BEIJING, July 29 (Reuters) - Rain began to soak northern China on Saturday as Doksuri, one of the strongest storms to hit the country in years, rolled toward Beijing after pummelling the Philippines and Taiwan, and lashing China's coast. A broad area encompassing the capital faces medium to high risk of rainstorm disasters over the coming three days, China's national forecaster said. Cumulative rainfall of 100mm (4 inches) or more is forecast over 220,000 square km (85,000 square miles), potentially affecting 130 million people. Doksuri was the most powerful typhoon to hit China this year and the second-strongest to hit the southeastern province of Fujian since Typhoon Meranti in 2016. Before hitting China, Doksuri roared through Taiwan and the northern Philippines, where rain and strong winds that led to the capsize of a ferry in which at least 25 people died.

BEIJING, July 29 (Reuters) - Rain soaked northern China on Saturday as Doksuri, one of the strongest storms to hit the country in years, prompted thousands to evacuate in Beijing after pummelling the Philippines and Taiwan, and lashing China's coast. The city's flood control department said it has mobilised 203,230 rescue personnel and 3,031 people had been evacuated, local media reported. Doksuri is the most powerful typhoon to hit China this year and the second-strongest to hit the southeastern province of Fujian since Typhoon Meranti in 2016. Provincial media reported rescue efforts in the storm's aftermath, of elderly trapped at home and a heavily pregnant woman, who was transferred to hospital on a stretcher in knee-deep waters. CNN —Igor Girkin, a prominent Russian military blogger and former official in the separatist so-called Donetsk People’s Republic (DPR) in Ukraine, has been arrested in Moscow, according to a message attributed to his wife and posted on his Telegram account and in Russian news reports. Girkin, also known by the nom de guerre Igor Strelkov, was reportedly taken from his apartment by Russian security officials Friday morning. Russian state news agency TASS said Reginskaya informed them about the extremism charge, and that law-enforcement agencies confirmed Girkin’s detention. Girkin is a former colonel in Russia’s Federal Security Service (FSB) and served as defense minister in the DPR in eastern Ukraine. According to the court, Girkin participated in the conflicts in Chechnya, Transnistria and Bosnia.

The Conservatives retained Johnson's former seat by fewer than 500 votes in a huge relief for Sunak who narrowly avoided becoming the first British leader to lose three by-elections on a single day in more than half a century ago. Labour won the constituency of Selby and Ainsty from the Conservatives by 4,000 votes after an ally of Johnson resigned in solidarity. The party said overturning the majority of 20,137 from the last general election marks the biggest majority the party has overturned at a by-election since World War Two. The legislation will help with the government's plan to send tens of thousands of asylum seekers who arrive on its shores a distance of more than 4,000 miles (6,400 km) to Rwanda. The government is appealing a Court of Appeal ruling last month that the plan was unlawful. Hong Kong CNN —A restaurant in China that challenged its customers to eat more than 100 dumplings in return for a free meal has fallen foul of authorities, who are investigating whether it has violated the country’s anti-food waste law. The challenge reportedly involved patrons competing to eat 108 chaoshous, or spicy wonton dumplings, as quickly as possible to win a free meal and additional prizes. The Cover said the restaurant, which it did not name, was one of several being probed by the authorities over similar competitions. Chinese leader Xi Jinping has in the past called food waste “shocking and distressing” and in March this year said agricultural supplies were like the foundation of national security. LONDON, July 8 (Reuters) - U.S. President Joe Biden will arrive in Britain on Sunday for a brief visit during which he will meet British Prime Minister Rishi Sunak and discuss climate change issues with King Charles ahead of the upcoming NATO summit. Sunak's spokesperson said their discussions would likely include the upcoming NATO summit and Ukraine. The president and the king are due to discuss climate issues, a subject on which Charles, 74, has campaigned and spoken out about for more than five decades. When the two men met at the COP26 U.N. climate summit in Scotland two years ago, Biden praised Charles' leadership on the subject, telling him "We need you badly". Following the meeting, Biden and Sunak leave Britain for Lithuania where NATO leaders will gather for a key summit.
