CNN —The Biden administration on Thursday moved one step closer to enacting a rule requiring people who sell firearms online and at gun shows to conduct background checks on their potential customers. The finalized rule aims to close what gun control advocates call the “gun show loophole” by increasing the requirements to obtain a federal firearms license, or FFL, by more specifically defining what it means to be “engaged in the business” of selling firearms. By making the term more definitive, the Justice Department has said it aims to better regulate the market and encourage higher compliance with the federal background check requirement. “I do believe countless families and communities will be spared the horror and the heartbreak of gun violence by this new rule.”The finalized rule, which will appear in the Federal Registry, will go into effect in 30 days. Already, the rule is facing criticism from conservative lawmakers and gun rights advocates, including the National Rifle Association.

The parents failed to properly secure the firearm, as James Crumbley hid it in their bedroom but did not use any locking device, the prosecution argued. By contrast, James Crumbley did not testify in his trial, and his attorney argued he simply didn’t know about his son’s plans or mental issues. Across the country, police bodycam footage has played an increasing role in raising awareness and understanding about officer-involved shootings. A Chicago police officer gives Dexter Reed several commands before gunfire breaks out. Other bodycam videos show at least two other officers firing toward Reed from across the street in the residential neighborhood. “Upon stopping Mr. Reed, multiple officers surrounded his vehicle while giving verbal commands. “Review of video footage and initial reports appears to confirm that Mr. Reed fired first, striking the officer and four officers returned fire,” the office said.

CNN —The US transferred thousands of machine guns, sniper rifles, rocket launchers and hundreds of thousands of rounds of ammunition seized from Iran to Ukraine last week, US Central Command announced on Tuesday. CENTCOM said the materiel transferred to Ukraine is enough to equip one Ukrainian brigade — around 4,000 personnel — with small-arms rifles. It is not the first time the US has transferred seized Iranian military equipment to the Ukrainians. The US transferred over one million rounds of seized Iranian ammunition to the Ukrainian armed forces in October, CNN previously reported. For the last year, the Biden administration has been working to legally send the seized weapons, which are stored in CENTCOM facilities across the Middle East, to the Ukrainians.

Going for a run can get a bit more difficult when it lasts for a year and is complicated by robbery, illness and men with machetes. Russ Cook, a 27-year-old Englishman, completed his south-to-north run across the continent of Africa on Sunday in Cape Angela, Tunisia. He had set off from Cape Agulhas, South Africa, on April 22, 2023. After his start in South Africa, he mostly skirted the west side of the country, sticking fairly close to the ocean. He said he chose the West African route primarily for safety reasons, although he nonetheless ran into dangerous situations.

Houthi attack drones have mostly been intercepted by US and allied warships in the Red Sea. Air-to-air combat has been much less common, but last month, a French helicopter shot down a drone. The girl, 8, from Venezuela, had slept fitfully the night before, wailing in her dreams, her mother said, about the men trying to kill her. Days earlier, the family had entered the Darién Gap, the jungle straddling Colombia and Panama that in the last three years has become one of the world’s busiest migrant highways. After climbing mountains and crisscrossing rivers in their quest to reach the United States, their group was accosted by a half-dozen men in ski masks, holding long guns and issuing threats. “Women, take off your clothes!” the assailants shouted, the mother said, before they probed each woman’s intimate parts looking for cash. Then the men turned to the girl, her mother said, ordering her to undress for a search, too.

Four in 10 illegal gun cases tracked by the Bureau of Alcohol, Tobacco, Firearms and Explosives were involved in black market sales, including from shadow dealers who used a legal loophole to evade background checks, according to an analysis of firearms trafficking released on Thursday. About another 40 percent of gun investigations initiated by federal officials centered on illegal “straw” purchases made by proxies hired by criminals, or other people prohibited from legally buying weapons for themselves because of drug use or mental illnesses. The report, part of a broader effort by the Biden administration to make public previously undisclosed firearms data, offered an expansive portrait of the country’s growing illegal firearms market — including the origin of weapons and trafficking patterns. investigations from 2017 to 2021 — a period that included the biggest surge in gun violence in decades. But it is likely to undercount more recent developments, such as the rapid proliferation of deadly homemade weapons known as “ghost guns,” federal officials said.

A new paper by two leading scholars suggests that these days, Big Tech doesn't have to resort to buyouts to crush aspiring startups. At this point, Big Tech looks at promising startups the way evil alien empires in science fiction look at helpless planets. The data that Big Tech shares — or doesn't share — can play an instrumental role in shaping a startup's work. Opinion | Do Not Empower the Criminals in Haiti

Here’s what I remember most about my childhood growing up under a dictatorship in Haiti: fear. My classmates, the children of regime officials, were dropped off at school by big men with guns. Sometimes we would walk by the National Palace and avert our eyes, too afraid to even look onto the grounds. Haitians deserve better. They deserve to be led by people who represent the population and strive to keep them safe — not the criminals who have caused their fear and misery, year after year.
