CNN —Halloween may be over, but hurricane season still has a few unsettling tricks left in its final month. Three tropical trouble spots bear watching in the Atlantic basin in the coming days as a strange hurricane season continues to defy expectations. CNN WeatherThe US Gulf Coast could finally have some atmospheric protection on its side after multiple devastating hurricane strikes this season. This season is above average in terms of named storms, hurricanes and major – Category 3 or stronger – hurricanes. Hurricane season officially ends on November 30, but tropical systems aren’t bound by that date.

Trump has publicly distanced himself from the ideological blueprint, but CNN found at least 140 authors worked in the Trump administration. But given the momentum of the clean energy train, some experts and analysists doubt that Trump would be able to derail it entirely. While the green trend in economics now has Republican states like Texas leading the nation in clean energy installations, Germany, Japan and China got there first. Trump’s plan is to undo that progress, throw billions of dollars of clean energy investment out the window and give other countries the economic opportunity, instead.

LOS ANGELES — California and Nevada voters are weighing whether to repeal legal loopholes in their state constitutions that allow slavery and involuntary servitude to be used as criminal punishment. California and Nevada would join a growing national trend that started with voters in Colorado repealing involuntary servitude in 2018. Slavery and involuntary servitude were banned nationally by the 13th Amendment with one exception — as punishment for a crime. In 2016, Shawna Lynn Jones became the first incarcerated woman to die while fighting a fire in California, according to the state corrections department. "If it means we have to come back to California voters in two years or four years, then that's what we'll do," Nuñez said.

CNN —One of the driest months in United States history is coming to a close after causing the worst drought in more than 20 years in parts of the East as temperatures soar well above average there. As of October 25, the average precipitation across the Lower 48 was less than an inch. Only five months in the 129 years of records have ended with less than an inch of average precipitation over the Lower 48. Flash drought happens when drought conditions increase quickly, rather than over a multi-month or yearly timeframe, according to NOAA. It’s the state’s worst drought level since 2002.

A 56-year-old woman was killed by a falling tree while traveling by car in central Nantou county, according to Taiwan’s Central Emergency Operations Center (CEOC). Strong winds from Kong-rey tore down a roof in Hualien County, eastern Taiwan on October 31, 2024. Kong-rey rapidly intensified to reach super typhoon strength on Wednesday as it barreled toward Taiwan after bashing the Philippines. Kong-rey is the third typhoon to make landfall on Taiwan this year after Krathon and Gaemi. BRUSSELS, Belgium — The European Union is imposing duties on imports of electric vehicles from China starting Wednesday after talks between Brussels and Beijing failed to find an amicable solution to their trade dispute. According to the commission, which manages trade disputes on behalf of the 27 E.U. member countries, sales of Chinese-built electric cars jumped from 3.9% of the EV market in 2020 to 25% by September 2023, in part by unfairly undercutting E.U. Other EV manufacturers in China, including Western companies such as Volkswagen and BMW, would be subject to duties of 20.7%. The measures were published in the bloc’s legal Official Journal late Tuesday, meaning duties entered into force as of midnight, said E.U.

A postelection America worries U.S. billionaire Ray Dalio, who called for reforms numerous times amid a political landscape strife with what he views as irreconcilable differences between both Democratic and Republican parties. "Both of the candidates worry me," Dalio told CNBC. I think there needs to be a bringing of Americans together, that middle of that, and making great reforms. … There needs to be a strong leader of the middle, I believe, that makes great reforms.
