London CNN —European Union officials have raided the offices of a Chinese company as part of a probe into subsidies, exposing rising tensions between the bloc and one of its biggest trading partners. The European Commission said Tuesday that it carried out “unannounced inspections” at the premises of a company making and selling security equipment in Europe, which it suspects may have benefited unduly from state subsidies. “The commission has indications that the inspected company may have received foreign subsidies that could distort the (EU’s) internal market,” the EU’s executive body said in a statement on its website. The China Chamber of Commerce to the EU said Wednesday that it had been informed that a Chinese company was the target of the investigation. The Foreign Subsidies Regulation, which came into force last July, is aimed at addressing market distortions caused by subsidies from foreign governments and ensuring that EU companies are competing on a level playing field.

A group of seven leading solar manufacturers filed trade complaints on Wednesday formally requesting that the Biden administration impose tariffs on solar products being exported from Southeast Asia into the United States. They come amid growing alarm within the U.S. solar industry that a flood of cheap Chinese green energy technology exports are pushing down prices of solar panels and threatening efforts by the Biden administration to develop a domestic solar supply chain. Chinese companies have been relocating production of solar products to neighboring countries to avoid existing tariffs, and U.S. manufacturers believe new trade measures are needed to protect their businesses. In the past year, the United States has imported $12.5 billion worth of solar products from those countries as prices of solar products have dropped by around 50 percent. The trade complaints are focused on imported solar cells, the parts of solar panels that turn light into electricity.

The Supreme Court is set to hear Starbucks’s challenge on Tuesday to a federal judge’s order to reinstate workers who were attempting to unionize a store in Memphis. Starbucks is asking the court to make it harder for the National Labor Relations Board to obtain intervention by judges in cases where a company is accused of violating labor law. Starbucks, which has faced hundreds of accusations of labor law violations across the country, argues that there is a patchwork of standards under which the N.L.R.B. The appellate court in this case, the U.S. Court of Appeals for the Sixth Circuit, applies a lower standard, and Starbucks is pushing the Supreme Court to apply a more strict, uniform standard that is in line with other circuits. Starbucks Workers United, the union representing the company’s workers, filed an unfair labor practice charge over the firings, arguing that the company selectively enforced the rules against organized workers.

What We Know About the Protests at Columbia University

Columbia University is grappling with the fallout from its president’s promise to Congress that she would crack down on unsanctioned protests, and her decision to ask the police to clear an encampment on campus, resulting in the arrests of more than 100 students earlier this month. Protests on campus have endured and escalated, with demonstrators seizing Hamilton Hall early Tuesday. The university, which had already limited access to its campus in Upper Manhattan, said Tuesday that it would allow only students who live in one of seven dorms on campus or employees who provide essential services through its gates. A fraught round of protests has rocked the university for nearly two weeks, with demonstrators building (and rebuilding) an encampment, recriminations over the summoning of the police to campus on April 18, and accusations that Columbia has effectively allowed protesters, in some instances, to celebrate Hamas and target Jewish students for intimidation. Last week, the university started offering hybrid classes, an acknowledgment that the disputes at the center of campus tension were unlikely to be resolved before the end of the school year.

To the Editor:Re “A Debate Over Cancer Warning Labels on Alcohol” (Science Times, April 9):This article does an admirable job of spotlighting efforts around the world to require cancer warnings on alcohol. In fact, similar efforts to improve alcohol labeling are gaining traction in the U.S.Just last month, U.S. regulators held listening sessions about including ingredients, nutritional information and allergen labeling on alcoholic beverages. And in 2020, a coalition of seven health advocacy groups petitioned the U.S. government to adopt a cancer warning label. U.S. law directs regulators to consult with the surgeon general and “promptly” report to Congress when the need for an amendment to alcohol warnings arises. But more than seven years have passed since the surgeon general proclaimed a link between alcohol and cancer with no action from the Treasury Department’s Alcohol and Tobacco Tax and Trade Bureau, which regulates most alcohol products.

Since late October last year, the S&P 500 has risen as much as 27% on strong economic data and excitement about AI. Losses were steepest last week when Iran fired missiles at Israel, exacerbating regional and global tensions. But as more labor market and inflation data has come out, investors now believe a cut is off the table until at least July. The S&P 500 has now dipped below its 20-day moving average, like it did last summer when yields rose above 4.35%. Iran launched hundreds of drones, ballistic missiles and cruise missiles at Israel in the attack. Israeli military chief Lt. Gen. Herzi Halevi said Monday that Israel is considering its next steps but that the Iranian strike "will be met with a response." Both men spoke at the Nevatim air base in southern Israel, which Hagari said suffered only light damage in the Iranian attack. The Iranian weapons also flew through Saudi skies, according to a map released by the Israeli military. Throughout the war, Israel has traded fire across its northern border with Lebanon's Iranian-backed Hezbollah militant group, while Iranian-backed militias in Iraq and Yemen have also attacked Israel.

Should the Israeli regime commit any military aggression again, Iran's response will assuredly and decisively be stronger and more resolute,” Ambassador Iravani added. Citing self-defense against repeated Israeli military aggressions, Iravani said the strikes were specifically in retaliation to an Israeli attack on April 1 against what Iran says were diplomatic facilities in Damascus. Iran claims the attack violated international law and led to the death of seven Iranian military advisors, including key commanders from the Iranian Revolutionary Guard Corps. The statement also criticizes the United Nations Security Council for “failing to uphold international peace,” allowing Israel to “breach” established international norms and “escalate” regional tensions. However an Israel Defense Forces spokesman told CNN that their intelligence showed the building was not a consulate and was instead “a military building of Quds forces disguised as a civilian building.”

In a conversation with Prime Minister Benjamin Netanyahu late Saturday, Biden sought to frame Israel’s successful interception of the Iranian onslaught as a major victory — with the suggestion that further Israeli response was unnecessary. Biden told the Israeli prime minister in his phone call that he should consider Saturday a win because Iran’s attacks had been largely unsuccessful and demonstrated Israel’s superior military capability, a senior administration official said. Even as American officials stressed to their counterparts that the final decision on how to respond to Iran is up to Israel, Biden has sought to prevent a wider escalation of the conflict. In this handout photo, released early Sunday local time, Israeli Prime Minister Benjamin Netanyahu talks on the phone with US President Joe Biden. “I told him that Israel demonstrated a remarkable capacity to defend against and defeat even unprecedented attacks — sending a clear message to its foes that they cannot effectively threaten the security of Israel,” Biden said in a statement following his conversation with Netanyahu.

Opinion | How to Reduce Student Absenteeism
  + stars: | 2024-04-13 | by ( ) www.nytimes.com   time to read: +1 min
To the Editor:“Pandemic Effect: Absence From Schools Is Soaring” (front page, March 30) highlights the persistent challenge of chronic absenteeism in U.S. schools. If pandemic-related “cultural shifts” are among the factors keeping students away from school, bringing them back may require us to rethink the culture of education itself. Despite the efforts of many visionary educators, too many schools still offer a deskbound, test- and compliance-driven experience that leaves students passive, uninspired and flat-out bored. Today, the chronic absenteeism rate among the pilot cohort of seventh and eighth graders hovers at 8 percent, in no small part because students don’t want to miss what’s on offer at school. Educators can reset school culture by being adaptive, believing in teacher leadership and recognizing that powerful learning can happen outside classroom walls.

CNN —A transitional council responsible for choosing Haiti’s next leadership has been established after weeks of uncertainty, according to a decree published in Haiti’s official state journal. The move comes a month after Haitian Prime Minister Ariel Henry announced he would step down once the council is inaugurated and names a new prime minister and cabinet. The council, composed of seven voting members and two non-voting observers, is tasked with choosing and appointing a new prime minister as well as an “impartial” electoral council, the decree reads. “The establishment of the nine-member broad-based, politically inclusive Council signals the possibility of a new beginning for Haiti,” the statement read. CARICOM, which worked with Haiti last month to develop a framework for the transitional council, said there are still challenges ahead, but that it would support Haiti as it determines its future.
