The Energy Select Sector SPDR ETF (XLE) was the worst performing sector ETF in September. The XLE ETF (and many of its holdings) has been trying to etch out a bottom for a number of weeks, and the charts we're reviewing today suggest that momentum finally could be turning positive. XLE has been making lower lows and lower highs since peaking in March. Both prior times, eventually logging a higher low gave XLE the firepower it needed to finally punch through a key downtrend line. Recently, the higher lows have been marginal, but considering that we haven't seen a material lower low in nearly five years, it's noteworthy.

Jerome H. Powell, the chair of the Federal Reserve, said on Wednesday that he thinks the central bank will begin to lower borrowing costs in 2024 but that policymakers still needed to gain “greater confidence” that inflation was conquered before making a move. “We believe that our policy rate is likely at its peak for this tightening cycle,” Mr. Powell said in remarks prepared for testimony before the House Financial Services Committee. “If the economy evolves broadly as expected, it will likely be appropriate to begin dialing back policy restraint at some point this year.”The Fed next meets on March 19-20, but few investors expect officials to lower interest rates at that gathering. Markets see the Fed’s June meeting as a more likely candidate for the first rate cut, and are betting that central bankers could lower borrowing costs three or four times by the end of the year. The Fed chair warned against cutting rates too early — before inflation is sufficiently snuffed out — noting that “reducing policy restraint too soon or too much could result in a reversal of progress we have seen in inflation and ultimately require even tighter policy.”

Amid a number of high-stakes elections to be held around the world this year, the East European nation of Belarus on Sunday offered an alternative to the unpredictability of democracy: a vote for Parliament without a single candidate critical of the country’s despotic leader. For the government, the election on Sunday — the first since Russia’s full-scale invasion of Ukraine, which neighbors Belarus to the south — is important as an opportunity to show Moscow, its ally, that it has snuffed out all domestic opposition and survived economic and other strains imposed by the war. Russia, which has in the past had doubts about Mr. Lukashenko’s durability and reliability, launched its invasion in February 2022 in part from Belarusian territory. Rather than spending his cash in his hometown of Hong Kong, he’s been crossing the border into mainland China to splurge instead. Such trips are noteworthy because, for much of Hong Kong’s modern history, the traffic has been largely — conspicuously, even — in the other direction. Hong Kong used to be the place where Chinese would escape to, not from. In 2023, just 26 million mainlanders — about half of the 2018 crowd — visited Hong Kong.

Hundreds of Israeli hostages, including children, are believed to be held in Gaza by Hamas, their families desperate for their safe release. It is a rare thing for mainstream news organizations to publish graphic images of dead or wounded children. There is nothing quite so devastating as the image of a child whose life has been snuffed out by senseless violence. In opening statements on Tuesday, Google’s lawyer said it was easy for people to switch their search engine and that smartphone and browser makers promoted other search engines as well. On Wednesday, the Justice Department began the day in court by questioning Mr. Barton, who worked at Google forging agreements with mobile companies. Mr. Barton’s job had been to meet with executives from the telecom and smartphone makers, convince them to sign agreements to distribute Google search and see those agreements through to a final contract, he said. One example was a recent anti-espionage law, accompanied by raids on some foreign consultancy firms, that sent waves of anxiety through the foreign business community.

REUTERS/Kuba StezyckiWARSAW, Aug 6 (Reuters) - Exiled opponents of President Alexander Lukashenko met in Poland on Sunday, on the eve of the third anniversary of their unsuccessful post-election protests, to display unity and plan strategy including the issuance of "New Belarus" passports. Set up in August 2022 by Sviatlana Tsikhanouskaya, the self-declared government-in exile has opened more than 20 alternative embassies and information centres abroad. Speaking at a hotel in Warsaw to several hundred activists, including independent media and civic groups, Tsikhanouskaya urged opposition forces abroad to unite and support the creation of a "New Belarus" movement. Lukashenko has ruled Belarus with an iron first since 1994, using security forces to intimidate, beat and jail his foes or force them to flee abroad.
