The message behind Putin’s Wagner meeting

In a televised meeting Friday, Putin met with Russia’s Deputy Defense Minister Yunus-Bek Yevkurov and former Wagner commander Andrey Troshev, according to a partial transcript published by the Kremlin. But unpack the language, and Putin’s Friday meeting appeared to put a reassuring gloss on the Russian government’s attempt to bring the mercenary group to heel. “I would like to talk to you about issues of a social nature,” Putin told Troshev, without naming Wagner. Wagner has supported the Libyan National Army for several years, reportedly backing Haftar’s 2019-2020 military campaign against the Tripoli-based government. If Friday’s meeting is any guide, Yevkurov appears to be a point man for future Wagner activity while Troshev takes on a different brief: overseeing Wagner 2.0 for the war in Ukraine.

Russian President Vladimir Putin met Friday with the new commander of Wagner, Andrei Troshev. At the meeting, Putin referred to Troshev leading "various combat missions," including in Ukraine. Troshev was the second in command of Wagner before the death of former boss Yevgeny Prigozhin. Andre Troshev, a former colonel in the Russian military, took over as head of the Wagner paramilitary organization following the death of previous boss Yevgeny Prigozhin in August. He had been the group's second in command but did not appear to back Prigozhin's short-lived mutiny against Russian military leadership two months earlier.

"At the IPC General Assembly in Bahrain, IPC members voted 74-65 (13 abstentions) against a motion to fully suspend NPC (National Paralympic Committee) Russia for breaches of its constitutional membership obligations," the IPC said. The decision comes two weeks before the International Olympic Committee session in Mumbai where it will also discuss Russia's and Belarus' participation at the Paris Olympics next year. The IPC had last year suspended the paralympic committees of both countries and banned their athletes from competing following the Russian invasion of Ukraine in 2022. The IOC has not sanctioned the Russian or Belarus Olympic Committee or Russian members of the IOC. In March, however, it issued a first set of recommendations for international sports federations to allow Russian and Belarusian athletes to return.

Belarus again ruled out participating in the war in Ukraine alongside Russia, with its top diplomat insisting that a political and diplomatic solution is the only way to end the conflict. Belarusian Foreign Minister Sergei Aleynik was asked by the Associated Press whether he foresees a situation in which Belarus could take part in the war. "My answer is no," Aleynik said, adding that Russia's longstanding ally Belarus has always supported peace in its neighboring country and will continue "to do everything in our power" to achieve it. Russia's Defense Ministry published a video in which Admiral Viktor Sokolov was seen attending a video conference with Russian defense officials Tuesday. Ukraine admitted Tuesday that Sokolov's death had not been confirmed, but a top defense analyst has questioned the authenticity of the Russian video.

In a statement released late on Tuesday, the Ukrainian Association of Football (UAF) urged UEFA to reconsider its decision and urged other countries not to play against Russian teams. UEFA decided after Russia's invasion of Ukraine in February 2022 that all Russian teams - national or club sides - would be suspended from participation in its competitions. But UEFA said on Tuesday that "children should not be punished for actions whose responsibility lies exclusively with adults", and that Russian U-17 sides would be readmitted to UEFA competitions "in the course of this season". "UAF strongly condemns today's UEFA decision on the return of U-17 teams from the Russian Federation to international competitions," the UAF said, urging UEFA to stick to its blanket ban on Russian teams. England's Football Association reacted to UEFA's decision on Tuesday by saying its youth teams would not play against Russia.

UNITED NATIONS (AP) — The foreign minister of Belarus, which has a strategic partnership with Russia, says he cannot envision a situation where his country would enter the war in Ukraine alongside Russian forces. Sergei Aleinik said in an interview with The Associated Press that he also can’t imagine a situation where Russia would order his country to use the tactical nuclear weapons it recently deployed in Belarus. The foreign minister disputed the assertions by some opponents that Belarus’ ties to Russia were isolating the country. “It’s clear that by increasing weapons deliveries to this country, the West is determined to continue the war down to the last Ukrainian.”Could he see a situation where Belarus could support the war in Ukraine alongside Russia? The World Anti-Doping Agency (WADA) banned the flag at all major sporting events, outside the Olympic and Paralympic Games, in 2021 after deeming North Korea had failed to implement an effective testing programme. Acting OCA President Randhir Singh said Asian Games organisers and North Korea were in discussions with WADA but that the flag was still "flying". "North Korea also has written to WADA as well, explaining their position," he told reporters on Sunday. At present the North Korea flag is flying and we will look into it and see what the future says. The Hangzhou Asian Games is the first international multi-sport event North Korea is attending since the 2018 edition in Jakarta.

MOSCOW (Reuters) - Russia sees tension between Poland and Ukraine growing in the future after a spat over grain exports, and expects further rifts to develop between Kyiv and its Western allies, the Kremlin said on Friday. Kremlin spokesman Dmitry Peskov was commenting on Poland's announcement this week that it would not send new arms deliveries to Ukraine. That would suit Moscow, which casts the conflict as a proxy war in which the West is using Ukraine to try to inflict a "strategic defeat" on Russia. Poland said this week it would not deliver new arms to Ukraine, beyond existing agreements, because it needed to prioritise its own defence. Peskov said Poland's posture was a problem for its neighbour Belarus, which is a close ally of Russia.

From February 5, 2023, the European Union will no longer purchase petroleum products such as diesel, gasoline or lubricants from Russia. Russia imposed an indefinite ban on the export of diesel and gasoline to most countries, a move that risks disrupting fuel supplies ahead of winter and threatens to exacerbate global shortages. In a government decree signed by Prime Minister Mikhail Mishustin, the Kremlin said Thursday that it would introduce "temporary" restrictions on diesel exports to stabilize fuel prices on the domestic market. Market participants are concerned about the potential impact of Russia's ban, particularly at a time when global diesel inventories are already at low levels. Oil prices jumped as much as $1 a barrel on the news on Thursday, before settling lower for the session.

Russia curbs gasoline and diesel exports to ease shortages

Russia has introduced a temporary ban on exports of gasoline and diesel to all countries except four ex-Soviet states in order to stabilize the domestic market, the government said Thursday. “Temporary restrictions will help saturate the fuel market, which in turn will reduce prices for consumers,” the Russian government said in a statement. In recent months Russia has suffered shortages of gasoline and diesel. Wholesale fuel prices have spiked, although retail prices are capped to try to curb them in line with official inflation. Traders say the Russian fuel market has been hit by factors including maintenance at oil refineries, bottlenecks on railways and the weakness of the ruble, which incentivizes fuel exports.

WARSAW (Reuters) - Poland's government plans to run adverts ahead of some screenings of the prize-winning refugee drama "Green Border" to defend its treatment of migrants crossing the frontier from Belarus, a minister said on Thursday. Directed by veteran Polish filmmaker Agnieszka Holland, the film has drawn a furious response from conservatives in Poland ahead of its release in Polish cinemas on Friday. It says the film's depiction of what happens to migrants crossing into Poland from the east dishonours those who are protecting their country. "In arthouse cinemas throughout Poland, screenings will be preceded by a special ad about elements missing in the film", he told reporters. Director Holland has previously rejected criticism of the film, saying that it is "an attempt to give voice to those who are voiceless".

CNN —During a ceremony and press conference Wednesday in New York, seven drawings by the Austrian expressionist Egon Schiele were returned to the heirs of their former owner, Fritz Grünbaum, whose art collection was stolen by the Nazis during World War II. His routines, which often openly derided Nazism and Hitler, were eventually banned, and Nazis arrested Grünbaum in 1938. His wife, Elisabeth, was later forced to turn over her husband’s art collection — which Bragg said Wednesday included “hundreds of pieces” — to the Nazis. Grünbaum’s collection included “I Love Antithesis,” a colorful watercolor painting of the artist, and “Girl Putting on Shoe,” which was previously held by MoMA. Earlier this week, additional Schiele pieces were “seized” from three US museums amid other efforts to reunite Grünbaum’s collection, though they currently remain at the museums pending further investigation.
