The Justice Department said on Tuesday that it had moved to disrupt a covert Russian influence operation that used artificial intelligence to spread propaganda in the United States, Europe and Israel with the goal of undermining support for Ukraine and stoking internal political divisions. In affidavits released with the announcement, officials with the Justice Department, the F.B.I. and the Pentagon’s Cyber National Mission Force linked the effort to Russia’s Federal Security Service and RT, the state television network that has channels in English and several other languages. The disclosure of such a large, global network of bots confirmed widespread warnings that the popularization of rapidly developing A.I. tools would make it easier to produce and spread dubious content.

A Russian court on Tuesday ordered the arrest in absentia of Yulia B. Navalnaya, the widow of Aleksei A. Navalny, who was a key figure in the country’s political opposition, accusing her of “participating in an extremist community.”The court order against Ms. Navalnaya, who left Russia in 2021, comes five months after her husband died under murky circumstances in a harsh Russian penal colony. He was imprisoned after being convicted of various trumped-up charges when he returned to Russia after a near-fatal attempt to poison him in August 2020. Ms. Navalnaya has repeatedly accused President Vladimir V. Putin of Russia of murdering her husband and has vowed to continue his opposition work. The statement from the Basmanny District Court’s press office announcing the arrest order did not spell out the reason for the charges, but it appeared to be linked to her role in helping to run the Navalny opposition organization. Two top Democratic senators have asked the Justice Department to open a criminal investigation of Justice Clarence Thomas for possible violations of federal ethics and tax laws. Senators Sheldon Whitehouse of Rhode Island and Ron Wyden of Oregon sent a letter to Attorney General Merrick B. Garland last week asking that he appoint a special counsel to investigate Justice Thomas’s failure to disclose lavish gifts, luxury travel, a loan for a recreational vehicle and other perks given to him by wealthy friends. With the election of the reformist candidate Masoud Pezeshkian as president, Iran may see a softening of its absolutist foreign policy and even an opportunity for a new diplomatic opening, current and former officials and experts say. The possibility that Donald Trump could attract a significant share of Latino voters and shave down his margins against President Biden is one of the open questions of this election. But conservative Latino voters have taken up outsize space in the national imagination. The Biden campaign should worry less about a mass defection of Latinos to the MAGA camp than about motivating young Latinos to go to the polls.
