An independent commission is investigating the October shootings that killed 18 people in a bowling alley and a restaurant in the worst mass shooting in Maine history. Janet Mills said the panel needs subpoena power, in part to access the shooter's military records. The judiciary committee could vote on the bill seeking subpoena power on Wednesday, a spokesperson for the committee said. Mills' proposal for subpoena power has the backing of the Democratic and Republican leaders of both houses of the Legislature. The independent commission investigating the shootings is expected to look into potential missed opportunities to prevent the shootings.

The agency knew officials in Scotland had named snowplows for years and decided a similar effort in Minnesota might draw attention to their winter work, Meyer said. The response in the first year of the contest was overwhelming, with about 24,000 submissions and 122,000 votes cast. “There's a natural infatuation with (snowplows),” said Kristine Bustos-Mihelcic, a spokesperson for the New Mexico Department of Transportation. Minnesota plans to keep its contest going in coming years and Meyer noted each plow keeps its name, which is displayed along the side of the vehicle. “We've got 800 snowplows statewide for the Minnesota Department of Transportation, so we have a lot of snowplows to name,” Meyer said.

Her publicist Billy James told The Associated Press that Melanie died Tuesday. With a voice that could shift from high-pitched and coy to a deep soulful rasp, Melanie wrote and sang hits including “Look What They’ve Done to My Song Ma" and “Lay Down (Candles in the Rain)." “I probably have a quirky way of writing, and I think I was misunderstood,” she told the Tennessean newspaper in 2014. The news was shared with CNN by Billy James of Glass Onyon PR, who said Melanie died on Tuesday. Originally from New York City and the daughter of a jazz singer, Melanie released two singles and an album in the late 1960s, but it was her appearance at the Woodstock Festival in 1969 that cemented her breakthrough. She wrote a song about that experience, 1970’s “Candles in The Rain,” which became Melanie’s first US hit. In Praise of Whistling in Pop Music

On Monday, Joel announced he’ll be releasing his first new pop single in nearly two decades next week. While listening to “The Stranger” over the weekend, I found myself considering the pop musical whistle. It’s such a simple expression, but in a song it can convey a wide range of feelings and tones. While we await Joel’s latest, “Turn the Lights Back On” (which may or may not feature a whistle break), today’s playlist is a homage to the pop musical whistle, in all its glory and multitudes. And if you don’t know how to whistle along, you can always consult Lauren Bacall.

CNN —Former President Donald Trump is a cultural phenomenon. Ambassador Nikki Haley and Florida Governor Ron DeSantis, have been unable to shake the loyalty of voters to Trump. To understand Trump, however, it is also important to recognize that he has become a cultural phenomenon within large swaths of the GOP. The metaphorical white puffs of smoke sent up by the College Football Playoff selection committee on Sunday signaled that the panel had chosen the four teams that would vie for this season’s championship — and that Florida State, unbeaten champions of the Atlantic Coast Conference, was not among them. This caused smoke of a different sort to emanate from the Seminoles’ ears. Florida State’s résumé was hard to beat. The Seminoles began the season by walloping Louisiana State, which was led by the presumptive Heisman Trophy winner, quarterback Jayden Daniels. The Seminoles’ only shortcoming was being shorthanded: Their star quarterback, Jordan Travis, broke his leg last month against North Alabama.

It was the only suggestion of politics in an apolitical, if quintessentially Washington event that sees throngs of dignitaries and politicians gather each year to pay tribute to the arts. On Sunday, the Kennedy Center honored artists who not only revolutionized their genres but transcended them: Billy Crystal, the actor and comedian; Barry Gibb, the musician and songwriter who rose to fame as the eldest member of the Bee Gees; Renée Fleming, the opera singer; Queen Latifah, the rapper, singer and actress; and Dionne Warwick, the singer. Ms. Warwick, who has performed five times at the Kennedy Center and previously appeared at the honors gala to perform tributes to two separate honorees, said her reaction to learning that she would be honored was: “Finally, it’s here!”“It’s a privilege to wear this,” she said, gesturing to the signature rainbow medallion given to each honoree.
