President Emmanuel Macron of France is making a surprise trip to New Caledonia, a French territory in the South Pacific that has been gripped by deadly unrest for more than a week, to hold talks with pro-independence leaders. Six people have died and hundreds have been injured since demonstrations by the Indigenous Kanak people turned violent early last week. Some local leaders expressed doubts that Mr. Macron, who is scheduled to arrive on Thursday, could defuse the tensions. Many in the Kanak community have accused Mr. Macron and France of reneging on an agreement that had put New Caledonia on a possible path to independence. Mr. Macron has refused calls to withdraw the amendment.

But the ruling falls far short of eliminating the bureau’s legal obstacles. Immediately after the ruling was announced, lawyers for the bureau, which is charged with preventing consumer abuse in the financial industry, began preparing dozens of legal filings to try to unfreeze its activities. Among them are requests to federal judges to end stays on new rules and on subpoenas to financial firms. While the Supreme Court’s ruling should resolve a few of the stays, the bureau will still struggle to overcome other roadblocks. He noted that Justice Samuel A. Alito Jr.’s dissent cited three recent consumer bureau actions that, in Justice Alito’s view, would be “major changes” in consumer protection law.

Prospective buyers are also balking at paying such high mortgage rates, especially when national home prices are near record levels, fueling an affordability crisis. AdvertisementOffering portable mortgages would enable hesitant sellers to keep their rock-bottom mortgage rates when they move, potentially boosting overall inventory and transaction volumes. She suggested the best fix for the frozen housing market will be if inflation cools, the Fed cuts interest rates, and mortgage rates fall to historical norms. Fannie Mae and Freddie Mac, the government-sponsored enterprises that direct the mortgage market, would have to be on board to make mortgage portability a reality, but that doesn't appear to be the case.

Last year, Ukraine passed legislation shifting its Christmas celebrations in line with many Western dates – a step to further distance itself from traditions commonly observed in Russia. As 2023 drew to a close, Russia launched the biggest air attack on Ukraine since the beginning of its full-scale invasion. The intensity and frequency of the attacks — on the back of reports that the Ukrainian counteroffensive is stalling and that western backers of Ukraine are holding back billions in funding — marks a major turning point in the war. While it’s impossible to put an exact number on Ukrainian war losses, anyone who visits the military portion of the Lychakiv Cemetary in Lviv can see that its expanded to almost maximum capacity. Ukraine scored a big win last week when the EU approved sanctions against Russia’s largest diamond producer, Alrosa, and its CEO.

Nov 9 (Reuters) - Russia's finance ministry on Thursday said the state would not take part in organising frozen asset 'exchanges', instead leaving that up to financial market players. International sanctions against Moscow over its invasion of Ukraine have blocked many Russian investors' access to securities held in jurisdictions outside the country, while Russian countermeasures have frozen Western funds within. "The decree ... creates legislative opportunities for conducting the "exchange" of frozen assets, the state will not take part in organising the exchange itself," the finance ministry said. Organising exchanges was down to brokers and other securities market participants, it said. "The decree refers to the use of foreign investors' funds in type-C accounts."

New York CNN —Sam Bankman-Fried was found guilty Thursday following a monthlong trial that was almost as wild as the rapid rise and fall of cryptocurrency exchange FTX itself. He was found guilty of stealing billions of dollars from accounts belonging to customers of FTX. U.S. Secretary of State Antony Blinken said Sunday that it is not clear there was any involvement by Iran in the weekend attack by Hamas on Israel. Iran has long been a supporter of Hamas, the group designated by the U.S. as a terrorist organization, whose attack on Saturday left at least 250 in Israel dead. "We have not yet seen evidence that Iran directed or was behind this particular attack, but there is certainly a long relationship," Blinken said on CNN's "State of the Union." Israel has since struck back at Hamas, including strikes in Gaza, and the country's Security Cabinet officially approved a "war situation." "Our first focus is to make sure Israel has what it needs to deal with the situation in Gaza.

The prisoner swap was all arranged, or so the American negotiators thought. After years of painstaking negotiations with Iran, secretly mediated by Persian Gulf nations, top aides to President Biden had finally struck a deal on June 6 that would free four Americans held in one of Iran’s most notorious prisons. In exchange, the United States would unfreeze $6 billion in Iranian oil revenue and drop charges against Iranians accused of violating U.S. sanctions. The U.S. negotiators knew there could still be last-minute hiccups, but things were moving forward. that Iran had seized another American citizen, a retired woman from California who was doing aid work in Afghanistan.
