If so, Mr. Carlson would be the first American media figure to land a formal interview with the Russian leader since he invaded Ukraine nearly two years ago. Mr. Putin’s spokesman, Dmitri Peskov, has indicated that Mr. Putin was denying requests from Western new outlets because their countries had been “stupefied” by anti-Russian propaganda. But Mr. Carlson has been a defender of Mr. Putin while attacking his Western critics, placing him at the vanguard of a pro-Putin wing of the American conservative movement. In a call with reporters on Monday, Mr. Peskov said: “Many foreign journalists come to the Russian Federation every day. Many continue to work here, and we welcome this.” He added, “As for possible interviews with the president, including with foreign media, we have nothing to report at the moment.”

Talk Finding a Moral Center in This Era of WarPhil Klay, as both a participant and a writer, has been thinking deeply about war for a long time. “I’m interested in the kinds of stories that we tell ourselves about war,” says Klay, who is a 40-year-old veteran of the Iraq war. But has this moment changed anything fundamental in how we think about war? I think that Ukraine represents not a good war — because the closer you get to war, the more obvious it is that a phrase like “a good war” has no valid meaning — but rather a necessary war. Here is a war with a clear front line with a clear moral imperative.

Hovland shot 10 birdies – including seven across the last nine holes – to card an unprecedented nine-under 61 and edge Fitzpatrick and world No. It means Hovland will tee off two shots behind Scheffler, who was left to rue yet another strong performance that ultimately reaped no silverware. With six runner-up finishes across his last two PGA Tour seasons, only Cameron Young has finished second as often, though Scheffler’s six wins during that period undoubtedly soften the blow. Joe Robbins/Icon Sportswire/Getty ImagesRory McIlroy finished three shots behind Fitzpatrick and Scheffler in fourth after also shooting 66. Paired with Hovland for the final round, the Northern Irishman had a front row seat to a historic showing.

[1/2] A Japanese flag flutters on the Bank of Japan building in Tokyo, Japan, March 15, 2016. The BOJ maintained its guidance allowing the 10-year yield to move 0.5% around the 0% target, but said those would be "references" rather than "rigid limits". There's weakness all around in stock markets, with MSCI's broadest index of Asia-Pacific shares outside Japan (.MIAPJ0000PUS) down, along with Japan's Nikkei (.N225). The Dow Jones Industrial Average (.DJI) fell 0.67% to snap its longest winning streak since 1987. Second-quarter GDP estimates for Spain, France and Germany should show modestly expanding and yet struggling economies, if latest purchasing manager indexes are any indication.

But it has always demonstrated a sense of restraint, a hesitation to take things too far and risk sparking a broad-scale backlash. With his military in retreat and Ukraine advancing, analysts said Putin appears to have made the largest political gamble of his career. “The social contract has been violated,” said Andrei Kolesnikov, a senior fellow at the Carnegie Endowment for International Peace. The declaration Wednesday is only the third time in Russian history that the government has called for military mobilization. “There are a lot of signals that this will become a significant social and political issue for Putin,” said Tatiana Stanovaya, a Russian political analyst and founder of the political consulting firm R.Politik.
