SAN FRANCISCO (AP) — California cities and counties still don't know how much they'll have to pay for Gov. Gavin Newsom's pandemic program to house homeless people in hotel rooms after the Federal Emergency Management Agency said in October that it was limiting the number of days eligible for reimbursement. Homeless advocates heralded it as a novel way to safeguard residents who could not stay at home to reduce virus transmission. FEMA agreed to pay 75% of the cost, later increasing that to full reimbursement. Robert J. Fenton, the regional administrator for California who wrote the October letter, told CalMatters, which was first to report on the discrepancy last week, that the policy was not new.

Nucor CEO Leon Topalian debriefed the steelmaking company's Tuesday earnings report with CNBC's Jim Cramer, explaining why the company has been especially profitable over the past few years. Buell died Monday in Sunnyvale, California, where his daughter lived, after battling pneumonia, his daughter Barbara Buell said in an email. “Hal pushed us an extra step,” Adams said in an internal AP newsletter at the time of Buell's retirement in 1997. Buell implemented the transition from a chemical darkroom where film was developed to digital transmission and digital news cameras. He also helped create AP’s digital photo archive in 1997. Buell is survived by his daughter, Barbara Buell, and her husband, Thomas Radcliffe, as well as two grandchildren and a great-grandson.

“It’s time for the flu shot,” I’ll say to my patients, “plus the updated Covid vaccine.” And that’s when the groans start. In the past, the flu shot elicited the most resistance. Health professionals everywhere are hearing this kind of hesitance among patients as Covid cases and hospitalizations have continued to rise during the winter. As of early January, the average number of Americans dying weekly from Covid was over 1,700. And yet, the Jan. 19 Centers for Disease Control and Prevention report indicated that only 21.8 percent of adults 18 and older have received the latest Covid vaccine — less than half of the percentage of those who have gotten the flu vaccine.

And social media platforms should include a distinct category to report sextortion — as Snapchat did in early 2023. Culture issues, ineptitude and poor leadership at General Motors' Cruise autonomous vehicle unit were at the center of regulatory oversights and coverup concerns that have plagued the company since October, according to the findings of a third-party probe. Results of the investigation, which reviewed whether Cruise representatives misled investigators or members of the media in discussing the incident, were published Thursday in a 105-page report. "This conduct has caused both regulators and the media to accuse Cruise of misleading them," the report stated. Quinn Emanuel, the business litigation firm that Cruise retained to conduct the three-month investigation, interviewed 88 Cruise employees and reviewed more than 200,000 documents, including emails, texts, Slack messages and more. The firm is known for representing high-profile celebrities and business owners, including Tesla CEO Elon Musk.

Oregon changed its isolation policy in May when the Covid-19 public health emergency lifted, and California followed suit earlier this month. The recent order from the California health department notes that the potential infectious period spans from two days before through 10 days after symptoms or a positive test. Less restrictive isolation policies could allow people to feel more comfortable with testing, which could prompt them to get treatment or feel more comfortable taking other protective measures. Dr. Dean Sidelinger, Oregon’s state health officer, said that equity was a key factor considered in the decision to change isolation policy in the state. Public health policy decisions are rarely black-and-white, experts say, and weighing tradeoffs can be more of an art than a perfect science.

Vernon, New Jersey CNN —General Motors is very clear that its engineers didn’t create the Chevrolet Corvette E-Ray, the first hybrid Corvette, to save gas. Instead they wanted to make an all-wheel-drive Corvette, and the best way to do that was simply to attach a powerful electric motor to the front wheels. Unlike in a Toyota Prius, or almost any other hybrid, the E-Ray’s electric motor almost never drives the car on its own. For that, GM offers the lighter and more powerful Corvette Z06, with its high-revving 670-horsepower V8 and no electric motor. Instead, GM has focused on fully electric technology and, before too long, there will be a fully electric Corvette.

Pattern Energy Group has started construction on its SunZia project, a wind farm in central New Mexico, where more than 900 wind turbines will generate over 3,000 megawatts of clean energy. A 550-mile transmission line will bring the power to some three million people in Arizona and California.

Russia is still obtaining large volumes of Western technology critical to its war in Ukraine, even as sanctions show some sign of taking hold, new analysis shows. Moscow imported more than $22 billion worth of critical components between January and October 2023, Russian trade data shows. Over the same period, it also imported almost $9 billion worth of "high-priority" battlefield components, which Western authorities have specifically sanctioned. The report's authors said the data suggests that some export controls are working, and that Russia has been unable to find reliable substitutes for many Western components. Zelenskyy did not provide evidence for his assertion, and Russia has separately said that its production of military equipment has stepped up.

Elon Musk's social media platform X, formerly known as Twitter, announced it will launch peer-to-peer payments this year, according to a Tuesday blog post. X said the payments will unlock "more user utility and opportunities for commerce" as the platform works to "revolutionize 2024." The blog post did not offer specific details about how the payments will work or when they will officially launch. According to the Nationwide Multistate Licensing System website, X Payments LLC — the payment subsidiary of X — has only obtained money transmission licenses in 14 states so far. Introducing peer-to-peer commerce to the platform would mark the latest sweeping change at X since Musk acquired the company for $44 billion in late 2022.

The utilities sector suffered so much in 2023, that it's due for a snapback in the new year, according to Barclays. They also made the stocks' dividend payments less attractive compared to the risk-free yields on Treasurys. But now these stocks are priced to move, according to Barclays analyst Nicholas Campanella. "We still like the stock," Barclays said, pointing to upside to consensus earnings per share as one of the factors behind its call. Duke offers a dividend yield of 4.2%, but 12 out of the 20 analysts following the stock rate it a hold, per LSEG.
