PARIS, Oct 4 (Reuters) - French President Emmanuel Macron said last week his government would "take back control" of electricity prices by the end of the year, without spelling out what steps he would take. "There is a point that is key for our competitiveness, and we will announce it in October, and that is to take back control of electricity prices," Macron said. "We'll be able to announce in October electricity prices that are in line with our competitiveness," he said, adding this would apply to households and businesses. However, French officials say Germany is undermining a traditional French strength due to fears cheap nuclear electricity could provide French businesses with a competitive advantage over German companies. Under the current system, called marginal pricing, European electricity prices are linked to the most expensive power producing asset.

Poland's President Andrzej Duda said afterward that Biden had assured the group of continued U.S. support for Ukraine and of his strong conviction that Congress will not walk away. “President Joe Biden began with telling us about the situation in the U.S. and what is the real political situation around Ukraine. He assured us that there is backing for the continuing support for Ukraine, first of all for the military support. He said Biden called on the participants to continue their support for Ukraine and that everyone assured him that they would. The money later was approved separately, but opponents of Ukraine support celebrated their growing numbers.

The US is still the biggest single IPO market. It is now the world’s fourth-biggest IPO market when measured by the value of deals, totaling $3.2 billion so far this year, according to data provider Dealogic. Further south, the year-to-date value of IPO deals on Turkey’s Borsa Istanbul has hit $2.3 billion, more than double the value of deals on the London Stock Exchange. Russian President Vladimir Putin on Saturday insisted that the residents of four Ukrainian regions that Moscow illegally annexed a year ago "made their choice — to be with their Fatherland." A concert was held in Red Square on Friday to mark the anniversary, but Putin did not participate. Serhii Borzov said that air defenses shot down 20 drones over his central Ukrainian region, but that a "powerful fire" broke out in the town of Kalynivka when a drone struck an unspecified infrastructure facility. Russia's Defense Ministry said Saturday that it had shot down nine Ukrainian rockets fired at its southern Belgorod region, which borders Ukraine. Drone strikes and shelling in the Russian border regions are a regular occurrence.

Officials Urge Moldova to Seize Opportunity for EU Membership

By Alexander TanasCHISINAU (Reuters) - Moldova launched a nationwide discussion on securing European Union membership, with senior officials and academics urging their compatriots to seize every opportunity to join the bloc or run the risk of being left behind or sinking into chaos. Foreign Minister Nicu Popescu launched the discussion on EU membership on Friday, saying that public participation "has a critical meaning in building a more prosperous future within the framework of the community of Europe". The Moscow-sympathetic opposition, thrown out of power by Sandu's landslide 2020 election victory, is sceptical about EU membership. Moldovans, their country wedged between Ukraine and EU member Romania, have proved enthusiastic. Sandu and other officials have suggested that Moldova should forge ahead with its EU membership bid and ignore separatist Transdniestria, much like Cyprus was allowed to join despite the Turkish occupation of its northern regions since the 1970s.

BUCHAREST, Sept 30 (Reuters) - Romanian army radars detected a possible breach of national airspace during an overnight Russian drone attack against neighbouring Ukraine's civilian infrastructure, the defence ministry said on Saturday. Fragments of possible Russian drones were found on Romanian territory three separate times this month, underlying the security risks for NATO whose members have a mutual defence commitment. "Up until now there have been no fallen objects identified on national territory. Phone alerts were sent to residents in Tulcea and Galati counties once swarms of drones were detected heading to Ukraine near the Romanian border. NATO and Romanian officials have said there was no evidence that Russian strikes near the border were a deliberate attack on Romania, but called the strikes reckless and destabilising.

Ukraine has increased its attacks on Russia's Black Sea fleet in recent weeks. AdvertisementAdvertisementA recent spate of destructive Ukrainian attacks on Russia's Black Sea Fleet may have as much to do with Ukraine's economic prospects as its military tactics. AdvertisementAdvertisementUkraine's economic interest in the Black Sea is an added layer to the warfare already ongoing in the region. Ukraine has long had reason to target Russia's Black Sea Fleet, which plays a key role in launching long-distance missile strikes. Ukraine recently launched missile strikes on the Black Sea Fleet's headquarters in the city of Sevastopol.

[1/2] A view shows a building of Ukraine's Black Sea Danube shipping company destroyed during a Russian drone strike, amid Russia's attack on Ukraine, in Izmail, Odesa region, Ukraine August 2, 2023. In November last year, a missile hit southern Poland killing two people and prompting a brief security scare, although it was later determined that Ukrainian air defences were to blame. Among the targets were the Ukrainian ports of Izmail and Reni, both of which lie across the Danube from Romanian soil. "They (Russian drones) fly at very low altitudes, sometimes less than 200 metres (above ground) ... they are built in such a way that least reflects radar waves," he said. In July, when the Danube bombing campaign began in earnest, Russians had more targeted success because Ukraine had not set up extensive air defence systems in the area.

GENEVA (AP) — The Ukraine soccer federation said it will boycott any European youth competition that includes Russia as UEFA works on easing a blanket ban imposed since the war started. Ukraine soccer officials also urged other UEFA member countries late Tuesday to refuse to play Russia, a stance that England reiterated within hours of the European soccer body announcing a new policy of trying to reintegrate Russian Under-17 teams. Switzerland’s soccer federation also said its women’s team would not play Russia at the Euro 2022 tournament hosted by England. UEFA said “children should not be punished for actions whose responsibility lies exclusively with adults,” and its staff will look at finding groups that Russian Under-17 teams can play in. Russian youth players plus their coaches and officials would face issues getting visas and flights to travel for UEFA games.
