REUTERS/Susana Vera Acquire Licensing RightsMARRAKECH, Morocco, Oct 13 (Reuters) - The International Monetary Fund's engagement with El Salvador has been "very productive" following a recent visit from a negotiating team, but an agreement is "not there yet" for a new financing program, an IMF official said on Friday. "The engagement with El Salvador has been very productive," Rodrigo Valdes, director of the IMF's Western Hemisphere Department, told Reuters. "We just had a mission there, a negotiating mission, but we knew that it would be a first step," he said. The IMF said in late September that it was working with El Salvador on "technical issues" and on minimizing the risks from the country's adoption of bitcoin as legal tender. "In other countries fragmentation, low popularity, are constraints for policy actions and here they have a very valuable opportunity," the IMF official said.

The ruling, which extended Latin American’s trend of widening abortion access, happened a year after the court’s U.S. counterpart went in the opposite direction. His death has been memorialized as an egregious hate crime that helped fuel the LGBTQ+ rights movement over the ensuing years. In 2011, the military scrapped the “don’t ask, don’t tell” policy that kept gay, lesbian and bisexual service members in the closet. Several activists interviewed this week by The Associated Press evoked Matthew Shepard as they discussed broader developments. The act expanded the federal hate crime law to include crimes based on a victim’s sexual orientation, gender identity or disability. It is a popular choice for high school theater productions but has faced opposition due to policies resembling Florida's “Don't Say Gay” law that have surfaced in various states and communities.

While most traders are waiting on the sidelines, anxious about the election and unsure of libertarian frontrunner Javier Milei, some daring bond investors are moving in. "There has been a lot of pain from being invested in Argentina over the past decade," Reed said. Rob Citrone, founder of U.S.-based hedge fund Discovery Capital Management, said Argentina presented one of the best opportunities in emerging markets. The depressed values offer another reason to be bullish on Argentina's debt, said Thomas Haugaard, a portfolio manager on the emerging markets debt hard currency team at Janus Henderson Investments in Copenhagen. On Thursday, the U.S. said it was restarting deportations of Venezuelans who cross the U.S.-Mexico border unlawfully. Mexico, on Friday, said it was seeking to return migrants to Brazil, Colombia, Cuba, Nicaragua and Venezuela. A record of 417,000 migrants have crossed the Darien Gap this year, more than double the number in all of last year. "Crossing the Darien is hell," said Panama President Laurentino Crotizo in a statement, after touring the area via plane with Costa Rica counterpart Rodrigo Chaves. MANILA (Reuters) - President Ferdinand Marcos has suffered a "significant" drop in his approval rating as soaring consumer prices in the Philippines undermines his support, a polling organisation said on Monday. "Continuing increase in prices of basic commodities and services and unfulfilled promise of reducing these," likely caused the "significant" drop in the approval ratings, said Ronald Holmes, president of Pulse Asia. Marcos' presidential communications office did not immediately respond to a request for comment. Last month, Marcos imposed price ceilings for rice. Vice President Sara Duterte, daughter of former president Rodrigo Duterte, also suffered a decline in approval ratings, dropping 11 points to 73%.

Over the past two decades, China has occupied a number of obscure reefs and atolls far from its shoreline across the South China Sea, building up military installations, including runways and ports. Video Ad Feedback Why it matters who owns the seas (April 2021) 03:48 - Source: CNNWhy does the South China Sea matter? The South China Sea is home to hundreds of largely uninhabited islands and coral atolls and diverse wildlife at risk from climate change and marine pollution. The US is not a claimant to the South China Sea, but says the waters are crucial to its national interest of guaranteeing freedom of the seas worldwide. Marcos has strengthened US relations that had frayed under his predecessor, with the two allies touting potential future joint patrols in the South China Sea.

China claims “indisputable sovereignty” over almost all 1.3 million square miles of the South China Sea, and most of the islands and sandbars within it, including many features that are hundreds of miles from mainland China. If they (China) close off the South China Sea, perhaps the next target may be the Straits of Malacca and then the Indian Ocean,” Teodoro said. But since taking office last year, Philippine President Ferdinand “Bongbong” Marcos Jr has taken a stronger stance over the South China Sea than his predecessor Rodrigo Duterte. Marcos has also strengthened US relations that had frayed under Duterte, with the two allies touting increased cooperation and joint patrols in the South China Sea in the future. The year-to-date figure of 402,300 migrants is almost double the number for the whole of 2022. The United Nations had estimated in April that the number of migrants for the entire year would be 400,000. Most of the migrants traversing the dangerous stretch of jungle are Venezuelans, with others from Ecuador, Haiti and other countries, Panama's security ministry has said. These measures follow a two-month program launched in April by the United States, Panama and Colombia to tackle undocumented immigration. Some African and Cuban migrants and asylum seekers heading to the United States told Reuters they were flying into Nicaragua to bypass the perils of the Darien Gap.

Expectations of resilient coal demand in China, the world's largest consumer and importer of the fuel, could delay a peak in global coal use, envisaged under climate goals, as miners supply coal for longer at competitive prices, traders say. Six Chinese traders Reuters spoke to said they expected harsh weather to drive overall imports higher in the last quarter of 2023. So I think Chinese demand growth is going to steady at where it is," a seventh trader from a large international trading firm said. It was the first global conference for many Chinese traders whose overseas travel was restricted due to strict Covid restrictions. Echeverri said a fall in average calorific value - an indicator of quality - of domestically mined coal was also contributing to the higher imports.

"I have instructed the security ministry to take a firm stance with anyone who takes Costa Rica's kindness for weakness," Chaves said at a press conference, referencing recent riots by migrants crossing the country. So far in September, more than 60,000 people have passed through the Costa Rican border town shared with Panama, Paso Canoas, where fewer than 20,000 people live, another official said. The Philippines coastguard said the mission, approved by President Ferdinand Marcos Jr, showed its determination to maintain a presence at the shoal. Located in the middle of the South China Sea and near shipping lanes carrying an estimated $3.4 trillion of annual commerce, its position is strategic for Beijing. A landmark 2016 ruling on the South China Sea by the Permanent Court of Arbitration, which went largely in favour of the Philippines, was not tasked with establishing sovereignty. China has not acknowledged the presence of militia in the South China Sea. The Pentagon stated mutual defence commitments would be invoked over an attack "anywhere in the South China Sea" and that coastguard vessels are among those protected.
