Putin offered up an unexpected and unusual appeal to history to discourage revolution this week. He said that Russia reached its "limit" on revolutions last century. "Such a blow was dealt to Russia in 1917, when the country was waging the First World War," Putin said, "but victory was stolen from it." The Russian leader's remarks on the threat of revolution Wednesday are reminiscent of a 2021 address in which Putin stressed that Russia had reached its limit on revolutions, RBC reported. "Russia," Putin said at the time," exhausted its limit on revolutions back in the 20th century.

Britain's intelligence chief invited Russians who are upset with the Ukraine war to spy for MI6. Espionage has been a feature of the war, and the CIA even tried earlier this year to recruit spies. The chief of Britain’s intelligence agency, MI6, said on Wednesday that President Vladimir V. Putin of Russia had “cut a deal” with Yevgeny V. Prigozhin, the founder of the Wagner mercenary group, during Mr. Prigozhin’s failed rebellion last month. The Wagner leader staged a mutiny against Russia’s military last month, which saw his mercenary forces marching toward the capital before abruptly halting. More than two weeks later, the Kremlin disclosed that Mr. Prigozhin and other Wagner leaders had met with Mr. Putin for three hours in the days after the rebellion ended. “I think he probably feels under some pressure,” Mr. Moore said of Mr. Putin, speaking at the British ambassador’s residence in the Czech capital. He really didn’t fight back against Prigozhin; he cut a deal to save his skin using the good offices of the leader of Belarus.”

Top Russian military leaders will likely start hiding information from Putin out of self-preservation, a Russia researcher wrote for NYT. Those generals are "now even more dependent on Mr. Putin for their safety and positions," she added. Indeed, as Russia is at a critical point in its war against Ukraine, Russian military officials have shown more interest in sniping at each other. "In this atmosphere of suspicion and uncertainty, where prominent generals disappear and Mr. Putin is quick to blame traitors, self-censorship among top military leaders is likely to become more prevalent," Massicot wrote in a New York Times op-ed. But even though Russia is at a critical juncture in its war against Ukraine and the Russian army continues racking up losses, Russian military leaders have focused more on sniping at one another.

In the video, filmed at dusk, a man whose silhouette and voice closely resemble Mr. Prigozhin, said that the Wagner fighters will stay in Belarus for some time to train its army, with the goal of turning it into the best army in the world outside of Russia. In the aftermath of the aborted mutiny, the fate of the Wagner group appeared to be in limbo. Last week, President Vladimir V. Putin said that its troops could continue fighting but without their pugnacious leader. On the video, however, Mr. Prigozhin appears to still be the head of a large group of fighters. He did not tone down his criticism of the Russian top commanders, calling the situation on the front lines in Ukraine a “disgrace” that Wagner fighters “should not participate in.” He also left open the possibility Wagner forces would return to combat in Ukraine.

Prague CNN —It was a rare moment when the publicly visible Kremlin matched the reality behind closed doors. And he had, it seemed, been welcomed into the Kremlin to meet Putin days later. Asked by CNN if Prigozhin was “alive and healthy”, Moore replied the Wagner leader was still: “floating around”, per his agency’s understanding. Yet the on-camera speech provided an opportunity for Moore’s expression to convey how shocking the weakness betrayed by Putin that weekend had been. “He really didn’t fight back against Prigozhin”, Moore said.

Wagner boss Yevgeny Prigozhin shared a video Wednesday that appears to show him in Belarus. In recent weeks, however, the Wagner boss had himself been spotted inside Russia. In recent years, Wagner mercenaries have deployed to Libya, Mali, and the Central African Republic, where they have been accused of terrorizing local populations as they combat insurgent groups. Prigozhin, in the video posted Wednesday, suggested Wagner's mission is far from over. "The biggest job in the world [is] coming up very soon," he continued, adding: "We'll definitely be traveling all over the world."

Prigozhin’s rebellion posed one of the biggest challenges to the long rule of Russian President Vladimir Putin. In the video, a fighter seemingly addresses the Wagner leader as “Yevgeny Viktorovich,” Prigozhin’s first name and patronymic. The video is grainy and filmed in low light so CNN cannot definitively say the speaker is Prigozhin or when it was filmed. The fate of Wagner chief Prigozhin, meanwhile, remained subject to speculation. After the mutiny ended, Lukashenko claimed Prigozhin had arrived in Belarus.

MI6 chief makes open plea to Russians to spy for UK

Prague CNN —The head of Britain’s foreign intelligence service used a rare speech Wednesday to issue a plea to disaffected Russians to spy for the UK. They know in their hearts that Putin’s case for attacking a fellow Slavic nation is fraudulent,” he added. The MI6 chief told CNN that Prighozin is alive and at liberty following the group’s 24-hour mutiny against the Kremlin, and that Putin is clearly under pressure. Over the years they have developed a particularly gruesome reputation and have been linked to various human rights abuses. A CNN investigation in April found that Wagner has been supplying Sudan’s paramilitary Rapid Support Forces with missiles to aid their fight against the country’s army.

Vladimir Putin had tea with mutiny leader Yevgeny Prigozhin, the UK's spy chief said. However, after striking a deal with Wagner leader Prigozhin to call off the mutiny, Putin's actions have been mysterious. There are some things that even the chief of MI6 find a little difficult to try and interpret," Sir Richard said. Asked whether he believes Prigozhin is still alive, Sir Richard said that "as far we can tell Prigozhin is floating around," reported Sky News. Sir Richard, officially codenamed "C", compared the situation in Ukraine to the Prague Spring in 1968.

Zuurbier told the FT he's seen around 1,000 emails a day being sent to the wrong domain. Wagner forces appear to despise the Russian military, as Prigozhin’s reckless march from Ukraine toward Moscow made abundantly clear. That’s why when Wagner forces started withdrawing from Ukraine last month, many feared the same might happen in Africa. And who can guarantee Wagner forces won’t turn on African leaders who decide to side with Putin? “Don’t worry, we aren’t going anywhere.”It’s not as if Russia could repatriate and replace Wagner forces with verifiably loyal Russian troops — even if it wanted to. And quite frankly, Africa will only emerge better-off if democratic governments emerge after Wagner forces are shown the door.

A new video shows Russian troops raising the alarm about their treatment by commanders in Ukraine. The 50 or so mobilized soldiers said they weren't given food or ammo, and weren't being paid on time. They warned that they were being led by a "drunk commander" to reinforce positions in Bakhmut. A man in the video added that the commander from another unit "said that for us it would be a suicide mission." The Wagner Group, led by Yevgeny Prigozhin, was stationed in Bakhmut in the spring, before being replaced by the Russian army.

The government had said previously that the troops' movement was part of a rotation of forces rather a withdrawal. "They are also here to secure the constitutional referendum," the spokesperson said, declining to say how many troops had arrived. A senior CAR military official in the capital told Reuters that hundreds of troops had arrived. CAR President Faustin-Archange Touadera, who was first elected in 2016, and won reelection in 2020, turned to Russia for help to tackle the rebel groups. He is on the campaign trail for the constitutional referendum which, if passed, could remove a two-term presidential limit and enable him run again.

Workers restoring damaged parts of the Kerch Bridge that links Crimea to Russia, which was hit by a blast on October 8, 2022. Traffic was stopped on the Russian-built Crimean Bridge due to "an emergency" situation, Russia-installed officials said on Monday, while Ukrainian media reported blasts on the bridge. Sergei Aksyonov, a Russian-installed governor, said the emergency occurred on the 145th pillar of the bridge which links the Crimean peninsula to the Russian region of Krasnodar. The RBC-Ukraine news agency reported that explosions were heard on the bridge. Crimea was annexed by Russia from Ukraine in 2014, but is internationally recognized as part of Ukraine.

BANGUI, Central African Republic - March 23, 2023: Demonstrators carry banners in Bangui, on March 22, 2023 during a march in support of Russia's presence in the Central African Republic. Hundreds of Wagner troops were spotted last week departing from Bangui, the capital of Central African Republic (CAR), where the Kremlin-linked group has its largest and broadest overseas presence. It comes just weeks after Wagner boss Prigozhin embarked on an ill-fated rebellion in Russia, ordering his troops fighting in Ukraine to march toward Moscow. Sky News reported Friday that the Wagner personnel who left CAR had refused to sign new these contracts. "Russian instructors will continue to aid soldiers in the Central African armed forces to ensure security in anticipation of the constitutional referendum scheduled for July 30."

The risk of a fresh uptick in global food inflation emerged Monday after President Vladimir V. Putin pulled Russia out of the Black Sea grain deal, sending wheat prices surging and exposing vulnerable countries in Africa and the global south in particular to the prospect of a new round of food insecurity. Chicago wheat futures, a barometer for global prices, jumped more than 4 percent as the Kremlin’s move once again jeopardized a key trade route to global markets for grain from Ukraine, one of the world’s major bread baskets. “It will hurt specific countries dependent on these exports,” Mr. Ash said. But beyond that, “it shows how weak Putin is after the Wagner coup: He is now desperate to take any bit of leverage he can.”The Black Sea Grain Initiative was struck a year ago to alleviate a global food crisis after Russia’s invasion of Ukraine, when Russia blocked ships from carrying the country’s grain out of its ports on the Black Sea. Those blockages swiftly sent grain prices soaring to record highs.

A Bridge Explosion Rocked Russia
  + stars: | 2023-07-17 | by ( Matthew Cullen | ) www.nytimes.com   time to read: +1 min
A vital bridge linking the occupied Crimean Peninsula to mainland Russia was attacked early this morning, killing two people and forcing its temporary closure. Rail service over the crossing, known as the Kerch Strait Bridge, resumed soon after the assault, but damage to the car lanes will likely complicate Russia’s efforts to resupply its troops in southern Ukraine. Ukrainian officials celebrated the assault, which Russia said was carried out by maritime drones, but declined to officially take credit. Initial reports suggested that today’s explosions were far less severe than a similar attack in October. Kremlin officials insisted that the decision was not connected with the attack.

Insubordination is spreading through the Russian military in Ukraine, a report said. It names the dismissed officers as Major General Vladimir Seliverstov, Major General Alexander Kornev, and Major General Ramil Ibatullin. It cited Russian military bloggers, an important source of information about the Russian military, saying that authorities were also preparing to arrest Colonel General Mikhail Teplinsky. The report says that the defiance towards Russia's top commanders appears to be spreading through the ranks. The VDV servicemen are blackmailing the Russian MoD to ensure that Teplinsky continues to command troops in Ukraine," the ISW said.

More than three weeks after the historic challenge to Russian President Vladimir Putin's authority, there's still internal power plays and high-level purges in motion. "We are seeing a lot of military formations and military figures that are pushing for their own objectives." For example, in Kadyrov's case, he may be pushing for control to shield his fighters from the battlefield in Ukraine and send conventional Russian forces instead. Consequences for disobedienceInsubordination against Moscow's military leadership, such as Teplinsky's criticisms or the Wagner's rebellion, has undermined Russian military leaders but has also come with consequences for members of the anti-Gerasimov camp. The instability increasingly endemic to the Russian military comes as the Ukrainians try to break through their defensive lines.

Hong Kong CNN —China’s Foreign Minister Qin Gang has not been seen in public for three weeks, an unusually long absence during a busy period of diplomatic activity in Beijing, sparking intense speculation in a country known for its political opaqueness. Qin, 57, a career diplomat and trusted aide of Chinese leader Xi Jinping, was promoted to foreign minister in December, after a brief stint as ambassador to the United States. As foreign minister, Qin has delivered searing rebukes of Washington after relations plunged to a new low in the aftermath of a suspected Chinese spy balloon that was shot down over the US. The Chinese Foreign Ministry often leaves out content it deems sensitive from the transcripts of its regular briefings. Senior Chinese officials have disappeared from public view in the past, only to be revealed months later by the ruling Communist Party’s disciplinary watchdog that they’ve been detained for investigations.

Satellite images, analyzed by The New York Times, showed increased activity this weekend at a military field camp in Belarus, including the arrival of vehicles that resemble those used by the Russian mercenary group Wagner. The vehicles are the same types as those recently seen driving in large convoys, some flying Wagner flags. To end the short-lived revolt, President Aleksandr G. Lukashenko of Belarus brokered a deal in which the mercenaries would be given sanctuary in Belarus. The satellite images do not conclusively prove that Wagner forces are at the camp, but bolster statements by Ukraine’s allies that some Wagner troops have reached Belarus. On Saturday, a Polish official said some Wagner fighters had arrived in Belarus.
