Away from the front, Ukraine’s war has become a numbers game: who can acquire, make and resupply more tanks, bullets, and, most of all, artillery shells. All in all, Kyiv needs some 1.5 million artillery shells annually, according to the CEO of one of Europe’s largest arms manufacturers, Rheinmetall. By July, the US had supplied more than two million artillery rounds to Ukraine since the 2022 invasion, the Pentagon said. But in February 2023, Europe-wide production of artillery ammunition had a maximum capacity of 300,000 shells annually, Estonian defense officials estimated. The best-case scenario of an increase to making 2.1 million shells annually is still years away from being realized.

As part of a review of the EU's 2021-2027 budget, the European Commission in June proposed 50 billion euros in grants and loans for Ukraine to keep Kyiv financed as it fights off Russian aggression. This year, the EU will pay out 18 billion euros to Ukraine in highly concessional loans, but, if the proposed 50 billion total stays, Ukraine will only get 12.5 billion annually from 2024 to 2027. She said the EU budget review should also add money for military mobility -- roads, ports, bridges and airports that allow armed forces to move around quickly -- as the 1.7 billion euros originally allocated for the purpose was insufficient. "We see the need for military mobility infrastructure increasing. It exceeds one billion euros just for Lithuania," she said.

It's the latest example of the pressure big banks are under to keep their place atop Wall Street. Before the announcement, the bank's share price was down almost 9% this year, trailing all of its fellow big bank peers in the US except Bank of America. Citi's overhaul represents how big banks are scrambling to stay on top of a financial world passing them by. CEO Jamie Dimon recently quipped he "wouldn't be a big buyer of a bank" in reference to proposed regulations requiring big banks to keep more money on the sidelines. Whether it's fintechs or so-called shadow banks, there's no shortage of players looking to offer services previously dominated by big banks.

Billionaire investor Ron Baron is standing by his bullish thesis on Tesla , seeing the Elon Musk-led electric vehicle maker growing as much as fivefold in the future. The Baron Capital chairman and CEO revealed that his firm has made about 20 times its investment in Tesla since he first bought the stock in 2014. Tesla is the biggest holding in Baron's oldest and biggest fund, Baron Partners Fund (BPTIX), accounting for 46% of the portfolio. "I think Tesla in the next seven years will be about four or five times as big as it is right now in the stock market," Baron said Wednesday on CNBC's " Squawk Box ." Baron Capital managed about $40 billion at the end of 2022.

Ukraine shared dramatic footage of soldiers apparently surviving a blast that hit a US-supplied Humvee. The video shows the inside of the vehicle suddenly engulfed in flames and smoke. In a tweet sharing the footage, the Ukrainian ministry thanked the US for the vehicle, saying: "Your Humvees save the lives of our soldiers."
