President Emmanuel Macron of France is making a surprise trip to New Caledonia, a French territory in the South Pacific that has been gripped by deadly unrest for more than a week, to hold talks with pro-independence leaders. Six people have died and hundreds have been injured since demonstrations by the Indigenous Kanak people turned violent early last week. Some local leaders expressed doubts that Mr. Macron, who is scheduled to arrive on Thursday, could defuse the tensions. Many in the Kanak community have accused Mr. Macron and France of reneging on an agreement that had put New Caledonia on a possible path to independence. Mr. Macron has refused calls to withdraw the amendment.

International sanctions against Moscow over its invasion of Ukraine have blocked many Russian investors' access to securities held in jurisdictions outside the country, while Russian countermeasures have frozen Western funds within. "The decree ... creates legislative opportunities for conducting the "exchange" of frozen assets, the state will not take part in organising the exchange itself," the finance ministry said. Organising exchanges was down to brokers and other securities market participants, it said. "The decree refers to the use of foreign investors' funds in type-C accounts."

A prisoner swap between the United States and Iran was expected to take place on Monday, according to a spokesman for the Iranian Foreign Ministry, after two years of high-stakes negotiations. As part of the deal, the United States had agreed to unfreeze $6 billion in Iranian oil revenue and dismiss federal charges against several Iranians accused of violating U.S. sanctions. The spokesman’s remarks were published on the website of the Iranian news agency ISNA. Mr. Kanaani said five Iranians, several of whom are permanent residents of the United States, were expected to be released. It was not immediately clear exactly how many of the Iranians would return to Iran, although Mr. Kanaani said it would be two.

The Russian foreign ministry did not immediately respond to a request for comment from Insider sent outside regular business hours. Some companies trying to exit Russia recently are facing demands of even steeper discounts, Reuters reported on August 25, citing three persons familiar with exit processes for foreign companies. Both firms had been trying to exit Russia for months before the seizures, before the sudden takeover. In July, Moscow targeted the Russian assets of food and beverage giants Danone and Carlsberg for seizures. A month later, in September, Russia demanded foreign banks unfreeze Russian assets if they wanted to exit the market.
