MADRID (Reuters) - Spanish startup PLD Space will attempt a test launch of its reusable Miura-1 rocket early on Saturday, spearheading a new generation of 'microlaunchers' after an aborted attempt in June. "The day has arrived," Raul Torres, PLD Space chief executive and co-founder of PLD Space, wrote on social media platform X, previously known as Twitter. Europe's efforts to develop capabilities to send small satellites into space are in focus after a failed orbital rocket launch by Virgin Orbit from Britain in January. SYDNEY (Reuters) - Australia's Prime Minister Anthony Albanese voted on Saturday in a referendum to recognise the country's Indigenous people in the constitution, a week from a national polling day on the measure that is trailing in opinion surveys. Albanese's centre-left Labor government backs the change, while the opposition Liberal-National conservatives urge a vote of "No". Most Indigenous people favour the referendum, but some say it is a distraction from achieving practical and positive outcomes and would not fully resolve the issues affecting them. "I cast my vote today for Yes and I did so proudly in the knowledge that this is the request of Indigenous Australians," Albanese told reporters, according to a transcript. Marginalised by British colonial rulers and not mentioned in Australia's 122-year-old constitution, Indigenous Australians face disadvantages including discrimination, poor health and education outcomes and high incarceration rates.

"We are seeing a steepening decline in jobs this month," said Nela Richardson, chief economist at ADP. The report is the second to come this week on the health of the job market. While the job market has slowed in 2023, it still remains tight by historical standards.

The proposal, backed by Albanese's Labor government, has been struggling to get majority support with recent opinion polls showing voters will reject it. In a bid to mobilise support, Albanese said if Australians are focused on what the question is from the referendum amid the distractions, they will vote yes, and there is nothing to fear from this campaign. "Regrettably, it seems as though Rio's blast management plan has failed on this occasion leaving the Muntulgura Guruma People to pick up the pieces," said Wintawari Guruma Aboriginal Corporation (WGAC), which represents the Muntulgura, in a statement. A spokesperson for the state department regulating Aboriginal heritage protection said it was in contact with Rio Tinto but it was not investigating the latest incident. Should the Department receive a complaint from Wintawari Guruma Aboriginal Corporation, it will act immediately to investigate."

The proposal has been struggling to get majority support with recent opinion polls showing voters are will reject it. A record 97.7% of eligible Australians have enrolled to vote in the referendum, the Australian Election Commission (AEC) said in a statement late on Thursday. More than 8.4 million people, 47% of the roll, were not enrolled when the last referendum was held in 1999, the commission added. Indigenous Australians, who account for 3.8% of the population, face disadvantages including discrimination, poor health and education outcomes and high incarceration rates. Some Indigenous Australians want stronger action, including a treaty with the government.

Asia's hydropower output fell 17.9% during the seven months through July, data from energy think tank Ember showed, while fossil fuel-fired power rose 4.5%. In India, hydropower generation fell 6.2% during the eight months ended August in the sharpest decline since 2016. In some cases, the hydropower output plunge was a result of efforts to conserve water and alter supply patterns. "This trend of rapidly increasing wind or solar power generation in China could push for hydropower playing this critical regulating function, instead of operating whenever there is water," he added.
