The Biden administration on Tuesday urged an appeals court to allow sweeping new asylum restrictions to stay in place, warning that halting them would be “highly disruptive” at the border. The government is urging a panel of judges in Pasadena, California — two appointed by President Bill Clinton and one by President Donald Trump — to overturn a July ruling that sought to block the new asylum restrictions. Courts blocked similar measures under Trump but the Biden administration says its approach differs because it is coupled with new legal pathways to enter the country and creates exceptions. Blas Nuñez-Neto, assistant Homeland Security secretary for border and immigration policy, said in filing in a separate case last week that the asylum restrictions were critical. Figures show approval rates on initial asylum screenings fell sharply after the new restrictions were put to use.

JOHANNESBURG (AP) — The extension of the U.S. program allowing sub-Saharan African countries duty-free access to U.S. markets is expected to be high on the agenda of the U.S. Africa Growth and Opportunity Act (AGOA) trade forum that will begin in South Africa on Thursday. AGOA is U.S. legislation that allows sub-Saharan African countries duty-free access to the U.S. market provided they meet certain conditions, including adherence to the rule of law and the protection of human rights. In May, Biden threatened to remove Uganda from AGOA and impose sanctions following the passing of a controversial anti-gay law. They also called on the forum to be held in a different country to send a message to South Africa about the impact of its close ties to Moscow. An inquiry appointed by President Cyril Ramaphosa has since cleared South Africa of supplying Russia with arms.

MEXICO CITY, Oct 31 (Reuters) - Hundreds more people have joined a caravan of thousands of migrants in Mexico bound for the United States, one of the organizers said on Tuesday, as the group traveled through the southern state of Chiapas. On Wednesday, the caravan will aim to reach the town of Huixtla, about 13 miles to the north, Mujica said. U.S. President Joe Biden, who is seeking reelection next year, is under pressure to bring down the number of people crossing illegally into the United States from Mexico. Most of the latest caravan are from Cuba, El Salvador, Guatemala, Haiti, Honduras and Venezuela, according to Mujica. The storm is also threatens to lash southern Mexico with rain, potentially affecting the region where the caravan is traveling.

U.S. President Joe Biden, who is seeking reelection next year, is under pressure to curb the number of people crossing illegally into the United States from Mexico. Most of the latest caravan are from Cuba, El Salvador, Guatemala, Haiti, Honduras and Venezuela, according to Mujica. Mujica said the migrants opted to leave Tapachula due to frustration about not being able to obtain humanitarian visas. Tropical storm Pilar formed off Central America in the Pacific on Monday, and threatens to dump heavy rain on the region and parts of southern Mexico.

Since then, the number of illegal border crossings has increased every month, and border patrol agents made nearly 220,000 apprehensions in September alone. Brazil finds Pan Am gold at the beach and in the ring

The silver was Canada's first medal in women's beach volleyball at a Pan Am Games. A silver medal came with a bonus prize with every fighter in the finals having secured a quota spot for the Paris Olympics. In the women's 75-kilogram Canada's Tammara Thibeault added Pan Am gold to her world and Commonwealth Games titles with a unanimous 5-0 decision over Panama's Atheyna Bylon. "Out of all the tournaments I've been to, I've been able to capture gold and I was missing Pan Ams," said Thibeault. That contribution helped power Mexico into second place on the medal table with 35 gold and 80 total medals.

"Giselle," the Romantic ballet whose title role Alonso is best known for and performed through her 70s, will cap a special gala on Oct. 28, the anniversary date, at the National Theater of Cuba. "Ballet was never (for the) elite in Cuba," said Leonardo Vinageras, a Havana resident and ballet aficionado who attended a recent anniversary event. SANTIAGO, Chile (AP) — Once a sports superpower, Cuba now celebrates every gold medal at the Pan American Games. Heavyweight Julio César La Cruz beat Brazil's Keno Machado 4-1 in the final and became the first ever athlete of the sport to win a fourth Pan American gold medal. Dominican Yunior Alcántara reduced the deficit in the Caribbean bout with a gold medal that didn't make him sweat in the final. Cuba is the country with most medals for boxing in the history of the Pan American Games. But that position in Santiago was passed on to Brazil, with four gold medal winners.
