U.S. President Joe Biden, having dispatched his national security adviser to Saudi Arabia to discuss a possible normalisation deal with Israel that he deems a policy priority, said on Friday that "there's a rapprochement maybe under way". But Riyadh has not followed suit, saying Palestinian demands must first be met. Niger is one of the poorest countries in the world, receiving close to $2 billion a year in official development assistance, according to the World Bank. It is also a key security partner of Western countries such as France and the United States, which use it as a base for their efforts to contain an Islamist insurgency in West and Central Africa's Sahel region. Bazoum has not been heard from since early Thursday when he was confined within the presidential palace, although the European Union, France and others say they still recognize him as the legitimate president. Niger is a key partner of the European Union in helping curb the flow of irregular migrants from sub-Saharan Africa. The United States has two military bases in Niger with some 1,100 soldiers, and also provides hundreds of millions of dollars to the country in security and development aid.

GOMA, Democratic Republic of Congo, July 27 (Reuters) - Democratic Republic of Congo's army said Rwandan defense forces crossed the Congolese border on Thursday and attacked border security forces, potentially escalating tensions between the African neighbours. "The ensuing clashes enabled the Armed Forces of the Democratic Republic of the Congo (FARDC) to repel the Rwandan terrorists who had perpetrated this intolerable provocation," the statement said, adding that the authors of the attack retreated to Rwanda. A Rwandan government spokesperson did not immediately respond to a Reuters request for comment. Congo and Rwanda have been involved in a dispute since last year over the resurgence of the M23 rebel group, a militia active in eastern Congo which Kinshasa accuses Rwanda of backing. United Nations experts have also said they have evidence that Rwandan troops have fought alongside the M23 in eastern Congo and provided the rebels with weapons and supplies.

July 13 (Reuters) - High river temperatures that look set to restrict power output at two French nuclear plants that use river water to cool reactors may trigger increased fossil fuel-fired power output elsewhere due to Europe's extensive regional power trading. France is also Europe's second largest electricity generator behind Germany, producing roughly 470 terawatt hours (TWh) of electricity in 2022, compared to Germany's 582TWh, and 324TWh by Europe's third largest generator, the United Kingdom. France's high proportion of non-emitting nuclear power means that its power sector has by far the lowest carbon intensity of any major European economy, averaging around 85 grams of carbon dioxide per kilowatt hour of electricity produced. WELLINGTON, July 10 (Reuters) - New Zealand Foreign Minister Nanaia Mahuta told the head of the U.N.'s nuclear watchdog on Monday that her government has full confidence in the IAEA's advice on the proposed Fukushima treated water release. Following the release of the report, Grossi visited South Korea. He is currently in New Zealand before travelling to the Cook Islands where he will meet with Pacific Islands Forum chair and Cook Islands Prime Minister Mark Brown. The Pacific Islands Forum, a regional bloc of 17 island nations, has raised significant concerns about the release of the water fearing among other things the impact on fisheries. Mahuta said New Zealand acutely understands the effects nuclear testing has had on its Pacific neighbours in the past, and the government would continue to call for the release of the water to be dealt with through transparency and meaningful dialogue.
