McALLEN, Texas (AP) — The Biden administration announced they waived 26 federal laws in South Texas to allow border wall construction on Wednesday, marking the administration’s first use of a sweeping executive power employed often during the Trump presidency. The Clean Air Act, Safe Drinking Water Act and Endangered Species Act were some of the federal laws waived by DHS to make way for construction that will use funds from a congressional appropriation in 2019 for border wall construction. Starr County Judge Eloy Vera said it will start south of the Falcon Dam and go past Salineño, Texas. “A border wall is a 14th century solution to a 21st century problem. It will not bolster border security in Starr County,” U.S. Representative Henry Cuellar said in a statement.

CNN —The European Court of Human Rights will hear an “unprecedented” lawsuit on Wednesday, brought by six young people against 32 European countries accusing them of failing to tackle the human-caused climate crisis. It is the first climate case to be filed with the European Court of Human Rights and is the largest of a total of three climate lawsuits the court is hearing. If it passes procedural hurdles, the court could rule that states do not have human rights obligations when it comes to climate change. “That could be very damaging to other similar cases,” said Michael B. MEXICO CITY (AP) — Mexico’s top diplomat, Alicia Bárcena, said Friday that President Andrés Manuel López Obrador wants to travel to Washington D.C. in early November to meet with U.S. President Joe Biden about immigration, development aid and drug trafficking. Bárcena's comments came just a day after López Obrador announced he will skip the Asia-Pacific Economic Cooperation summit in November in San Francisco because his country “has no relations” with Peru. López Obrador previously claimed Peru’s current government was installed by a coup and that he still considers ousted president Pedro Castillo to be the country’s legitimate leader. It would not be the first time that López Obrador has skipped international meetings in the United States because of who else was or wasn’t invited. Texas' citrus farmers have a nickname for a deep freeze that struck in February 2021: the Valentine's Day Massacre. The deep freeze was the second disaster in two years to hit Southeast Texas. As for the deep freeze, any temperature below 28 degrees Fahrenheit is devastating for citrus trees, Murden said. The number of migrants caught crossing illegally or presenting themselves at legal border crossings has steadily risen after dropping in mid-May when the U.S. rolled out stricter new asylum rules. The increase has strained U.S. cities at the border and further north. Republicans blame Biden for reversing hardline immigration policies of Republican former President Donald Trump, the frontrunner for his party's nomination. To reduce illegal crossings, the Biden administration rolled out a new regulation in May that requires migrants to schedule an appointment to enter at a legal border crossing or face a higher standard for asylum. That's in addition to about 242,700 Venezuelans who already qualified for temporary status before Wednesday's announcement.
