Nikki Haley is instructive. But nowhere does it talk in depth about policy or what the Koch brothers’ organization represents within the Republican coalition. What makes Haley interesting in this race is not, in fact, her position in the polls but her position in the party. Haley was, after all, Trump’s ambassador to the United Nations, an interesting position for someone who so sharply diverges from Trump’s ostensibly non-interventionist foreign policy. Under Carter, the U.S. military opened all military roles to women and also ended a ban on openly serving transgender service members. "To choose service members on other grounds than military qualifications is social policy and has no place in our military," Carter said at the time. Before becoming defense secretary, Carter served as deputy defense secretary and chief operating officer in the Pentagon. Since leaving public service, Carter led the Belfer Center for Science and International Affairs at Harvard's Kennedy School.
