Russian President Vladimir Putin approved budget plans, raising 2025 military spending to record levels as Moscow seeks to prevail in the war in Ukraine. Lawmakers in both houses of the Russian parliament, the State Duma and Federation Council, had already approved the plans in the past 10 days. Their visit comes as doubts are deepening over what Kyiv can expect from a new U.S. administration led by Donald Trump. Moscow sent 78 drones into Ukraine overnight into Sunday, Ukrainian officials said. In Russia, a child was killed in a Ukrainian drone attack in the Bryansk region bordering Ukraine, according to regional Gov.

A senior Russian commander who was responsible for troops fighting in eastern Ukraine has been removed from his position, according to reports from several Kremlin-aligned news outlets. Anashkin’s appointment as commander of the army's Southern Group had never been officially announced by the ministry. The Russian news outlet RBC reported that Anashkin was dismissed as part of a “planned rotation,” citing anonymous sources within the Defense Ministry on Saturday. However, Rybar, a popular Telegram channel close to the ministry, reported that Anashkin was “removed from his post for false reports in the Seversk direction,” using the Russian version of the region's name. South Korea says 1,500 North Korean troops have been sent to aid Russia in its war in Ukraine. They also said that North Korean troops could find themselves little more than cannon fodder. Other experts said North Korean troops would experience the roughest end of Russia's notoriously brutal military hierarchy, which marks some as expendable. "The grim reality is that the North Korean troops will likely simply be cannon fodder for Russia," said Edward Howell, a North Korea expert at the University of Oxford. Ramil Sitdikov | Afp | Getty ImagesRussia's war-orientated economy and plans for unprecedented military spending risk deepening major imbalances within the government's finances, analysts say. Russia's military-industrial complex, feeding an insatiable war machine, has expanded significantly since the war began, as a result. Signalling its commitment to prosecuting the war in Ukraine, combined spending on both national defense and security will account for around 40% of Russia's total government spending in 2025, the draft budget suggested. Notably, defense spending will exceed twice the amount allocated for social needs such as pensions, Reuters noted.

London CNN —TikTok has removed accounts associated with two Russian media groups for trying to exercise what it called “covert influence” on the upcoming US presidential election, in violation of its guidelines. The covert influence campaign was aimed at the American public ahead of the presidential election, US officials said. Tenet Media boasts a slate of high-profile right-wing, pro-Trump commentators, including Tim Pool, Dave Rubin, Benny Johnson and several others. After the Justice Department announcement, RT responded with mocking statements that did not address the specifics of the US allegations. TikTok, for its part, has itself faced questions over whether or not the Chinese government can manipulate its algorithm to influence the American public.

TikTok said Monday it had removed accounts belonging to Russian state media outlets RT and Sputnik for engaging in what TikTok called “covert influence operations.”The social video app said in a statement on its website that it removed accounts associated with TV-Novosti and Rossiya Segodnya, the parent organizations of the RT television network and the Russian news agency Sputnik. The suspensions follow the Biden administration’s accusations this month that RT acts as an arm of Moscow’s spy agencies. Social media rivals Meta and YouTube have announced similar suspensions of Russian state media accounts, although other tech companies such as X have left up RT and Sputnik accounts. RT and Sputnik both published reports over the weekend saying that some of their accounts had been deleted without explanation. Secretary of State Antony Blinken said this month that he believed Russian outlets such as RT had moved beyond working as media outlets and had turned into covert intelligence operations.

China sent several warships and 15 aircraft to waters off Russia’s Far East coast for Ocean-2024, according to the Russian military. The latest Russia-China military drills fit a pattern of more than a decade of enhanced military coordination between the two countries, experts say. The joint drills also raise questions about whether the two nuclear-armed powers, which are not treaty allies, could act together in any potential future conflict. Russian military sailors attend the opening ceremony for a joint naval exercise in the South China Sea in July. But observers say that despite the growing coordination within joint drills, it’s unlikely there is a clear end goal past sending a strong signal – at least for now.

The DOJ said it was seizing 32 Internet domains "used in Russian government-directed foreign malign influence campaigns colloquially referred to as 'Doppelganger,' in violation of U.S. money laundering and criminal trademark laws." Those alleged efforts include the use of RT, the English-language media network backed by Russia, to influence U.S. opinion. The Biden administration on Wednesday announced sanctions targeting Russian government-backed efforts to manipulate American opinion leading up to the 2024 election. An unidentified Russia Today anchor prepares to go on the air in the RT TV studio in Moscow, June 8, 2018. Investigations later found that there was a coordinated effort by Russia to support his candidacy over the then-Democratic nominee, Hillary Clinton.

The head of the U.N. nuclear watchdog has pushed back against Moscow's calls for further objectivity, following an inspection at the nuclear facility in the embattled Russian region of Kursk. Last week, Russia accused Ukraine of attempting a drone strike at the Kursk nuclear plant during a lightning cross-border incursion that has been under way since early August and which Moscow is still trying to repel. "The spokesperson of the Russian ministry of foreign affairs rightly says, be objective. We are saying here that this nuclear power plant ... is within range of a potential artillery strike, which means that the danger exists. On Thursday, Grossi explained that the Kursk nuclear plant contains reactors of the Soviet RBMK-type, similar to the ones present in the Chernobyl facility, which suffered one of the worst nuclear disasters in history in 1986.

Ukrainian servicemen operate a Soviet-made T-72 tank in the Sumy region, near the border with Russia, on August 12, 2024, amid the Russian invasion of Ukraine. Ukraine's President Volodymyr Zelenskyy stated on Sunday that it was designed "to put pressure on the aggressor Russia" and to push "the war into the aggressor's territory." Russian official Alexei Smirnov, the acting governor of the Kursk region, told a solemn-looking Putin via videoconference Monday that Ukraine controlled 28 settlements. Analysts at the Institute for the Study of War said geolocated footage suggests Ukraine controls a higher number of around 40 settlements, as of Monday. Russia caught off guardPresident Putin vowed on Monday a "worthy response" to Ukraine's border raid, just as 11,000 more civilians were evacuated in Kursk's neighboring region Belgorod, due to "enemy activity."

CNN —Within minutes of President Joe Biden endorsing Vice President Kamala Harris to replace him on the Democratic Party’s ticket on Sunday, the internet crackled with lies, altered photos and other misleading claims about Harris. Some supporters of former President Donald Trump – the Republican nominee in the November election – even suggested Biden was the victim of a coup. Meanwhile, a slew of slickly edited pro-Harris videos quickly proliferated on social media as her backers tried to capitalize on the moment. Biden’s likeness was also exploited in the aftermath of his announcement, which came via a post on social media and not televised address. Gaelen Morse | ReutersRepublican presidential nominee Donald Trump's pick of Sen. JD Vance as his vice presidential running mate will have sent chills down spines in Kyiv Tuesday morning. Ash has previously questioned Vance's position on Ukraine and the suggestion that Europe should bear the responsibility of helping Ukraine to defend itself against Russia. Recent covert acts of sabotage are far from the level of aggression and brutality that Russia has put on display in Ukraine. But make no mistake, a former top US general argued this week, Moscow is already fighting NATO. "We face wider Russian aggression directed at our own democracies, from hybrid attacks to threats in the high north," he added. "We, ourselves, have been experiencing hybrid attacks from Russia for decades, so that's why the threat has been quite clear, what we're facing." Modi, who leads the world’s biggest democracy, has propped Putin up by making India one of a few loyal customers of Russian oil and gas throughout the two-year war in Ukraine. For all the controversies over nuclear power, it’s a zero-carbon form of energy when generated and it’s fast becoming part of many countries’ answer to the climate crisis. “Clearly the Kremlin has decided that would be a good idea, and some countries are keen to expand their own nuclear power production. It changed its tune in May, when it banned Russian uranium imports, and is on a quest to rapidly develop its own industry to produce HALEU to fuel its own next-generation reactors. It can only benefit India being part of closer collaboration in the Arctic.”She added that India was also benefiting from processing Russian crude oil.

The Avro Arrow, also known as the CF-105, had a lot resting on its wings. To this day, 65 years later, the Avro Arrow remains one of Canada’s biggest collective regrets and still fuels public discourse, as recently unveiled documents have shed some light on exactly what happened to the doomed project. As a result, thousands of jobs were lost and Avro Canada eventually collapsed entirely. Another says Canadian intelligence analysts deliberately misconstrued information to support a decision that the government had essentially made, providing an excuse for it. “They decided they wanted a big new fancy plane, so they came up with all the operational requirements largely in isolation, without really paying attention to what the reports were saying.”By the late 1950s, he adds, the Arrow arrow was getting very expensive and quite delayed.
