Former union leader and Democratic insider Laphonza Butler was sworn in as the newest member of the Senate on Tuesday, replacing California Sen. Dianne Feinstein after her death and becoming only the third Black female senator in history. The first was Democratic Sen. Carol Moseley Braun of Illinois, who served one term in the 1990s. She was a giant in California politics, having been the first female mayor of San Francisco and a force in the state's Democratic circles. In the Senate, Feinstein was the first female chairwoman of the Senate Intelligence Committee and the first female top Democrat on the Senate Judiciary Committee. "Laphonza will carry the baton left by Sen. Feinstein (and) continue to break glass ceilings and fight for all Californians in Washington D.C.," Newsom said.

Butler is a former president of EMILY's List, an organization that works to elect to office Democratic female candidates who are in favor of abortion rights. The appointment would make her the first Black lesbian to openly serve in the U.S. Senate, according to Newsom. Naming Laphonza Butler to fill the late Sen. Dianne Feinstein's seat appears to meet California Gov. Or has Newsom just given Butler a massive boost in becoming the Golden State's fourth elected female senator? And while critics have pointed out that her address until the appointment was in Maryland, Butler "is deeply ingrained in the DNA of California politics." Butler, who will be sworn into the Senate this week, Senate Majority Leader Chuck Schumer said Monday morning, hasn't indicated whether she wants to stay in the job. She will become the first openly lesbian Black senator and the second Black female senator from California (Vice President Kamala Harris was the first).

Once she is sworn in, Butler will be the only Black woman in the Senate and the first openly LGBTQ+ California senator. That, alongside her background in the labor and women's rights movements, helps harden Newsom’s ties to important national Democratic constituencies. She is expected to be sworn in Tuesday in Washington by Harris, the last Black woman to serve in the Senate. At the time, Newsom was under pressure to select a Black woman to fill the seat of Harris, who is Black. His choice of Padilla, the state’s first Latino senator, rankled Black leadership in the state who saw the seat as their own.

Gavin Newsom has chosen Laphonza Butler, the president of EMILY's List, to fill the seat of the late Democratic Sen. Dianne Feinstein, the governor's office confirmed to NBC News. Feinstein, the longest-serving woman in the Senate, died Thursday at the age of 90. Newsom, a Democrat, had provided substantial clues in recent months about how he'd choose Feinstein's replacement, if her seat were to become vacant. He had previously said that he would appoint a Black woman if either of California's Senate seats opened up. Butler, however, will not have any constraints on her future plans and will be free to run for the seat if she chooses.

It was an increasingly familiar position for Newsom, who has emerged as perhaps the Biden re-election campaign's most visible representative. Newsom is near the top of a list that includes Vice President Kamala Harris, Michigan Governor Gretchen Whitmer and Pennsylvania Governor Josh Shapiro, among others. Senator Dianne Feinstein's death meant Newsom will have the job of naming a replacement to help protect Democrats' slim Senate majority. "It benefits Biden, and it benefits Newsom." Jane Kim, the California director of the liberal Working Families Party, said Newsom deserves credit for many of his achievements.

Progressives want Gavin Newsom to tap Rep. Barbara Lee to succeed Dianne Feinstein in the Senate. But such a move would reverse Newsom's earlier pledge to appoint a caretaker to the seat. "When Newsom appointed Padilla for VP seat he didn't appoint a caretaker," Khanna wrote. "She would be most prepared to step in and carry forth the work Senator Feinstein has worked on for so many decades," she told the newspaper. Lee said earlier in September that she was "troubled" by Newsom's thinking on what was then a hypothetical Senate appointment.

Filling the 90-year-old lawmaker's seat on the Senate Judiciary Committee touches one of the most critical levers of partisan power in Washington and will require cooperation from Republicans. "There is simply nobody who possessed the poise, gravitas and fierceness of Dianne Feinstein," Newsom said. JUDICIARY VACANCYFeinstein's death leaves a 10-10 deadlock on the Judiciary Committee, which is in charge of reviewing presidential nominations to federal courts, including the U.S. Supreme Court. With the Republican-controlled House blocking most attempts at bipartisan legislation, the Democratic Senate has focused this year on approving Democratic President Joe Biden's judicial nominees. Senate Republicans said on Friday they do not intend to contest a move to replace Feinstein on the committee after her death.

Feinstein was a Washington trailblazer who, among other accomplishments, became the first woman to head the influential Senate Intelligence Committee. Feinstein joined the Senate in 1992 after winning a special election and was reelected five times, including in 2018, along the way becoming the longest-serving woman senator ever. Health issues slowed Feinstein late in her career, when she was the oldest senator at the time. She ran for governor in 1990, winning the Democratic primary but losing to Republican Pete Wilson in the general election. Feinstein then ran in 1992 for the Senate seat that Wilson had previously held, easily defeating the Republican appointed to the seat.

Dianne Feinstein's seat on the Judiciary committee is now empty in the wake of her death. AdvertisementAdvertisementIn the wake of Sen. Dianne Feinstein's death, questions are swirling over how the California Democrat's now-empty seat on the Senate Judiciary Committee will be filled. In order to change the membership of any Senate committee, the chamber has to pass a resolution to make that change official. Senate Majority Leader Chuck Schumer can do so via a simple voice vote if no Republicans object to the change. Sen. JD Vance of Ohio said it was up to Republicans on the Judiciary Committee and that he would "probably support" whatever decision they made.

Sen. Dianne Feinstein, whose trailblazing career embodied the rise of women in politics, the movement for gun safety and, finally, a determination to keep serving her California constituents despite illness and advancing age, has died. In the past two years, it was apparent Feinstein was having memory issues, and sometimes appeared befuddled on Capitol Hill. Tributes from lawmakers in both parties flowed Friday morning, as somber Senate lawmakers mourned the loss of their colleague. Rep. Nancy Pelosi, California Democrat and House speaker emeritus, sat in the Senate gallery, listening to the tearful tributes with Feinstein's daughter, Katherine. Sen. Lisa Murkowski, Alaska Republican, lauded "the beauty of Dianne Feinstein" and chastised those who pressured Feinstein to step down, not appreciating the sacrifices the ailing California lawmaker made to serve her state.

Antimatter is the enigmatic twin of ordinary matter, possessing the same mass but with an opposite electrical charge. Under current theory, the Big Bang explosion that initiated the universe should have produced equal amounts of matter and antimatter. However, antimatter can be synthesized under controlled conditions, as in the ALPHA experiment, which used antihydrogen created at CERN. NEW YORK (AP) — JPMorgan Chase agreed Tuesday to pay $75 million to the U.S. Virgin Islands to settle claims that the bank enabled the sex trafficking acts committed by financier Jeffrey Epstein. JPMorgan said that $55 million of the settlement will go toward local charities and assistance for victims. The Virgin Islands, where Epstein had an estate, sued JPMorgan last year, saying its investigation has revealed that the financial services giant enabled Epstein’s recruiters to pay victims and was “indispensable to the operation and concealment of the Epstein trafficking enterprise." JPMorgan sued Staley earlier this year, alleging that he covered up or minimized Epstein's wrongdoing in order to maintain the lucrative account. JPMorgan had already agreed to pay $290 million in June in a class-action lawsuit that involved victims of Epstein's trafficking crimes.

JPMorgan did not admit any wrongdoing in the settlement, which will give $55 million to Virgin Islands charities and the American territory's anti-trafficking efforts. The remaining $20 million will cover attorneys' fees incurred by the Virgin Islands as part of the litigation in federal court in New York. The Virgin Islands said the deal "includes several substantial commitments by JPMorgan Chase to identify, report, and cut off support for potential human trafficking, including establishing and implementing comprehensive policies and procedures." Virgin Islands Attorney General Ariel Smith said the agreement settles what was the first enforcement action against a bank for facilitating and profiting from human trafficking. The Virgin Islands previously obtained a $105 million settlement from Epstein's estate, and another $62.5 million from billionaire investor Leon Black to resolve potential claims related to Epstein.
