A combination image shows the Nammuldi rock shelter before (L) and after a mine blast by Rio Tinto in the Pilbara region of Western Australia, August 6, 2023. "Assessments found no structural damage to the rock shelter itself, and no damage to cultural materials," Cecile Thaxter, a Rio Tinto vice president, said in a webcast on Monday. A Rio Tinto spokesman did not immediately respond to a request for comment. The dispute comes as investors and automakers are increasingly scrutinising human rights and heritage protection in their assessments of Australian mines. However, Western Australia is set to overturn its 2021 Aboriginal cultural heritage protection laws, introduced on July 1, due to opposition from landowners.

CNN —House lawmakers are scrambling to determine whether acting Speaker Patrick McHenry can participate in a so-called Gang of Eight intelligence briefing on the unfolding crisis in Israel, a source familiar with the active discussions told CNN. The House Intelligence Committee is also in discussions about scheduling a classified briefing next week, the source added, which can occur even given the current posture of the House. The US could announce new assistance to Israel as soon as Sunday, a US official said, but without a sitting House speaker, administration officials are unclear about what can be accomplished. “Without a speaker of the House, that is a unique situation we’re gonna have to work through,” the official said. In the House’s current posture, members can still receive classified briefings, according to multiple sources, and the House Intelligence Committee members still have their security clearances.

In that case, Britain accused Russia of an assassination attempt on its soil and expelled 23 Russian diplomats from the country. For its part, the U.S. expelled 60 Russian diplomats and ordered the closure of Russia's consulate in Seattle in solidarity with its British ally. If asked by Canada to expel a large number of Indian diplomats, these officials said, the U.S. would have little choice but to comply. This week, India told Canada to remove 41 of its 62 diplomats in the country, ramping up the confrontation. Trudeau and other Canadian officials, including Foreign Minister Melanie Joly, have hinted that Canada won't take reciprocal measures.

A source familiar with the matter said Jordan and Scalise talked Friday and they agreed it wouldn’t be wise, so the forum is now off. CNN reported Thursday the House GOP conference was scheduled to have an in-person meeting at 6 p.m. ET on Monday ahead of the GOP’s speaker candidates’ forum on Tuesday and their internal election on Wednesday. India is by far Canada's largest source of global students in the country's fast-growing international education business, making up for roughly 40% of study permit holders. International students contribute over C$20 billion ($14.6 billion) to the Canadian economy each year. Reuters spoke to more than a dozen universities and consultants in Canada and India who said they were taking measures to reassure students. Last week, Canadian Immigration Minister Marc Miller described international students "an asset that is very lucrative". In Punjab's Amritsar, home to the Golden Temple, one of the holiest sites in Sikhism, over 5,000 students moved to Canada last year.

Much of the furor is directed at Florida Rep. Matt Gaetz, the ringleader of the McCarthy rebellion. “I think it’s very sad that this is obviously politically personally motivated,” Murphy said of Gaetz’s push to oust McCarthy. “I don’t think Markwayne Mullin and I have said 20 words to each other on the House floor. REUTERS/Adnan Abidi/File Photo Acquire Licensing RightsOct 3 (Reuters) - Canada wants private talks with India to resolve a diplomatic dispute over the murder of a Sikh separatist leader, Foreign Minister Melanie Joly said on Tuesday, after a report said India had asked the country to withdraw 41 diplomats. India has told Canada that it must repatriate the diplomats by Oct. 10, according to the Financial Times. We take Canadian diplomats' safety very seriously and we will continue to engage privately because we think diplomatic conversations are best when they remain private," Joly told reporters. The Financial Times said India had threatened to revoke the diplomatic immunity of the 41 diplomats told to leave if they remained after Oct. 10. India suspended new visas for Canadians on Sept 22 and asked Ottawa to reduce its diplomatic presence in the country.

Rio's destruction of rock shelters at Juukan Gorge in 2020 prompted a global outcry, the departure of top executives and a parliamentary enquiry that recommended an overhaul of Australia's Aboriginal heritage protection laws. Reaction to the incident has been more muted compared to the outrage over the Juukan Gorge rock shelters so far. VOICE FOR HERITAGELooming over the incident is Australia’s upcoming Indigenous Voice referendum set for Oct. 14 that would create a panel to advise parliament on issues affecting the Aboriginal and Torres Straits Islands communities. "It's hard to think of a more compelling practical example of the need for an Indigenous Voice in the mining policy debate," he said. A spokesperson for the state department regulating Aboriginal heritage protection said it was in contact with Rio Tinto but it was not investigating the latest incident.

CNN —The US House of Representatives is bracing for a key vote Tuesday over Speaker Kevin McCarthy’s political future as GOP Rep. Matt Gaetz of Florida pushes for his ouster. House Speaker Kevin McCarthy speaks with reporters at the U.S. Capitol in Washington, DC, October 3, 2023. No House speaker has ever been ousted through the passage of a resolution to remove them. If a procedural vote fails, then there would be a vote directly on whether to remove McCarthy as speaker, which would take only a majority to succeed. Drew Angerer/Getty ImagesTo force a vote, a member must go to the House floor and announce their intent to offer the resolution to remove the speaker – as Gaetz did.

By Melanie BurtonMELBOURNE (Reuters) - Damage caused to an Aboriginal rock shelter by mining giant Rio Tinto in August underscores the need for better heritage protection laws and a greater say for Indigenous groups promised in this month's Voice referendum, advocates say. Rio's destruction of rock shelters at Juukan Gorge in 2020 prompted a global outcry, the departure of top executives and a parliamentary enquiry that recommended an overhaul of Australia's Aboriginal heritage protection laws. "Regrettably, it seems as though Rio's blast management plan has failed on this occasion leaving the Muntulgura Guruma People to pick up the pieces," said Wintawari Guruma Aboriginal Corporation (WGAC), which represents the Muntulgura, in a statement. A spokesperson for the state department regulating Aboriginal heritage protection said it was in contact with Rio Tinto but it was not investigating the latest incident. “I do intend to file a motion to vacate against Speaker McCarthy this week. But now, knowing full well he’s likely to soon face a so-called motion to vacate vote, McCarthy is taking his detractors head-on – and in increasingly combative terms. If the Senate bill advanced, McCarthy would have a harder time arguing his bill was the solution. 3 Senate Republican, opposed the Senate bill, breaking with McConnell, according to a source familiar with the matter. (Reuters) - Australian billionaire Gina Rinehart's Hancock Prospecting increased its stake in lithium miner Liontown Resources, the company said, moving it closer to being able to block a $4.3 billion bid by U.S.-based Albemarle for Liontown. Hancock said on Friday it raised its stake from 10.7% last month to 12.4%, paying no more than A$3.00 per additional share. Hancock would be able to block the Albemarle deal with a 15% position. Last month, Liontown accepted Albemarle's revised $4.3 billion bid, or A$3 a share. The offer is part of a surge of interest in Australian lithium assets amid the clean energy transition.

One Democratic lawmaker who supports ousting McCarthy told CNN, “I have no trust in, nor respect for, McCarthy. [1/4] Residents in vehicles attempt to leave the city of Stepanakert following a military operation conducted by Azerbaijani armed forces in Nagorno-Karabakh, a region inhabited by ethnic Armenians, September 24, 2023. Whatever the history and the lack of independent reports on events inside the isolated territory, several international legal experts believe the mass flight fits the legal definition of a war crime. For Azerbaijan, however, retaking control of Nagorno-Karabakh helps to redress the traumas of 1988-94. "It would almost assuredly result in the forced displacement of Armenians from Artsakh (Nagorno-Karabakh) and the widespread commission of genocidal atrocities, reflecting those committed in the Second Nagorno-Karabakh War of 2020 and subsequent hostilities," it said. "If the Armenians of Artsakh were to be displaced ... it would result in the genocidal destruction of a people, as the Artsakh Armenians would lose their distinct identity."
