LIMA, Peru — A judge ordered ousted Peruvian President Pedro Castillo to remain in custody on Tuesday, denying his appeal as authorities build a rebellion case against him. The judge said evidence suggests Castillo was intercepted as he tried to reach the Mexican embassy to seek asylum. He was taken into custody shortly after he was ousted by lawmakers when he sought to dissolve Congress ahead of an impeachment vote. Regional governments have also refused to recognize her as Peru’s president. Peru’s prime minister, Pedro Angulo, in a statement rejected the four governments’ position, which he attributed to an “ignorance of reality.”

LIMA, Dec 8 (Reuters) - Peru's former president Pedro Castillo was ousted from power on Wednesday in an impeachment vote after failing in his bid to stay in power by dissolving Congress. Vice President Dina Boluarte was swiftly sworn in to replace him and Castillo was arrested. Mexican President Andres Manuel Lopez Obrador, a fellow leftist who has expressed sympathy with Castillo in the past, made clear on Thursday that he is open to offering the former leader asylum. Mexico's Foreign Minister Marcelo Ebrard posted on Twitter that the Mexican ambassador in Lima met with Castillo on Thursday afternoon. He said Mexican officials have begun consultations over the asylum request with Peruvian officials, pledging to offer updates later.

LA PAZ, Nov 26 (Reuters) - A 36-day general strike in Bolivia's key farming region of Santa Cruz came to an end on Saturday, as lawmakers approved a guarantee to hold a population census in 2024, which will likely hand the region more tax revenues and seats in Congress. "We are lifting the strike and the blockades," local civic leader Romulo Calvo told reporters. Bolivia's economy ministry estimates the strike has cost the country over $1 billion. The census law, which Bolivia's Chamber of Deputies passed early Saturday morning with over two-thirds of votes, has been sent to the Senate for review before it is enacted by President Luis Arce. Regional leaders in soy-rich Santa Cruz said they would remain on standby until the law is approved.

WASHINGTON, Oct 31 (Reuters) - The U.S. Department of Justice expressed support on Monday for a lawsuit filed by voting rights organizations in Arizona, which alleges that groups monitoring ballot drop boxes in the state are engaging in illegal voter intimidation. Among the activities that can be considered voter intimidation, it said, are photographing and video-recording voters, an activity that multiple conservative groups in Arizona have engaged in. The plaintiffs, which include the League of Women Voters of Arizona and the Arizona Alliance for Retired Americans, immediately appealed. Arizona officials earlier in the month asked the Justice Department to investigate a case of possible voter intimidation after a group of people followed and filmed a voter in Maricopa County, who was dropping off a ballot for the midterm elections. Since then, Arizona officials have said they have observed several more instances of voter intimidation.

His victory over far-right president Jair Bolsonaro leaves Brazil joining Colombia, Mexico, Argentina, Chile and Peru in a growing leftist bloc. "Long live Lula," tweeted Colombia's Gustavo Petro, who in June was elected his country's first leftist president. But the pink tide returned as rampant inflation and the impact of the COVID-19 pandemic led frustrated voters in Latin America to ditch mainstream parties and follow promises of greater social spending. Phoenix police said they had arrested Daniel Mota Dos Reis, 36, in connection to a burglary. LA PAZ, Oct 26 (Reuters) - Bolivia's government said on Wednesday it will temporarily suspend exports of food products including soy and beef amid protests in the key farming region of Santa Cruz. The move is aimed at safeguarding food security in Bolivia, said the minister of Productive Development and Plural Economy, Nestor Huanca, adding that the export suspension will include soybean grain, soybean flour, soybean meal, sugar, oil and beef. Leftist President Luis Arce has been facing protests across the country. Earlier on Wednesday, his government struck a deal with gold mining cooperatives to stop protests in the administrative capital La Paz. The UN Intergovernmental Panel on Climate Change says a 43% reduction in emissions by 2030 is needed to limit warming to 1.5 Celsius above pre-industrial temperatures. "At the UN Climate Change Conference in Glasgow last year, all countries agreed to revisit and strengthen their climate plans," said Simon Stiell, executive secretary of UN Climate Change in a statement. "The fact that only 24 new or updated climate plans were submitted since COP26 is disappointing." The latter, which sees most emissions come from deforestation and peatland clearance, now says it will cut emissions levels by at least 31.89% by 2030. Last year's UN assessment found countries were on track to up emissions by 13.7% by 2030.
LA PAZ, Oct 22 (Reuters) - Thousands of people in Bolivia launched an indefinite strike on Saturday in the lowland city of Santa Cruz, a major agriculture export hub, to protest the postponement of a population and housing census which delays access to more economic resources. One death was reported by police in clashes between people who accepted the strike and those who wanted to reject it. The results of the census are important for the distribution of economic resources and defining the seats in the Bolivian parliament. Lawmakers have called for calm and agreed to continue talks until an agreement is reached that can stop the indefinite strike. Oct 17 (Reuters) - Mexican flower growers are preparing for bumper sales of marigolds for the upcoming Day of the Dead celebrations, helped by the return of public events after the COVID-19 pandemic. Like many other industries, marigold growers have been hit hard by higher costs - including a jump in the price of fertilizer. But a return to public celebrations after two years of pandemic restrictions is expected to offer a boost to sales. In Mexico, the marigolds are placed alongside candy skulls, chocolate coffins, paper-mache skeletons and photographs of the deceased at the altars. Cakes, tequila and cigarettes are also offered up to entice a dead relative to return.

To be sure, Peru currently produces no lithium and no country in Latin America produces lithium batteries at a commercial scale even if they do mine lithium. Bolivia has the world's largest lithium resources but has for years struggled to mine them at a commercial scale. Mexico nationalized its lithium resources earlier this year and announced a state lithium mining company but has yet to start lithium production. Lithium battery production is currently dominated by China.
