STOCKHOLM (Reuters) - Half of the world's countries are suffering democratic decline, ranging from flawed elections to curtailed rights including freedoms of expression and assembly, an intergovernmental watchdog group said on Thursday. "In short, democracy is still in trouble, stagnant at best, and declining in many places," IDEA Secretary-General Kevin Casas-Zamora said in the report. IDEA bases its Global State of Democracy Indices on more than 100 variables and is using four main categories - Representation, Rights, Rule of Law and Participation - to categorise performance. It also said Azerbaijan, Belarus, Russia and Turkey had drifted away from the rest of Europe, performing well below the European average across most indicators of democracy. However, the think-tank said there were some green shoots, with surprisingly high rates of political participation and decreasing levels of corruption, especially in Africa.

CNN —Burt Young, a former boxer who found fame playing tough guys in Hollywood, died earlier this month, his daughter Anne Morea Steingieser told the New York Times. Young was best known for his role as Rocky Balboa’s brother-in-law Paulie in the “Rocky” movie franchise. Sylvester Stallone, who starred as Rocky, paid tribute to Young on Wednesday. “I was on the MGM lot when Sly Stallone came over and introduced himself to me, told me he wrote ‘Rocky’ and said ‘you gotta do it,’” Young recalled. He has a real eyeball for what’s going on in the world.”It helped establish Young as an actor who could play the heavy, but also be complex.

CNN —Baltimore police responded to an active shooter situation involving multiple victims at Morgan State University Tuesday night, the department confirmed to CNN. Police officials have confirmed the incident is no longer considered an active shooter situation but are still asking everyone to shelter in place. There was a “preliminary report of four individuals shot” somewhere on the university grounds, Baltimore City Fire Department Director of Communications Kevin Cartwright told CNN. Both police and the university – a small HBCU in northeast Baltimore – have urged those on campus to shelter in place and avoid the area. It also falls just days before a scheduled candlelight memorial service intended to honor university members who have died over the past year.
