But it also complicated the diplomatic dance leaders attending the G20 summit must partake in as they navigate the complex geopolitical dynamics of the bloc. Lavrov attended the G20 in place of Russian President Vladimir Putin, who faced questions about whether he could be arrested for war crimes on international soil. In his remarks at the close of the summit, Lavrov also hailed the German government’s refusal to send Taurus cruise missiles to Ukraine as a “responsible stance,” TASS reported. There had been hope among western officials of a strong statement denouncing Russia’s invasion at the conclusion of the summit. American officials were unsurprised to learn Moscow had updated its nuclear doctrine following Biden’s decision on long-range missiles.

The court that imposed the fine might be in for a long wait for Google to pay up, however. “This should be a reason for the Google leadership to pay attention to this and improve the situation.”The amount the court says Google owes is growing, too. So where are Gen Z's tech founders? Gen Z founders and would-be founders are stepping into a vastly different tech world from that of their predecessors — a world where launching a unicorn is far more difficult, and publicly scrutinized, than it was for the garage-band generation of Jobs and Gates. Gen Z is coming of age in an era when the same Big Tech companies are diffuse and dominant. In other words, millennial founders ran so that Gen Z founders could walk. Perhaps we won't see Gen Z founders standing before a crowd and unveiling their latest shiny products anytime soon.

But Moscow doesn't appear ready to acknowledge that it's not in a financial position to cut Europe off from its natural gas exports completely. Russia's oil and gas revenues hit 8.82 trillion rubles, or $94.6 billion, in 2023. That's 24% lower than the 11.6 trillion rubles it recorded in 2022, when revenues jumped due to oil price volatility. In 2021, Russia's oil and gas sales revenue stood at 9 trillion rubles. To be sure, other geopolitical factors could also be playing into Russia's decision to keep natural gas exports moving into Europe.

CIA Director Bill Burns testifies next to Director of National Intelligence Avril Haines during a House (Select) Intelligence Committee hearing on diversity in the intelligence community, on Capitol Hill in Washington, October 27, 2021. CIA Director William Burns believed there was a real risk in the fall of 2022 that Russia could use nuclear weapons on the battlefield against Ukraine, though he said the West should not be intimidated by Russian President Vladimir Putin's threats. "There was a moment in the fall of 2022 when I think there was a genuine risk of the potential use of tactical nuclear weapons," Burns said. In the more than two years since Russia invaded Ukraine in February 2022, the Kremlin has regularly signaled that it would consider using nuclear weapons in the war. It allows the use of nuclear weapons in response to an attack with nuclear or other weapons of mass destruction against Russia or its allies, as well as a conventional attack that threatens the existence of the Russian state.
