Judge-shopping is the practice of strategically filing cases in courthouses where the lawsuits are almost guaranteed to be heard by judges perceived to be sympathetic to the litigants. Texas has other US district courts with single-judge divisions, in addition to Amarillo, where challenges to the Biden administration agenda are frequently funneled through. The Judicial Conference announced after an early March meeting that it was seeking to curb the practice of judge-shopping with the new case assignment policy. The announcement prompted blowback from Republican senators, including Senate Minority Leader Mitch McConnell, who argued that any mandated policy would run afoul of a statute passed by Congress that gives each district court the discretion to design its case assignment protocols. When the Judicial Conference released the formal guidance days later, it indicated that the districtwide assignment policy was recommended, but optional.

CNN —Human trafficking-fueled fraud is exploding in Southeast Asia with organized crime rings raking in close to $3 trillion in illicit revenue annually, the head of Interpol has said in comments that reveal the huge profits being earned by cartels. One international organized crime group makes $50 billion a year, according to Interpol secretary-general Jurgen Stock, adding that $2 trillion to $3 trillion of illicit money flows through the global financial system annually. While drug trafficking contributes around 40% to 70% of organized crime income, criminal groups are also using those smuggling networks to illegally move humans, arms and stolen products among other things, Stock said. Criminal enterprises also exist in Laos, Thailand and the Philippines, with many of the lucrative online scam operations ranging from illegal gambling, to love scams and crypto fraud. Beijing has pressed Myanmar’s military government to rein in the scam operations, but with limited success.

PARIS (Reuters) - France is planning to toughen unemployment rules by restricting the period when jobless citizens receive welfare payments, Prime Minister Gabriel Attal said on Wednesday. Outlining the government's plans to further reform the job market, Attal told TF1 television: "One of the options is to reduce the duration of payments. An unemployed worker aged 53 or less currently receives up to 18 months of benefits plus six months if jobs are scarce. The duration extends to 22-1/2 months plus 7-1/2 months for workers aged 53-54, and 27 months plus nine months for those over the age of 55. Other than shortening the duration of welfare payments, Attal also said the government was considering toughening the requirements to be eligible for unemployment benefits.

The New York judge presiding over one of Donald J. Trump’s criminal trials imposed a gag order on Tuesday that prohibits him from attacking witnesses, prosecutors and jurors, the latest effort to rein in the former president’s wrathful rhetoric about his legal opponents. The judge, Juan M. Merchan, imposed the order at the request of the Manhattan district attorney’s office, which brought the case against Mr. Trump. The district attorney, Alvin L. Bragg, has accused Mr. Trump of covering up a potential sex scandal during and after his 2016 campaign. The ruling comes on the heels of Justice Merchan’s setting an April 15 trial date, rejecting Mr. Trump’s latest effort to delay the proceeding. Mr. Trump recently clinched the Republican presidential nomination for the third time, and with three other criminal cases against him mired in delay, the Manhattan case could be the only one to go to trial before voters head to the polls in November.
