When House Speaker Kevin McCarthy directed three House committees to proceed with an impeachment probe into President Joe Biden on Tuesday, despite an earlier commitment to put the question to a House vote in an apparent appeal to conservatives in his conference, he may have anticipated that his critics on the right would take a day off.
But not long after, one of McCarthy’s fiercest agitators signaled it wasn’t enough.

With little room left for maneuvering, the impeachment inquiry offered a possible off-ramp.
