Honolulu (AP) — Investigators reviewing the emergency response to last year’s wildfire that killed 102 people on Maui said in a report released Friday they found “no evidence” Hawaii officials made preparations for it, despite days of warnings that critical fire weather was coming. The Hawaii Emergency Management Agency didn’t immediately respond with comment. Maui fire commanders discussed the forecast, but “no evidence of pre-event preparedness plans by the MFD were produced,” the report said. Maui County and the state use private contractors to help fight fires with water tankers and heavy equipment. And despite the warnings, the heads of the county emergency management agency and the Maui Fire Department were off-island that day, attending conferences in Honolulu.

North Korea is believed to have several sites for enriching uranium. The new type of centrifuge shows North Korea is advancing its fuel cycle capabilities, said Ankit Panda of the U.S.-based Carnegie Endowment for International Peace. “Kim also appears to suggest that North Korean tactical nuclear weapons designs may primarily rely on uranium for their cores,” he said. This is notable because North Korea is more able to scale up its highly enriched uranium stockpiles, Panda said, compared with the more complicated process for plutonium. CNN —Four ISIS leaders were killed as a result of raid in western Iraq late last month, the US military said Friday. US Central Command identified the four leaders as Ahmad Hamid Husayn Abd-al-Jalil al-Ithawi, who was responsible for all ISIS operations in Iraq; Abu Hammam, who oversaw all operations in the western part of the country; Abu-‘Ali al-Tunisi, who oversaw technical development, and Shakir Abud Ahmad al-Issawi, who was responsible for military operations in western Iraq. The US, in partnership with Iraqi security forces, conducted a raid in western Iraq on August 29, killing more than a dozen ISIS operatives who were “armed with numerous weapons, grenades, and explosive ‘suicide’ belts,” CENTCOM previously said. SYDNEY, Australia — Australia will strip military awards from a group of war veterans over allegations that those under their command committed war crimes in Afghanistan, Defense Minister Richard Marles said Thursday. As part of delivering the final recommendations of the inquiry, known as the Brereton Report, Marles had written to several officers who served in Afghanistan, to inform them that medals awarded for service would be withdrawn, the defense minister said. “The allegations which are the subject of the Brereton Report are arguably the most serious allegations of Australian war crimes in our history,” Marles told Parliament on Thursday. A former soldier was charged with war crimes last year. More than 39,000 Australian troops served in Afghanistan and 41 were killed.

North Korea fired multiple short range ballistic missiles into waters east of the Korean peninsula on September 12, Seoul's military reported, days after the nuclear-armed North marked a state anniversary. After North Korea fired several ballistic missiles toward the Sea of Japan, Japanese Prime Minister Fumio Kishida said Thursday that he "strongly condemns" the move, adding that Tokyo has already "lodged a protest" with the Hermit Kingdom. GUWAHATI, India — Internet and mobile data services were suspended for five days and an indefinite curfew imposed in parts of India’s northeastern state of Manipur on Tuesday after student protests over continuing ethnic strife turned violent. Police say they suspect that the drones were used by Kuki militants, a claim denied by Kuki groups. Protesters threw stones and plastic bottles in front of the main gate of the state governor’s residence, police said in a statement. As protests spilled over into Tuesday, the local government imposed a curfew in the Imphal Valley and surrounding districts and suspended internet services in five valley districts. The vessels revealed in Prahovo were among hundreds scuttled along the Danube by Nazi Germany’s Black Sea fleet in 1944 as they retreated from advancing Soviet forces, destroying the ships themselves. The wrecks can hamper river traffic during low water levels. During floods, the Danube rises well above 6 meters (19.7 feet). Long-awaited rainfall set in on Monday, which is expected to raise Danube levels to around 3 meters (9.8 feet) at Mohacs by the weekend, with the river likely to submerge the shipwrecks again.

SEOUL, South Korea — North Korean leader Kim Jong Un said the country is now implementing a nuclear force construction policy to increase its number of nuclear weapons “exponentially,” state media reported Tuesday. South Korea will also hold a defense ministerial meeting with the member states of the United Nations Command (UNC) on Tuesday. DEIR AL-BALAH, Gaza Strip — An Israeli strike on a crowded tent camp housing Palestinians displaced by the war in Gaza killed at least 40 people and wounded 60 others early Tuesday, Palestinian officials said. The Israeli military said it had struck Hamas militants who were operating in a command-and-control center. Gaza’s Health Ministry says over 40,000 Palestinians have been killed in Gaza since the war began. Hamas-led militants killed some 1,200 people, mostly civilians, in their Oct. 7 attack. CNN —A group of key House Republicans have written to President Joe Biden urging him to lift the restrictions on the use of US-provided long-range weapons systems and allow Kyiv to strike targets deep inside Russia. The UK is also considering whether to allow Ukraine to strike deeper inside Russia with its own long-range system, the Storm Shadow. “No change to policy,” one senior administration official said, adding that there is currently no openness to lifting restrictions. Last month, senior Ukrainians presented US officials with targets they would like to strike in Russia during a visit to Washington. But the Ukrainians say there are weapons productions facilities that would be within reach of the ATACMS inside Russia that are worthy military targets, a source familiar with the Ukrainians position told CNN.
