The homeland security secretary, Alejandro N. Mayorkas, on Sunday announced the members of a panel to conduct an independent review into security failures after a gunman was able to wound former President Donald J. Trump last weekend at a campaign rally in Butler, Pa. The Secret Service, which answers to Mr. Mayorkas, is facing criticism for its decisions in planning security for the event, and Republican leaders have called for the agency’s director, Kimberly A. Cheatle, to resign. Mr. Mayorkas’s announcement on Sunday promised that the panel would get to the bottom of what went wrong and what changes the Secret Service should make to protect the country’s leaders. The panel — described by Mr. Mayorkas as bipartisan — that will be conducting the 45-day review will be made up of Janet Napolitano, a former homeland security secretary; Frances Townsend, a former homeland security adviser to President George W. Bush; Mark Filip, a former federal judge and a deputy attorney general under Mr. Bush; and David Mitchell, a former secretary of the Delaware Department of Public Safety and Homeland Security. CNN —Former President Donald Trump’s security detail had complained they were not being given enough resources and personnel by the Secret Service over the past two years, and the agency acknowledged Saturday it denied some requests. A spokesperson for the Secret Service said in a statement Saturday that the agency has not provided certain resources in the past but has instead provided other security measures including from local partners. The Washington Post and The New York Times reported earlier Saturday that the Secret Service denied previous request from Trump’s security team over the past two years. In response to questions from CNN over whether the Secret Service had denied additional security requests, a spokesperson told CNN the agency makes “modifications” when certain resources are not provided to protectees. “In some instances where specific Secret Service specialized units or resources were not provided, the agency made modifications to ensure the security of the protectee,” Anthony Guglielmi, chief of communications for the Secret Service, wrote in a statement.

A key question after an assassination attempt on former President Donald J. Trump a week ago is why the Secret Service excluded from its secured zone a nearby warehouse the gunman used for his assault. But another possible flaw in the Secret Service’s plans for the campaign rally at the farm show grounds in Butler, Pa., is emerging. The protection agency expected the sizable contingent of officers from local law enforcement agencies to contain any threats outside of the secured zone but assigned almost all those officers to work inside it, according to numerous interviews with local law enforcement and municipal officials. More specifically, the local law enforcement officials say that none of them were assigned to safeguard the complex of warehouses just north of the farm show grounds. The gunman was able to use the roof of the warehouse closest to the stage — about 450 feet from the podium — from which to shoot.

The six days that carried Donald Trump from the stage in Butler, Pa., to the rostrum at the Republican National Convention seemed at times like the buildup to a moment of total political domination, an apotheosis for the Republican nominee and confusion and defeat for his opponents. The image of Trump rising, alive and fighting and undaunted, under the red, white and blue. The cohesive and enthusiastic Republican convention that followed, complete with the anointing of a youthful vice president and heir apparent, all in contrast to the spectacle of a Democratic Party trying desperately to jettison its senescent standard-bearer. The promises of a conciliatory and unifying acceptance speech, finally delivering the “presidential” Trump that Republicans have strained to see these last eight years. For the first nearly 20 minutes of the speech, as Trump walked the audience through the experience of surviving an assassin’s bullet, the apotheosis seemed to be on track.

CNN —The US Secret Service is scrambling to increase security ahead of former President Donald Trump’s first campaign rally since the failed assassination attempt on his life last week, sources familiar with the planning told CNN. “We assist the Secret Service,” a spokesperson for the sheriff’s office told CNN, adding that the Secret Service was leading all security planning for the rally. The source said the lack of these exercises have resulted in security gaps, including communication breakdowns between law enforcement partners. “The Secret Service is responsible for the security planning for presidential visits, but we stand ready to assist them with whatever they need,” Banner wrote in an email. The Secret Service would not comment on security planning for the rally or Trump.

CNN —The Trump rally shooter searched online for information on the arrest of a Michigan mass shooter and his parents, who were prosecuted in a 2021 high school shooting. A week before the shooting, Thomas Matthew Crooks searched online for the date of the Democratic National Convention and where Trump planned to speak, as well as other searches for Trump and President Joe Biden. Unlike other mass shooters who often leave behind manifestos or writings to explain their attack, Crooks left behind few clues, in his bedroom or online. Investigators have focused on Crooks’ online activity in the months and days before the attack. He searched for the date and location of the Democratic National Convention, which takes place in August in Chicago, and for the location of the Trump rally.

Investigators found a small drone in the car owned by the gunman who tried to assassinate former President Donald J. Trump — and believe it was used to survey the site of Mr. Trump’s rally in Butler, Pa., at least once before the shooting, according to law enforcement officials. Thomas Crooks, 20, visited the area near the fairgrounds used for the rally on July 7 — six days before the event — and appears to have made another trip the morning of the shooting, according to geolocation data found on one of his two cellphones, the officials said. At some point last Saturday, Mr. Crooks seems to have flown the drone to gather footage for a layout of the Butler Farm Show grounds using a preprogrammed flight path, according to an official briefed on the situation who requested anonymity because the person was not authorized to speak about a continuing investigation. The discovery of the drone was delayed when investigators found two rudimentary explosive devices in his Hyundai Sonata shortly after Mr. Crooks — a highly intelligent and technologically sophisticated community college graduate — was felled by a sniper after bloodying Mr. Trump’s ear, killing a man in the crowd and seriously injuring two other people.

CNN —Thomas Matthew Crooks, the shooter in the failed assassination attempt against former President Donald Trump, wrote on the popular gaming platform Steam that “July 13 will be my premiere, watch as it unfolds,” a source familiar with the matter told CNN. The source did not elaborate on timing or whether there were other posts. Investigators have been trying to learn more about what Crooks was doing in the days and hours leading up to his attempt to assassinate the former president.
