CNN —A colossal ancient whale discovered in Peru might be the heaviest animal on record, according to a new study. What’s more, Perucetus likely weighed two to three times more than the blue whale, which today weighs a maximum of 149.6 metric tons (330,000 pounds). Giovanni Bianucci“Discoveries of such extreme body forms are an opportunity to re-evaluate our understanding of animal evolution,” wrote J.G.M. “It seems that we are only dimly aware of how astonishing whale form and function can be,” they added. The lifestyle of a colossal whaleThe findings suggest that gigantism or peak body mass among cetaceans had been reached around 30 million years earlier than previously thought, according to the study.

She was speaking after a meeting with Philippine President Ferdinand Marcos Jr. in Manila where the two leaders discussed a range of issues from security and trade to climate change. "We are ready to strengthen the cooperation with the Philippines on maritime security in the region by sharing information, conducting threat assessment and building the capacity of your coast guard," she said in a joint press conference with Marcos. Von der Leyen on Monday reaffirmed the EU's support for a 2016 international arbitration ruling that invalidated Beijing's expansive claims, saying the ruling is legally binding and provides the basis for resolving disputes peacefully. Von der Leyen also said the European Union will support the Philippines' fight against climate change, which is a priority for Marcos as he pushes to increase renewables in the country's power mix to 35% by 2030.

Philippines seeks rice supply boost, may look to India

"I'm thinking about the national supply for rice," Marcos told officials in the northern province of Cagayan, where he went to assess the damage from Typhoon Doksuri. "Everybody is preparing for El Nino, all of Southeast Asia. " The Philippines, one of the world's biggest rice importers, traditionally buys the staple grain mainly from its neighbour Vietnam. India last week banned exports of non-basmati white rice - its largest rice export category - to ease domestic prices that climbed after rains caused significant crop damage. "That's why I'm getting nervous over possible spikes in (local) prices even if we import."

MANILA, July 24 (Reuters) - Philippines President Ferdinand Marcos Jr on Monday touted his administration's successes over the past year, including battling inflation and steering the economy back on track, but said a number of economic challenges lie ahead. After more than a year in office, buffeted by soaring inflation that has dented economic growth, the government is now "stabilising the prices of all critical commodities", Marcos said. "Inflation rate is moving in the right direction," he said in his second state of the nation address. Developing the long-neglected farm sector, which contributes 10% of the country's economic output, is a priority for Marcos, who also helms the agriculture ministry. The Philippines remains vulnerable to global price shocks because it buys a sizeable portion of its rice overseas, and relies on imports for most of its fuel requirements.

Not that there isn’t plenty to praise in “Here Lies Love,” the immersive disco-bio-musical about Imelda Marcos that opened on Thursday at the Broadway Theater. Because the real star of this show is the astonishing architectural transformation of the theater itself, by the set designer David Korins. That she would probably adore the over-emphatic atmosphere of “Here Lies Love” — with its lurid lighting by Justin Townsend, skittering projections by Peter Nigrini and earsplitting sound by M.L. For here we are, at the place where irony and meta-messaging form a theatrical-historical knot that can’t be picked apart. Which is why, as you clap, you should probably wonder what for.

Although the governor and his closest advisers insist he is focused on serving Sao Paulo state, many of Brazil's seasoned conservative power brokers are already calling the pro-business moderate a natural candidate for the presidency in three years. It also helped shore up three-quarters support among Sao Paulo lawmakers for the reform as it cleared one chamber of Congress. He is pushing to privatize the port of Santos on the Sao Paulo coast, a bid blocked for now by the federal government. And he has vowed to revive efforts to privatize state water utility Sabesp (SBSP3.SA), while Lula has decried recent privatizations under Bolsonaro. A priority for the Philippines is the safety of the more than 100,000 of its nationals living and working in Taiwan. Without providing specifics, Teodoro, said the contingency measures being discussed were "a multi-agency effort and not only a defence effort". In a ruling on July 18, the ICC appeals judges rejected an attempt by the Philippines to block an investigation into the bloody anti-narcotics campaign of former President Rodrigo Duterte. A majority of judges rejected all four points of Manila's appeal, including that the ICC has no jurisdiction in the Philippines and that authorities there were conducting their own investigation. "The ICC appeals judges' ruling marks the next step toward justice for victims of 'drug war' killings and their families," Bryony Lau, deputy Asia director at Human Rights Watch (HRW), said in a statement. The decision left some of the families of drug war victims in tears after they watched the court proceeding online. But appeals judges ruled prosecutors still had jurisdiction over the alleged crimes because they occurred when the Philippines was still an ICC member.

The decision comes after the ICC said in January it would revive its investigation into possible “crimes against humanity” during Duterte’s tenure. More than 6,000 people have been killed in anti-drug operations since Duterte launched his controversial drug war soon after taking office in 2016, according to police data. Duterte’s administration and its successor under President Ferdinand Marcos Jr. have pushed back against the ICC’s probe into drug war killings in the country, denouncing the investigations as unjust. The Philippines was formerly a signatory to the ICC but Duterte canceled the country’s membership after the court began probing his drug war. Remulla accused the ICC of having a “political agenda” to resume the investigation, and is an interference to the freedom and sovereignty of the country.

BEIJING, July 17 (Reuters) - China's President Xi Jinping told former Philippine President Rodrigo Duterte to continue to promote cooperation between the two countries, after bilateral relations cooled with Duterte's successor seeking closer ties with Washington. Ferdinand Marcos Jr was elected as president for a six-year term in 2022, taking over from Duterte who had adopted a more pro-China stance. Under Marcos, relations between China and the Philippines have grown tense, with Manila pivoting back to its traditional ally, the United States. "During your tenure as president of the Philippines, you had resolutely made the strategic choice to improve relations with China in an attitude of being responsible to the people and to history," Xi told Duterte. Last month, Duterte told domestic media that the Philippines could become a "graveyard" if it gets caught up in U.S.-China tensions.

1 p.m. Get out on the waterAfter years of drought, Cachuma Lake — Santa Barbara’s expansive, tentacled reservoir about 30 minutes out of town — is full for the first time in more than a decade. Take Highway 154 over the San Marcos Pass to the Santa Ynez Valley to see the lake glistening between oak-covered hills. The drive is part of the experience, with potential stops including the Chumash Painted Cave State Historic Park , where visitors can see centuries-old rock art by the Indigenous Chumash people, and the Tequepis Trailhead , for those who would rather hike than float. At Cachuma Lake Recreation Area (admission $10), take advantage of the abundant water by renting a kayak (from $15 per hour) or boat (from $45 for two hours) from the Rocky Mountain Recreation Company . Because the lake is a reservoir, swimming isn’t permitted, but the park has a pool and Hook'd Bar & Grill has picnic tables beside the lake with live music on weekends.

His son Matthew Arkin said that Mr. Arkin, who had heart ailments, died at home. Mr. Arkin was not quite a show-business neophyte when he was cast in the 1963 Broadway comedy “Enter Laughing,” Joseph Stein’s adaptation of Carl Reiner’s semi-autobiographical novel about a stage-struck boy from the Bronx. He had toured and recorded with the Tarriers, a folk music group, and he had appeared on Broadway with the Second City, the celebrated improvisational comedy troupe. In a cast that included established professionals like Sylvia Sidney and Vivian Blaine, Mr. Arkin stole the show and won the hearts of the critics. “‘Enter Laughing’ is marvelously funny, and so is Alan Arkin in the principal role,” Howard Taubman wrote in The New York Times.
