Josh Shapiro of Pennsylvania, who has complained that his state’s higher education “isn’t working,” proposed on Friday a sweeping overhaul of the state’s sprawling system that would reduce tuition for many students and determine funding for schools based in part on their performance. The plan would consolidate 10 of Pennsylvania’s state universities and all 15 of its community colleges under one governance umbrella, boost state funding for public higher education, and require students with low to middle incomes to pay only $1,000 a semester in tuition. Most of the plan does not affect Pennsylvania’s best-known public universities, including Penn State, Pittsburgh and Temple. “After 30 years of disinvestment, too many of our colleges and universities are running on empty and not enough students have affordable pathways into good jobs,” Mr. Shapiro said in a statement.

(AP) — A group of conservative state lawmakers in Pennsylvania filed a federal lawsuit Thursday challenging three voting-related executive branch actions designed to boost voter registration, including a 2021 executive order by President Joe Biden. One is last fall's introduction of automatic voter registration in Pennsylvania by Democratic Gov. Shapiro's administration said in a statement that it is “frivolous” to suggest that it lacks the authority to implement automatic voter registration. Twenty-three other states and Washington, D.C., already have varying models of what is called “ automatic voter registration,” according to the National Conference of State Legislatures. For the first time in over a decade, more students are choosing to go to college. Undergraduate enrollment rose 1.2% in the fall of 2023 compared with one year earlier — a gain of roughly 176,000 students, according to the National Student Clearinghouse's latest research. "The number of students in college has finally turned the corner after years of decline," said Doug Shapiro, executive director of the National Student Clearinghouse Research Center. "Students have been increasingly opting for shorter term degrees and more vocational programs and vocational certificates," he added — at the expense of a four-year degree. The party's endorsement came the day before candidates could begin collecting the required number of voter signatures to get on Pennsylvania's primary ballot. Sunday won the endorsement over state Rep. Craig Williams and Katayoun Copeland, both former federal prosecutors who hail from Delaware County in southeastern Pennsylvania. But according to the partners, its return to Mauritius could benefit the dodo’s immediate environment and other species. The Nicobar pigeon, native to the coastal regions from the Andaman and Nicobar Islands, is the closest living relative to the dodo. Then it will edit the PGCs of a Nicobar so it expresses the physical traits of a dodo. “I have studied the dodo for many years, and there is still a lot to learn about this enigmatic bird,” he added.

But this fall, freshman enrollment continued its slide, sinking 3.6%, according to the National Student Clearinghouse Research Center. "This is more bad news for four-year colleges," said Doug Shapiro, the National Student Clearinghouse Research Center's executive director. Rising college costs and ballooning student debt balances have caused more students to question the return on investment. But increasingly, borrowers are struggling under the weight of education debt, which today totals more than $1.7 trillion.
