Fulton County, meanwhile, has sued the board, objecting to the push to force it to use election deniers as monitors. “The State Election Board has no statutory authority to force the Fulton County BRE [Board of Registration and Elections] to accept, and Fulton County to pay for, election monitors hand-picked by the State Election Board,” the lawsuit states. But GOP members of the state-election board told CNN neither Germany nor the Carter Center should be allowed to be a monitor because of bias. Fellow election board Republican Janelle King alleged that Fulton County is operating in bad faith. There is no date scheduled for the next election board meeting, and Tuesday was expected to be the final one before the November 5 election.

By contrast, the modern day Democrats’ historic success at winning the popular vote hasn’t translated into nearly as much governing power for them. Over this record run of popular vote success, Democrats have already twice lost the Electoral College – and thus the White House – while winning more votes. Amazingly, Republicans won unified control of government in two elections when Democrats won a plurality of the national presidential vote: 2000 and 2016. The Democrats’ popular vote winning stretch began in 1992 with Clinton’s victory over George H.W. The highest share of the popular vote Democrats have won over this period is the 52.9% that Obama garnered in 2008.

CNN —The Supreme Court on Tuesday signaled a willingness to uphold a Biden administration regulation on “ghost guns,” mail-order kits that allow people to build untraceable weapons at home and that are turning up at crime scenes with greater frequency. The difference here, she said, is that the ghost guns are marketed to be built into guns and serve no other conceivable purpose. President Joe Biden’s administration told the court in briefing that police departments have faced an “explosion of crimes involving ghost guns” in recent years. In 2017, police submitted about 1,600 ghost guns recovered at crime scenes for tracing. After that decision, a lower court stepped in to block the regulations as applied to two manufacturers.

In a fact-bending blast of disinformation, the former president is charging Vice President Kamala Harris and President Joe Biden’s White House of the very transgressions of which he stands accused. This is false, but Trump, while president, did repurpose FEMA funds to help finance his hardline immigration policies. But in retrospect, the charade featuring his first White House press secretary Sean Spicer was a harbinger of an administration that bucked fact as an instrument of political power. Trump voters respond to his populism and his evisceration of elites and many sincerely believe he’s a response to a march to the left by the Democratic Party. Both Trump and Harris, who are deadlocked in the polls, are chasing voters who may not habitually follow politics.

Ola electric scooters are on display ahead of the Initial Public Offer press conference. India's consumer rights agency received unusually high 10,000 complaints against Ola Electric, over a year and has sent a notice seeking explanation from the SoftBank-backed e-scooter maker, a top official at the watchdog said on Tuesday. Ola, which has a 27% market share in India's e-scooter market, did not respond to a request for comment. HSBC analysts said in a September note they visited multiple Ola service hubs and most "appeared overwhelmed by the service requests". Reuters last year visited 35 Ola centers in 10 Indian states and found many faced significant backlogs, with demand outstripping their workforce.

WASHINGTON — The Supreme Court on Monday turned away a Biden administration appeal in a dispute over emergency room abortion care in Texas, leaving in place a lower court victory for the Republican-led state. Circuit Court of Appeals in favor of Texas on the question of whether a federal law concerning emergency room care in some cases trumps state abortion restrictions. In the meantime, a lower court ruling that allows emergency room doctors to perform abortion in some situations remains in place. Sen. JD Vance, the Republican vice presidential nominee, confirmed to reporters Saturday that former President Donald Trump is "consistent" in his views on defunding Planned Parenthood. A journalist asked Vance, R-Ohio, whether a future Trump administration would defund Planned Parenthood, the reproductive health care group that has garnered opposition from many conservatives for its pro-abortion-rights positions. “On the question of defunding Planned Parenthood, look, I mean our view is we don’t think that taxpayers should fund late-term abortions," Vance said after Trump's rally in Butler, Pennsylvania. The Trump campaign and Planned Parenthood did not immediately respond to requests for further comment Sunday night. In 2016, then-candidate Trump said in a debate that he would end federal funding for Planned Parenthood, saying he would “defund it because I’m pro-life.”

All three Banks brothers have denied wrongdoing. An attorney for Philip Banks, Benjamin Brafman, said Monday that federal prosecutors had assured him his client was not a target of the investigation. In addition to seizing the phones of the three Banks brothers, federal investigators also took devices from the city's police commissioner, Edward Caban, and one of Adams' closest aides, Timothy Pearson. CNN —The Biden administration won’t extend legal permissions for certain migrants from Nicaragua, Cuba, Venezuela and Haiti provided through a temporary humanitarian program designed to curb illegal border crossings, requiring them to seek other legal means to remain in the United States, according to the Department of Homeland Security. The program required that these migrants have a sponsor in the US, undergo screening and vetting, and complete vaccinations. The program is still available to new applicants from the four countries, though the administration briefly paused it this summer over concerns about fraud. Homeland Security officials maintain the program was intended to be temporary, providing those who arrived the opportunity to apply for other legal status while in the United States. The administration didn’t guarantee the program would be extended, though it did allow re-parole for Ukrainians and Afghans under similar programs.

Then union members will get additional $4-per-hour raises every year during the life of the six-year tentative deal. The union had been willing to consider the $4-an-hour deal before the strike, union boss Harold Daggett said on the picket line outside the Port of New York and New Jersey early Tuesday, soon after the start of the strike. Thursday’s deal likely is the end of the strike, but it doesn’t close the door on a new strike in the future. Should the members vote against the deal, the strike might start once again. But union members voted nearly unanimously to reject it and have remained on strike since September 13.
