REUTERS/Seth Wenig/File Photo Acquire Licensing RightsAug 30 (Reuters) - The administration of U.S. President Joe Biden on Wednesday moved to extend mandatory overtime pay to 3.6 million salaried workers, going even further than an Obama-era rule that was struck down in court. The proposed rule would not affect overtime eligibility for workers who are paid hourly. Salaried workers who earn above the salary threshold may still be eligible for overtime pay if they do not primarily perform management-related duties. But a federal judge in Texas the following year said that ceiling was so high that it could sweep in some management workers who are exempt from overtime pay protections. Ben Brubeck, vice president of construction trade group Associated Builders and Contractors, on Wednesday called the proposed rule disappointing.

UK consumers slow pace of borrowing as costs mount

LONDON, Aug 30 (Reuters) - British consumers increased their borrowing by less than expected in July in a possible sign of caution among households as borrowing costs rise, Bank of England data showed on Wednesday. Unsecured lending to consumers rose by 1.191 billion pounds ($1.51 billion) in net terms, less than the 1.3-billion-pound increase which was the median forecast in a Reuters poll of economists, and down from the 1.637 billion pounds rise in June. The pace of growth in consumer credit over the 12 months to July slowed to 7.3%, the slowest increase since December last year. The BoE has raised interest rates 14 times in a row since December 2021 to tackle an inflation rate which was running at almost 7% in July. YENAGOA, Aug 30 (Reuters) - Nigerian police raided an alleged gay wedding, which is illegal in the country, in the southern city of Warri in Delta state, and arrested 67 people, authorities said in a statement, following a tipoff from a person who knew of the event. The statement didn't say when the raid took place. In Nigeria, like in most parts of Africa, homosexuality is generally viewed as unacceptable, and a 2014 anti-gay law took effect despite international condemnation. "The policemen chased and arrested a total number of 67 suspects" for allegedly conducting and attending a same-sex wedding ceremony, Bright said. Africa's most populous nation's anti-gay law includes a prison term of up to 14 years for those convicted, and bans gay marriage, same-sex relationships, and membership of gay rights groups.

Workers walk through the Canary Wharf financial district, ahead of a Bank of England decision on interest rate changes, in London, Britain, August 3, 2023. Contrasting with signs of an economic slowdown in other recent surveys, the Lloyds Bank Business Barometer measure of confidence jumped by 10 points in August to 41%, its highest since February 2022. "The bounce in economic optimism this month is the stand-out point," Hann-Ju Ho, senior economist at Lloyds Bank, said. The BoE raised rates for the 14th time in a row this month to counter an inflation rate running at almost 7%. Investors mostly expect the Bank Rate to peak this year at 5.75%, up from its current level of 5.25%.

The Vatican said on Tuesday Pope Francis did not intend to glorify Russian imperialism in the speech, in which he also extolled Russian emperors Peter the Great and Catherine II who expanded the Russian empire. The territories of Lithuania and Poland were annexed into the Russian empire in the 18th century by Catherine II. REUTERS/Toby Melville/File Photo Acquire Licensing RightsLONDON, Aug 29 (Reuters) - The British government will delay imposing full post-Brexit import controls on goods from the European Union by a further three months, it said on Tuesday, pushing the start date back to January 2024. Britain left the EU's single market in January 2021 and has delayed full implementation of border controls several times due to worries about disruption at ports and the risk of adding to a cost-of-living crisis. In contrast, Brussels immediately introduced checks and paperwork for goods moving from Britain into the EU, leading to delays and higher costs, and making it challenging for some businesses to compete. Further requirements, such as physical checks and safety declarations are due to be introduced in stages through 2024.

The ministry said that on Tuesday morning, it spotted 12 Chinese military aircraft in its air defence identification zone, of which seven crossed the median line - six J-10 fighters and a single drone. The median line had for years served as an unofficial barrier between the two sides, until China's air force began regularly crossing it a year ago. REUTERS/Brendan McDermid Acquire Licensing RightsA look at the day ahead in U.S. and global markets from Mike DolanA dire August for world markets is being rehabilitated in its final week, helped by another sparkling AI-related surprise from chip giant Nvidia (NVDA.O) and a rebound in battered bond markets. The bar for surprise from Wednesday's earnings update was sky high, but the company somehow managed to vault it again. Despite the rebound the index is still down more than 4% for August - its worst month since last September. Ironically, the retreat in bond yields comes amid signs of cooling economic activity - but that comes with the significant relief that central banks may not have to squeeze any harder to get inflation back close to targets. Bond yields are in retreat in advance of the speech, helped by the easing economic data and a decent 20-year bond auction on Wednesday.

BELGRADE, Aug 23 (Reuters) - Serbia on Wednesday joined a Ukraine-led platform on the reintegration of Crimea, signalling a swing away from Russia, a historical ally and its sole supplier of natural gas. In an online address to the forum, Serbia's Prime Minister Ana Brnabic said Serbia "sincerely regrets the suffering of Ukraine and Ukrainian people." The Crimea Platform was launched by Zelenskiy in 2021 with the aim of reintegrating the Crimea, annexed by Russia in 2014. China generated 121 billion kilowatt-hours (kWh) from hydro in July 2023, down from 146 billion kWh in the same month a year earlier, and the lowest since 2015. China also boosted generation from wind farms (+16 billion kWh) and solar farms (+5 billion kWh) compared with July 2022. But without the extra generation from thermal (+44 billion kWh) it could not have offset the drop in hydro (-25 billion kWh) while meeting growth in load (+40 billion kWh). SOUTH CHINA DROUGHTFour-fifths of China’s total hydro generation comes from provinces along the Yangtze River system and further south. Facing continued restrictions on hydro generation, coal-fired generation, coal production and coal imports will have to rise even further.

The incident - which happened as Luis Rubiales handed the women's team gold medals after they beat England 1-0 in the final on Sunday - sparked outrage within and outside Spain, with many, including ministers, demanding Rubiales' resignation. "We've seen his apology and that's not enough, he must be much clearer and convincing in apologising," Sanchez told a news conference.
