Recent reports point to corruption and readiness problems in the Chinese military, the rocket force in particular. In the aftermath of the report, an ex-PLA official told Radio Free Asia problems like this have long been rampant in the Chinese military. The rocket force shakeups suggest that there are questions over who can be trusted. Xinhua/Cha Chunming via Getty ImagesConcerns about corruption and readiness stand in contrast with the modernization and strengthening of the Chinese military. Is the PLA, particularly the rocket force, the increasingly formidable force the Pentagon described in a military power report last October?

Washington has targeted Arizona's Jedd Fisch and is negotiating a deal with him to succeed Kalen DeBoer as the next coach of the Huskies, according to a person with knowledge of the talks. The person spoke on condition of anonymity because Arizona and Fisch were not making any public announcements yet. Less than a week after playing for the national championship, the Huskies moved quickly to fill the vacancy created when DeBoer left for Alabama. Meta and IBM have launched an alliance that's calling for an "open science" approach to AI development. Facebook parent Meta and IBM on Tuesday launched a new group called the AI Alliance that's advocating for an "open science" approach to AI development that puts them at odds with rivals Google, Microsoft and ChatGPT-maker OpenAI. An increasingly public debate has emerged over the benefits or dangers of adopting an open-source approach to AI development. Ukrainian commandos say they captured a Russian radar they're now using to track Moscow's warships. Now, Ukraine says it's repurposing it to track Russian activity, Dmytro Linko, the commander of Stugna, told The War Zone. Here's what you need to know:WHAT ARE CARBON OFFSETS? Supporters of carbon offsets see them as key means to help meet these goals. At the COP26 climate summit in Glasgow, negotiators reached a breakthrough agreement to regulate trading of carbon credits, in schemes first envisioned in Article 6 of the 2015 Paris Agreement. Separate from the offsets trading envisioned under the Paris Agreement, there are two existing types of carbon markets – compliance and voluntary. It is not yet clear how various existing carbon markets might play into the U.N.-run trading scheme, which also would depend on national laws.

REUTERS/Benoit Tessier/File Photo Acquire Licensing RightsNov 27 (Reuters) - Former Binance chief Changpeng Zhao must stay in the United States for the time being, a federal judge said on Monday, after the founder of the world's largest cryptocurrency exchange pleaded guilty to violating U.S. anti-money laundering laws. U.S. District Judge Richard Jones in Seattle said he would review whether Zhao should have to stay in the United States after the U.S. government appealed a decision by another judge allowing Zhao to return to the UAE before his Feb. 23 sentencing hearing. Last week, Zhao conceded: "I made mistakes, and I must take responsibility." The government had said it may be unable to secure Zhao's return to the United States given it has no extradition treaty with the UAE. Lawyers for Zhao disputed that he was a potential flight risk, noting that he paid a "substantial" bail package and voluntarily came to the United States to accept responsibility for his actions.

CNN —A man on a Southwest Airlines flight opened an emergency exit door and climbed onto the plane’s wing Sunday while the aircraft was at a gate at New Orleans Louis Armstrong International Airport, authorities said. The Jefferson Parish Sheriff’s Office said it responded to a disturbance at the airport after a 38-year-old man opened the emergency exit door to access the wing and jump out. As soon as he pressed the record button, Webster said the passenger unlatched the lock to the emergency exit door and jumped out the window. When deputies made contact with the passenger on the tarmac, he appeared “incoherent and not fully aware of his surroundings,” the sheriff’s office said. Webster said the delay was about two hours and the flight arrived in Atlanta shortly before midnight.
