A senior White House official described the action as a “rather extraordinary” policy adjustment at a critical moment for Ukraine. “If we didn’t do this for Ukraine, they would not have been able to maintain their critical air defense stockpile heading into the winter, period,” the official said. Ukraine is expected to get its first exports of the air defense capabilities this summer and the policy change will stay in place for 16 months, the official said. The White House official would not share the list of affected countries, other than to say that air defense exports to Taiwan would not be impacted. The move is being done in parallel with Biden administration efforts to get Ukraine more air defense systems as well, a second White House official said.

CNN —North Korea and Russia have pledged to use all available means to provide immediate military assistance in the event the other is attacked, according to the text of a new landmark defense pact agreed by the two autocratic nations. Russian President Vladimir Putin and North Korean leader Kim Jong Un signed a new strategic partnership agreement Wednesday in Pyongyang during a rare state visit by the Russian leader who said the two allies have ramped up ties to a “new level.”North Korean state media reported on Thursday the full text of that pact, which also includes political, trade, investment, and security cooperation. According to the text, Article 4 states that should either country “get into a state of war due to an armed aggression” the other “shall immediately provide military and other assistance with all the means at its disposal.”The pact, which comes against the backdrop of Putin’s grinding war against Ukraine, is the most significant agreement signed by Russia and North Korea in decades and is seen as something of a revival of their Cold War-era mutual defense pledge. South Korean intelligence estimates that North Korea has delivered as many as 5 million artillery rounds, along with ballistic missiles and other ammunition. Putin, meanwhile, will visit one-party ruled Vietnam later this week, not exactly a military powerhouse, but at least one country that is not backing Ukraine.

Representatives from the warring nations held peace talks in the early weeks of the Russian invasion. A simple principle underpins a contentious Thursday decision by the U.S. and key allies to tap profits from Russian sovereign assets in support of Ukraine: Moscow must make reparations. Questions have also been raised over the legality of setting such a precedent: Russia has been cut off from its frozen assets, but retains their ownership. House Republicans banded together on Friday to narrowly pass an $895 billion defense policy bill that would restrict access to abortion and transgender medical care in the military and eliminate all positions and offices of diversity, equity and inclusion across the Pentagon. The 217-to-199 vote, largely along party lines, reflected a dramatic shift in support for the annual National Defense Authorization Act, normally an overwhelmingly popular bill, since it emerged from a House committee last month with broad bipartisan support. Democrats turned against the bill in droves after Republicans insisted for the second year in a row on loading it with conservative policy dictates. The legislation would provide a 19.5 percent pay increase for the troops, as well as an array of quality-of-life improvements including more generous housing and food allowances for military families and improvements for military housing facilities. “Our adversaries will only be deterred through strength,” he added, and the House bill “ensures our military will continue to project that strength.”
