The awards, founded in 2015 by professional photographers Paul Joynson-Hicks and Tom Sullam, also promote wildlife conservation. RAW Chief Ravi Sinha, the only serving official publicly affiliated with the agency, did not return messages seeking comment. All six officials denied that RAW engages in targeted killings, noting that the agency has no mandate for such operations. Fallout from the Vancouver incident has also raised concerns that RAW will come under greater global monitoring, Indian intelligence officials and analysts said. "The current developments have undoubtedly increased global curiosity about RAW," said Dheeraj Paramesha Chaya, an expert on Indian intelligence at Britain's Hull University. "Our footprint is growing in parts of the world which were not important earlier," a recently retired senior RAW official said, without providing specifics.

Nearly 12 months later, coach Kyle Shanahan can't even imagine what life would be like without McCaffrey driving the Niners offense. The midseason addition of McCaffrey last year immediately transformed the 49ers from a middling offense into one of the most productive. McCaffrey currently is in the top 10 for odds to win the award, according to FanDuel Sportsbook. The trio had played key roles at the Ryder Cup over the years. Poulter played at seven Ryder Cups and helped Europe win five of them, with his huge performances earning him the nickname 'The Postman' as he always delivered at the event. The union is pushing for higher wages, shorter work weeks and assurances from the country’s top automakers that new electric vehicle jobs will be unionized. The dueling appearances reflect what will likely be a chief dynamic of the 2024 general election, which is increasingly looking like a rematch between Trump and Biden. Trump has tried to capitalize on the strike to drive a wedge between Biden and union workers, a constituency that helped pave the way for the ex-president’s surprise 2016 victory. While Biden has not implemented an electric vehicle mandate, he has set a goal that half of all new vehicle sales be electric by 2030. He’s set to hold a press conference to highlight Trump’s “false promises to blue collar and union workers in Michigan and across America.”___AP Auto Writer Tom Krisher in Van Buren Township, Michigan, contributed to this report.

MANILA, Sept 27 (Reuters) - The coastguard of the Philippines urged the country's fishermen on Wednesday to keep operating at the disputed Scarborough Shoal and other sites in the South China Sea, pledging to step up patrols there despite an imposing Chinese presence. Philippine vessels were unable to maintain a constant presence but were committed to protecting the rights of fishermen inside the country's exclusive economic zone (EEZ), coastguard spokesperson Commodore Jay Tarriela said. China's response has been measured, with its foreign ministry advising Manila on Tuesday to avoid provocations and not cause trouble. Close to shipping lanes that transport an estimated $3.4 trillion of annual commerce, control of the shoal is strategic for Beijing, which claims sovereignty over most of the South China Sea. "The Scarborough Shoal is closer to the Philippines," said fisherman Pepito Fabros who had come ashore in the province of Zambales between trips to sea.

If opinion polls are to be believed, Donald Trump has the 2024 Republican presidential nomination in the bag. But in a recent Times Opinion focus group with 13 Republican voters who are looking at candidates other than Mr. Trump, the idea that the race was all but over sounded off base, either because they don’t know any other Republicans who want Mr. Trump back in office or because he seems beatable for the nomination. “My Republican friends say they are for anybody but Trump,” said one focus group participant, Carrie, a 55-year-old from Michigan. In the end, we wanted to know, if the race came down in 2024 to Mr. Trump and President Biden, would they give in and vote for Mr. Trump? It was the most painful question for some of them — and yielded bad news for Mr. Trump but no silver lining for Mr. Biden, either.

The UK goal was ahead of the 2035 ban in the European Union, where most British-made cars are sold. "The timing sends the message that things can change again, making it difficult for companies to manage their investment strategies." Under the new mandate that the government could make public as early as this week, the 80% 2030 electric target should remain - with the other 20% a mixture of fossil fuel models and hybrids until 2035. "In Britain, there's no industrial strategy, no intent for industrial strategy and no desire for an industrial strategy," Palmer said. "The UK (fossil fuel ban) delay is not a good sign in terms of stability, but they have realigned with EU regulation," said Denis Schemoul, director of European vehicle forecasting at S&P Global Mobility.

The statement comes after a story Friday in the The Stranger newspaper with audio of Seattle Police Officer Burton Hill calling his Asian American neighbor racist and sexists slurs during an argument in their suburban Seattle condominium complex in 2022. The very existence of the No Labels group is fanning Democratic anxiety about Trump’s chances against an incumbent president facing questions about his age and record. If even a small number of those voters were to back a No Labels candidate next year, Biden could fall short. No Labels party members skew younger. Twelve percent of them live in the 4th Congressional District, which includes Arizona State University. Such a poll would be meaningless because a large swath of voters won’t know anything about the No Labels candidate before a campaign is run, he said.

The AI system is based on a technique the researchers called "Deep Emotional Analysis Learning," which can adapt to changing vocal patterns. The study found that the system was capable of translating "various emotional states in chickens, including hunger, fear, anger, contentment, excitement, and distress." The system was able to achieve surprisingly high accuracy in identifying the birds' emotional states, the study found.

Do Some Men Love Ancient Rome for the Wrong Reasons?
  + stars: | 2023-09-21 | by ( David Potter | ) www.nytimes.com   time to read: +2 min
But while the image of this empire in the modern world is of an immutable military might, in reality the imperial system survived because it was flexible. It was far more adaptable than the flailing democracy it replaced in the first century B.C., or the modern British and French empires, which later claimed Rome as a model. In two new books, Tom Holland and Adrian Goldsworthy, both accomplished novelists as well as historians, offer lucid accounts of the challenges inherent to managing this complex imperial enterprise. Holland’s “Pax” concerns itself with a period of relative imperial tranquillity between the suicide of the Roman emperor Nero in 68 A.D. and the death of the emperor Hadrian in 138. Goldsworthy explores the relations between Rome and its most powerful neighbor, the successive Persian regimes ruling what is now Iran and Iraq, from their first encounters in the first century B.C.

The Milwaukee Brewers were tied with the Miami Marlins in the fifth inning Thursday when Taylor attempted to score from second on Sal Frelick's single. Although the throw from right fielder Jesús Sánchez beat him to the plate, Taylor avoided catcher Jacob Stallings' tag and slid home with the go-ahead run in the Brewers' 4-2 victory. “I think it's all instinctual,” said Taylor, who also hit two RBI doubles. RHP Johnny Cueto (1-4, 6.15 ERA) pitches for the Marlins and RHP Bryce Elder (12-4, 3.38) starts for the Braves on Friday. The scheduled starting pitchers are LHP Wade Miley (7-4, 3.30) for the Brewers and RHP Jake Irvin (3-5, 4.20) for the Nationals.
