When I saw the Michael Shear story in The Times on July 4, recounting how President Biden had stumbled talking to Black radio hosts days after his debate debacle, telling one he was proud to have been “the first Black woman to serve with a Black president,” I knew it spelled trouble. First of all, if any white man could claim to be “the first Black woman” in the Oval, it was Bill Clinton. Black fans called him “the first Black president” and feminist fans called him “the first woman president.”Second of all, we were entering a new post-debate examination period with President Biden, where his every word would be scrutinized. He was always a fast and voluminous talker, and as he has gotten older, the words and ideas sometimes tumble out in the wrong order. Also, he’s more slurry now, so words get smushed together, and words and thoughts collide; words get dropped, caesuras skipped, and sentences sometimes trail off into the ether.

The Justice Department has opened a criminal investigation into how antidoping authorities and sports officials allowed elite Chinese swimmers who had tested positive for a banned substance to escape punishment and win a slew of medals — including three golds — at the last Olympics, according to two people briefed on the matter and swimming’s international governing body. The decision to move forward with a criminal investigation is a dramatic escalation by the United States against the Chinese, world antidoping authorities and the Olympic movement, and will cast a shadow of criminality over the Summer Games, which are scheduled to begin later this month in Paris. Eleven of the swimmers who tested positive — and who have never been suspended for doping — are again members of the Chinese Olympic team. Several are favorites to again win medals.

The Biden administration reached a settlement with General Motors after determining that the automaker sold nearly six million cars that emitted more planet-warming carbon dioxide than the company had claimed, violating federal regulations. An investigation by the Environmental Protection Agency found that in those years G.M. had sold about 4.6 million full-sized pickup trucks and sport-utility vehicles, and 1.3 million midsize sport-utility vehicles, that it claimed met the pollution standards, but in fact hadn’t. “E.P.A.’s vehicle standards depend on strong oversight in order to deliver public health benefits in the real world,” said E.P.A. “Our investigation has achieved accountability and upholds an important program that’s reducing air pollution and protecting communities across the country.”

The study collected core samples of sand and mud from the Ganges Delta in depths up to nearly 300 feet below ground surface. Boeing's crew flight test represents the first time Starliner is carrying people, flying NASA astronauts Butch Wilmore and Suni Williams. Before launching on June 5, Boeing and NASA planned for Starliner to be in space for nine days. As of Friday, the Starliner flight has tallied 24 days and counting. NASA and Boeing say the delay for testing is solely to gather more data about the spacecraft's performance, in particular its thruster system. The Starliner crew flight test represents a final major step before NASA certifies Boeing to fly crew on operational, six-month missions.
