped to a record low of 1.09 in 2022, one of the world's lowest alongside South Korea, Taiwan, Hong Kong and Singapore. Concerned about its rapidly ageing population, Beijing is urgently trying an array of measures to lift the birth rate, including financial incentives and improved childcare facilities.
