Headwinds are piling up for the market heading into the final week of the month, as September lives up to its reputation as a horrible month for Wall Street. Wolfe Research's Rob Ginsberg pointed out in a note this week that the CBOE Volatility Index (VIX) doesn't suggest much fear in markets. "We have a potential shutdown in Washington, as well as the UAW strike, which could potentially create some volatility in jobs data in particular." But investors heading into the final trading week of September will likely see a continuation of those losses, if history is any indication. "We could see the market experience additional weakness over the next several weeks," said Sam Stovall, chief investment strategist at CFRA.

The nation’s biggest automakers – and car buyers everywhere -- will learn Friday whether the United Auto Workers union will escalate its strike over a demand for higher wages, a shorter work week and other benefits. Fain said earlier this week he would call on workers at more plants to strike unless there was significant progress in contract negotiations with the carmakers. Bargaining continued Thursday, although neither side reported any breakthroughs, and they remained far apart on wage increases. All new cars sold in the EU from 2035 must have zero CO2 emissions, under the EU's main climate policy for cars, which countries agreed earlier this year. A draft EU legal proposal, seen by Reuters, showed Brussels plans to set strict conditions for e-fuel cars - requiring them to run on fully CO2 neutral fuels. E-fuels are considered carbon neutral when they are made using captured CO2 emissions that balance out the CO2 released when the fuel is combusted in an engine. The draft rules would be stricter than the low-carbon fuel rules in some other EU climate policies. For example, countries can use certain fuels to meet EU renewable energy targets if they achieve a 70% emissions saving, rather than 100%.
