Futures for delivery of gold in December settled at $2,071 a troy ounce Friday, topping their previous high of $2051.50 an ounce hit in August 2020. Gold has advanced for seven of the past eight weeks, bringing its gain this year to 11%.

Who Qualified for the Fourth GOP Debate?

Republican candidates are gearing up for the fourth GOP presidential debate, with a shrinking field as the first nominating contest approaches. After raucous debates in Wisconsin, California and Florida, the candidates are set to return to the debate stage for a two-hour event at 8 p.m. To qualify for the fourth debate, a candidate must reach at least 6% support in two national polls or 6% in one national poll and one poll from an early state poll in Iowa, New Hampshire, Nevada or South Carolina, according to rules set by the Republican National Committee. In addition to the polling and fundraising requirements, the candidates must also have taken a loyalty pledge in order to participate in the debate, which all candidates who appeared in the earlier debates completed. With that pledge, which has been somewhat controversial among the candidates, GOP presidential hopefuls must sign a statement that they will support the eventual Republican nominee.

It will initially be led by the Inter-American Development Bank (IDB) and the U.S. International Development Finance Corporation (DFC), lenders which between them have been involved in all the recent swaps, also including Barbados and Gabon. The Asian Development Bank, the African Development Bank, France's Agence Française de Développement, and the European Investment Bank will also be part of the task force, as well as the Green Climate Fund and the Global Environment Facility. Development banks play a particularly important role in debt-for-nature swaps because they provide the credit guarantees and/or political risk insurance that make them viable.

Kristin Davison, the chief executive officer of the Never Back Down super PAC, and Erin Perrine, the communications director, have parted ways with the group, said the sources, who requested anonymity to discuss personnel matters. In a statement, Never Back Down spokesperson Jess Szymanski said long-time DeSantis ally Scott Wagner would now take over as CEO. As a super PAC, NBD can receive donations of unlimited size, but cannot coordinate with the campaign directly. DeSantis allies recently formed a new Super PAC, dubbed Fight Right, which is focusing on attacks against former U.S. Both DeSantis and Haley trail former President Donald Trump in the race for the Republican presidential nomination by over 40 points in most national polls.

MIAMI (AP) — The U.S. has expelled a former Chilean Army officer accused of torturing and killing folk singer Victor Jara during the country's bloody 1973 coup. Pedro Barrientos had emigrated to Florida in 1990, the same year the bloody dictatorship of Gen. Augusto Pinochet came to an end. This year, he was stripped of his U.S. citizenship after it was found he concealed information about his Chilean military service during his immigration proceedings. Jara, a popular singer and university professor, was a fervent supporter of socialist President Salvador Allende. Homeland Security Investigations said that Barrientos was removed Thursday on a flight from Miami and taken into custody by Chilean law enforcement officials upon his arrival in the South American country.

In 2012, Israel’s Security Agency accused him of leading covert and violent activity against Palestinians, and he was temporarily banned from entering the West Bank. HOMESTEAD, Fla. (AP) — In New York, migrants at a city-run shelter grumble that relatives who settled before them refuse to offer a bed. In South Florida, some immigrants complain that people who came later get work permits that are out of reach for them. Across the country, mayors, governors and others have been forceful advocates for newly arrived migrants seeking shelter and work permits. The administration said in September that it would work to reduce wait times for work permits to 30 days for those using the new pathways. The Washington rally reflected an effort by advocates to push for work permits for all, regardless of when they came.

Washington CNN —More than 40,000 projects have received federal funding from the $1.2 trillion infrastructure law signed by President Joe Biden two yeas ago. Replacing an aging bridge over the Wisconsin RiverThe I-39/90/94 bridge, which crosses the Wisconsin River, is set to be replaced. Earlier this year, the project received $25 million from the infrastructure law. The Susquehanna River Bridge in Maryland and the Connecticut River Bridge – both of which are more than 100 years old – will also be replaced. The infrastructure law allocated $22 billion to Amtrak directly, some of which is being used to replace its fleet of more than 1,000 railcars and locomotives.

Joan Jara, a British-born dancer and instructor who dedicated herself to finding justice for her husband, Victor Jara, a popular Chilean folk singer and songwriter who was killed during the military coup d’état that brought Gen. Augusto Pinochet Ugarte to dictatorial power in 1973, died on Nov. 12 in Santiago, Chile. Her death was announced by the Victor Jara Foundation, a human rights initiative she established. Mr. Jara, who was also a theater director and poet, sang about poverty and injustice. Mr. Jara was a visible supporter of Salvador Allende, the Marxist who was elected president of Chile in 1970. On Sept. 11, 1973, the Jaras were at home with their daughters, Manuela and Amanda, listening to Mr. Allende deliver a speech.
